I can see it working out, actually. We know that the Pangolin Conditioning Jutsu is easier for Pangolins to use than humans, so I can buy Pangolins having a natural advantage at armor jutsu that, even if they don't need it as much as others, is still worth pursuing as a comparative advantage.

Then again, I don't know how much worldbuilding you've locked down about Seventh Path physiology and stuff, but from what's reached the story I think it's viable to spin it that way.
If humans were making jutsu, and we found a jutsu that made us even better at intelligence, you can be darn sure we'd try to make the most out of it. I assume it's similar with species that are notable for other traits, like pangolins and their defensive abilities.
 
That's a mistake we made, actually. It's silly that the pangolins have defensive jutsu given that they are naturally armored tanks. We should have given them offensive and utility things instead.
To a degree, it does make sense to them. If you have an advantage, why not reinforce it further?
Without jutsu, they are pretty damn tough. With it? They can take some of the strongest attacks to the face and live.

It's like saying that Condor summons wouldn't want jutsu that makes them even more mobile.
Don't need a defensive jutsu if they can't hit you in the first place.

Really, as long as a jutsu improves instead of replacing their natural abilities, it's gonna be popular for that race.
 
On the other hand they'd probably also have plenty of jutsu to fill in their weaknesses, like humans use knives and guns to fill in for claws.
 
A numerical indexing system would be relatively trivial to implement.
