So when do you think the soonest is that will be able to get to work on setting up a traveling circus? It'll have to be sometime after the exam Maybe give the party about a week of rest before working on another project. We have to balance it against the other priorities that leaf has but it's a large organization they should have people that can take over some of our duties that we were fulfilling.
I dont see why we would focus direct attention on this. When we own about half the continent we can just pay someone to do this for us.
 
I'm absolutely in favor of this, though you haven't mentioned the most important benefit it provides.

The way we should do this, I think, is assemble a team from anyone who signs up, and then go on a tour of Fire Country villages, fixing things along the way in a manner similar to what Team Uplift did before they decided to be Team Uplift. I think it's very important that at least Hazou goes along with this - a minor benefit is that his pro-civilian sentiment remains grounded in a desire to actually help real people, rather than an abstract political doctrine.

The major benefit is that we get to interact with ninja who (presumably) prefer to spend their time helping civilians instead of doing other C-ranks. These people are the best prospects for our future egalitarian political movement, and establishing contacts with them will help us in many ways. As we start to establish a real organization (rather than a clan of five), we're going to need trustworthy personnel whose ideas broadly align with ours; this is a really good way of creating an initial recruitment pool.

Incidentally, I'm in favor of putting in some effort into befriending Yamamoto Haru for similar reasons.
I want to get some momentum behind the victory tour. It sounds amazing.

There are two questions

How much security do we need?
  • The less we need the cheaper it is, and we can do more for longer.
  • A semi random path with frequent detours to Leaf patrols should minimize the need for additional security.
  • Move very fast.
And who to take?
  • Hazou is a must.
  • The rest of team uplift would be amazing.
  • Kagome might be a bad idea.
  • Mari might be to valuable, but someone we trust absolutely to vet potential allies would be amazing.
    • We have a month or two, could we get an intrigue pangolin?
  • Any Leaf ninja who says they want in on it and gets Jiraiya's approval.
  • Mist ninja?
  • Special invites?
    • someone from Minami's clan?
    • Hinata?
    • Neji?
    • ISC?

We've only been talking about Fire Country so far, and even Genin feel safe taking missions around Fire Country.

Scorch squads aren't even really an issue. Their MO is likely to sneak in when there's no ninjas around so they can destroy everything without being confronted, identified, and traced back to their home country. They may destroy villages we've already uplifted, but if we move at a decent clip then they can't destroy as fast as we uplift without drawing a lot of attention to themselves.

IS there some way we can protect them from scorch squads? Skywalkers might be able to get ninja to a village fast enough to be of some use, if we can find a way for villages to get out a warning fast enough.
 
A well funded and equipped civilian militia in addition to better static defenses/walls would probably help with a lot of chakra beast attacks.
 
My mental model of sealing given the recent discussion is not computer programming, it is hobbiest electronics where you are making all of your parts in a basement workshop and there are no measurement devices that you have not built.

There is underlying logic and systems to analyze, but there is no easy set of isolated layers to use until you define them yourself, and figure out how to characterize your functional elements via measurement.
I like this analogy a lot.

Friends I come before you today to advocate that during the month long break we should go on a quest. A quest that will cement our legend for an entire generation. My friends we will acquire the Condor and Capybara summoning scrolls.

We have started our legend in this event. By taking on every exam contestant we have shown we have the seeds of greatness within us. However to truly achieve the lofty position as the Second Sannin we must strike out and do what most would think as impossible.

We are currently in a position that we can achieve finding 2 scrolls if we act fast. By using Kei's influence with the pangolins, the fact we know the scrolls would be at the Hinago Medical Facility and, our connection with the Mist Yakuza we are in an incredible position to track them down

Now some of you might be screaming at the risk we would be taking. That any contact with any ninja is certain death. To those few paranoid few I understand your concern. Luckily for us it is not bad as you fear. For you see it will not just be the Goketsu clan going on this mission. No we will convince Jiraiya to send a jounin with us. The man of a 1000 Jutsu. Who is said to be as strong as a Kage. The copy cat ninja. The one the only Hatake Kakashi.

With that level of firepower plus the incredibly creative hive mind this mission is well within our capabilities. Once we successfully completed it we will cement our legend, be able to communicate with each other safely at any time, have new trading partners, access to infiltration techniques that have recently became much more valuable and the ability to all bring out jounin level fighters.

This my friends is our destiny
