Kitsune's Goblin Fox is active to my knowledge (just checked her recently updated profile to see if personal actions count, they don't), so she has to be put on something that's detrimental to a rival such as Assault a Rival, and any way that "Reach out to Magical New York" counts as that is either extremely vague or out-of-character information to my understanding.
Surely we could find something for Kitsune to do that isn't so hazardous?
 
Any reason for recruiting Fred with Goofy instead of another hero like Gogo and then recruiting Fred through Russ's personal action?

Of all the people to do supervillainy, why Ludivine?
Russ has the Personal Action to hire Fredzilla, so I consider this a bit of a waste.
Too risky. I wouldn't hedge my bets on a 56% chance for this turn.
This is just personal preference, but I really want to do LHD instead. Same DC anyways.

3 reasons: 1, it would be a fun interlude. 2, it's likely to succeed, particulalry since I suspect at least some of the actions for supervillainy will trigger her trait, but even without it it's good odds. 3, it's very unlikely to hurt people.

I agree, I forgot about this. I'm switching it to Gogo, which means that we can finish up the BH6 Heroball with company retreat.

Here's how I see it: if we put it off, we'll probably never succeed at it. The DC is implausibly high already, we're running low on Commodore funds, and Russ will be dealing with the Phantom Blot, and the action's DC will be increasing as leads run cold. Even if critfailing it loses us the possibility of repeating the action, I don't consider that as great a loss as it could be. Meanwhile, the rewards for succeeding vastly outstrip almost all of our other intrigue actions, and certainly all the easier ones. A crit success here would almost certainly let us deal Doom a serious blow, and it would trigger a quest, which also means we can assign a bunch of people who otherwise wouldn't be able to benefit from the company retreat to a quest.

I don't have a strong peference for either, if this feeling is common I'm happy to change it.

Yeah, I'm ambivalent on that one myself. Do you have a sggestion for something to take over it?

Reach Out to Magical New York on Kitsune replaces decent Diplomacy options and it isn't a low DC. Similar options have similar effects. Presumably we can wait for Kitsune's personal action on the retreat.
 
I'm currently looking at something like this. This turn is kinda a mess for a lot of reasons, so this is very subject to revisions, but I'd like to at least toss out some of the ideas included in it.

Wasabi on roof lasers because I think supervillainy is a bad idea. Using Kitsune on Magical NY over someone else on Cape Suzette is a little riskier, but kinda sorta nets us an extra action (since she'd otherwise be on the NY personal, I'm not sure she'd get a personal with the retreat without taking this). If it's confirmed that she either gets a personal from the retreat regardless, or doesn't get one even with taking an action, I'd probably move Janus to reaching out to Suzette here.

Personal attention DoofOS security, since I think this is genuinely vital.

Hawk investigation is unfortunately basically a coin flip, but it'll only be harder later.

If I'm calculating correctly, Jumba only has like a 12% chance of critting on superpower research normally, so that is still a major upgrade.

Vehicles for LOVEMUFFIN because they need something mad sciencey for morale, and this is loooowish risk.

As far as personals, this gets a couple on LOVEMUFFIN now, with more to follow during the retreat. Warns Shego, mostly because I think sending CJ in to DoofOS is too risky.

Went with getting involved at school for Vanessa, since that'll be good for her, and frankly student activities are as important as SAT scores for admissions sometimes. Marco is studying with Tobe instead of Macbeth because that red "kill her" worries me.

The main spice is the quest lineup - yeah, bringing Wendy along is a little weird, but she really raises the stat set, and she should be pretty well protected with this group. Tobe covers occult and intrigue, Genghis is a beastly leader, and bringing Norm and Hego along should be good for them. Norm contributes martial, Hego brings stewardship, but mostly they're there for self-improvement and personal fulfillment. Let's have less of Norm staring at stars and Hego rescuing cats.

Oh, woops, you're right. Hmm.

How does that work? If it's successful, we can pull anybody off of personals to attend the quest, I'd guess?

It's a little awkward because hawk investigation is like 50% chance to succeed, so either we have a bunch of people like Hego rescuing cats if it fails, or we find them something to do but if it succeeds we don't have a great lineup available.

"As you can see Doctor, the deal is well worth it." Kalabar told Dr. D as he continued his pitch. "I'd go so far as to say you'd be a fool to not at least consider it."

Janna Orodina was scared, actually a better term would be terrified. She was on her way to her boss's office to mess with him again but stopped when she heard he was in a meeting with someone, she decided to listen in on them when she heard who the mystery man worked for, Toffee. So many thoughts were running through her mind none of them good, it was around the moment when she thought about running before this Kalabar learned about her someone spoke to her.

"What's wrong little one?"

She turned to find herself face to face with a robotic figure dressed in a long purple coat, a dome faceplate like glass, green lights shine from beneath a metallic body. One half of Dr. Heinz Doofenshmirtz's soul, his Stand,「Daft Punk」. While rare, both halves of the Stand have shown capacity for speech, relaying all information gained to their user. He must have had one check the hallway for any sign of Kalabar's entry point, or at least to see if the traps had been tampered with.

"It's just-" She doesn't know what to say. She takes another look at the man sitting across from Doofenshmirtz before she chokes back her fear and says one thing. "Don't take the deal."

Then before the Stand can respond she runs from the hallway, she needs some time alone.

"So what do you think Dr?" The meeting was going well, so well Kalabar wasn't sure he'd even need to wait. "I can have the documents sent over at a moments notice."

Doof looks like he's about to answer when he suddenly pauses and tilts his head, like he's listening to something. When he snaps out of it his eyes harden, looks like something's gone wrong.

"There's no need for that." Doof tells him, a strangely serious tone to his voice. "I have my answer already."

Without another word he presses a button, a small compartment opens next to his desk and fills with flames. Which he promptly sweeps the business card and preliminary papers into, destroying them in a blaze. Dr. Doofenshmirtz stands and motions for Kalabar to leave.

"Get out of my tower, now."

Kalabar did no such thing, instead he leaned back in his seat as his face shifted to a sadistic grin.

"Is that a no then Doctor?" Friendly tone gone, Kalabar found no reason to continue the charade. "I was hoping you wouldn't be difficult, alas it seem I must force your hand."

A figure began to materialize behind Kalabar, an undefined humanoid shape. The lights began to dim as the room began to grow cold, so... Toffee has Stand users as well.

"You're signing your name on that dotted line weather you like it or not." The Stand fully forms with a flaming pumpkin head atop a haze of swirling darkness. "Isn't that right...「Monster Mash」?"

Just after it manifested the enemy Stand lunged towards Dr. D with intent to harm him, moments before it succeeded a green robotic figure blocked the attack. This Stand wore a green suit and fedora, it's head was primarily a visor over a square jaw with a slit to represent a mouth, purple lights shown from the various bits of machinery to highlight it.

"「Daft Punk」" The Doctor shouted as his Stand knocked the attack aside and quickly charged, delivering a series of blows that seemed to pass though the shadowy body. "So I need to hit the pumpkin then? Fine!"

As soon as he said that Kalabar grinned, making just enough movements to make it seem as though he was attempting to defend himself. "The moment that fool's stand smashes 「Monster Mash」's pumpkin I'll have already won."

Just as Kalibar hoped Doofenshmirtz's stand did in fact attack the pumpkin, smashing it into pieces, and the moment it did so the flames that were contained within shot out and began to take form.

"You fool, you actually think it would be that easy to defeat my「Monster Mash」?" Kalabar stands and began to pose, one reminiscent of Dracula from the old Universal Monster films, the flames surrounded him as he did so, to frame him as they began to take on a large humanoid shape. "Tell me Dr. Doofenshmirtz..."

The flames formed into a large hunchbacked figure.

"What keeps you up at night?" A large sack formed on the creature's back. "What do you... fear?"

It finally stopped forming, and there was only one thing Dr. D could scream as he beheld what Kalabar's stand had become, hate and fear evident in his voice.

"Der Kinderlumper!"

The rest of this post is going to be disorganized, because I lack the brain to organize it right now.

Taking a slightly different take on the core actions of the plan for the reasons below:

First:
I don't want CJ poking the computers if we critfail Security
We've got more than a 50% chance of critfailing Security without Personal Attention
So I don't want CJ poking computers unless we put Personal Attention on Security.

Second:
There's a real chance that significant amounts of Shego's everything spontaneously explodes next turn;
We are likely to ever speak to her again;
Everything exploding might come up;
I don't want to stake Doof's relationship with Shego on his ability to be Real Subtle about the fact that everything exploding was his fault;
I want to Tell Shego about our shenanigans this turn.

Third:
Using Personal Attention, sending in CJ, and talking to Shego would cost 5 Personal Actions;
This is impossible;
As per my above conclusions, that means I don't condone sending in CJ at all;
If we're not sending in CJ, I feel less of a need to stick the PA on Security in the first place;
We're not that likely to succeed on the Hawk investigation without PA, so I'd rather stick it there instead.

Fourth:
We don't have many useful Stewardship options with a reasonably low DC right now;
A 48% chance of having some cyberdefenses is better than a 0% chance;
I'd rather take my chances with non-PA Security than anything else.

Miscellaneous notes:
The Agent Russ item asignments are designed to either make his job easier and lower the DC, to give him some firepower for the followup quest, or to give him some contingencies if he lands a critfail.
Wendy's studying the Kronos AI, since we still don't understand what's going on with Doppelganger AI and AI in general, and since we're maybe planning on making a Doppel AI soon.
Ludivine is teaching Khan, because we have insufficient rapport with LOVEMUFFIN for me to feel comfortable telling them they're all idiots right now, and giving Khan some education may either improve his Learning stat and benefit him as a Quest leader or help with his Artefact of the Past malus and make him more useful for our various Martial upgrade actions. Plus, Khan and Ludivine have a good working relationship already.
Hopefully, critting the SHV laser will give us a Plan B on the whole cyber front: Send in the Khan to smack some heads. If it's a quest, we can have Hego get his hands dirty, too.
Hego, if we do trigger the Hawk quest, I will send you along if doing so is remotely feasible. So I've given you the Ji Talisman, Just In Case.
Maybe other things I should have mentioned, idk, I'm tired

I tweaked @kfrar 's plan, the tweaks are in blue. I think the Vagabond tweaks could be especially synergetic. Basically making the ultimate ninja training area for maximum gains (and an eventual gameshow?!)

Maybe this could lead to Marco being more willing to stick around once Star is found.

I'm definitely advocating @Light's plan Wrap it Up. Though could you maybe switch Vanessa over to either Mal or SATs? Learning combat from Genghis is nice and all but I feel those two are better. Also it probably will cause synergy and have Vanessa will help Genghis preform villainy.
Alright then, I'll do that. I should probably mention somewhere that I swapped out CJ with telling Shego about the Probability thing, so I might as well do it here. Personally, I think it'd be funny to see Xanatos flailing around after realizing that he could have told Shego, but didn't, but there are good arguments using simple game theory to not use CJ.

Well, if Khan is performing supervillainy, maybe Hego could try and stop him.

We'll call it a training exercise.
But here's the thing. I believe the hero's intrigue is also put into play on how noticed he is while doing supervillainy. Because Khan is pretty known as 'guy working for Doof who cosplays as Genghis Khan'. And the last thing we need is unnecessary bad PR. Not to mention Hego will probably get a loyalty malus if he sees one of Doof's units being a villain. So... just have him manage Bueno Nacho or something.
