The other characters have agency. They may not follow your plan.
There was a lot of salt thrown back during the fight against Jōtarō because Mari overruled your plan. I'm telling you in advance so that everyone understands and is prepared: you don't have a lot of time to pass on complicated instructions, and people will not necessarily do what you say if they don't agree that it's optimal or if it doesn't fit their personality.
Keiko and Noburi will probably follow your suggestions.
Akane almost certainly will, and it's fairly likely that the rest of her team will go along with her.

How efficient is a macerator filled with dry sand at demoisturizing foggy air?
Moisture capacity of sand: Between 0.1 to 3.5 % source
From this handy calculator, we get a saturation vapor of 23 g/m³ for 25 ºC.
So we need between 23/0.001 and 23/0.035 grams of sand to completely dry out a cubic meter of foggy air. So let's say about 1.3 Kg/m³. From the wiki I see a macerator can hold 100 Kg, so a single one should be enough to clear a volume of 77 m³.
But the absorption efficiency will be lower, as the sand travels it will acquire moisture and slow down.
What should be done is apply this formula with guesses as to the particle size to calculate the median travel distance. But as I am feeling lazy and anyhow I would have to pull the data from thin air, let's say the particles stop at about 5 m because that seems reasonable for sand in a humid environment at about a 3rd the initial velocity of a sandblaster.
I think the most efficient use would be to shoot them upwards, as it will give maximum coverage with the minimum of seals used and minimize the already low probability of shooting someones' eyes out.
There, one seal and you have cleared a radius of about 10m around you. Also now everything is covered in mud.

Noburi strode across the top of the fort wall, moving to help himself stay warm and alert. It was several hours past nightfall, the fall chill was well and truly setting in. The fort was getting crowded - Panashe had returned about an hour after dark shepherding Team Asuma, before being resummoned and sent out again in search of Team Kurenai. She hadn't yet returned.

I mean, we could wait in the Mist and let the other team's Wakahisa drain everybody not named Noburi dry, but somehow I don't find that a very appealing option.
edit: upon further thought though, you are correct; charging to meet them is the wrong course of action once the enemy Wakahisa is downed.
Noburi knew the instant the mist touched him that it wasn't natural. For one thing, it was saturated. For another, it was too dense. Most importantly, he could feel his chakra being pulled out of him immediately.
He spared the briefest moment to pull back some chakra from it, and then leapt backward off the wall.
"Incoming!" he called. "At least ten, all directions! Mist is dangerous!"
The fort roused itself rapidly as the mist crested the walls.
Actually, I think it should go something like this:
Round 0 (before enemies arrive in engagement range): Everyone uses buffs, etc; Kei summons pangolin, chugs Noburi water, Noburi makes a set of clones.
Round 1: Neji/Lee targets enemy Wakahisa, Noburi Syrup Traps one group of enemies (the ones that move in to melee), Noburi clones substitutes with Neji/Lee if he has taken out the enemy Wakahisa, Kei barrages them with explosives to force them to give up their next action.
Limited capacity to contribute atm, but I'd like to point out that Shikamaru (and perhaps Keiko, especially if using CFS) will likely devise superior tactics than Hazou in-the-moment. Our strategy should make use of this and facilitate information exchange between them and the rest of our allies if at all possible.
Draw/tag weapons and activate jutsus in preparation to fight.
Activate Banshee Slayers in preparation for Earbusters.
Get up onto the walls.
Hazou shouts out orders as follows:
Neji should give us intel on the enemy.
How many enemies there are.
Which directions they are coming from.
What combat styles are they using (Taijutsu, ninjutsu, genjutsu, support...).
Ideally Neji will be able (first) say "12 [enemies]", then point in a direction and say "Taijutsu, Weapons" while holding up his other hand with the number of enemies as he says the combat style. Ideally he'd order this by which group is approaching first.
This should give us knowledge of enemy troop movements and composition.
Noburi should be handing out chakra water to the teams.
Keiko first (for summoning).
CQC fighters second (they'll be farthest away).
Long-ranged users last (they'll be closest to him).
Keiko immediately summons her strongest Pangolin fighter.
She can summon more if time permits. This should be done IC based on the situation and chakra levels.
Keiko and Tenten start throwing explosive-tagged kunai over the walls, in order to disperse the mist as it approaches.
This won't stop the mist by any means (because Wakahisa are likely in charge of it) but it'll delay it significantly, and force the Wakahisa to spend chakra to restore it. They'll have to spend Combat Actions later, but then again so will we.

When the fighting starts, this is what we're gonna do:
Keiko (Shikamaru?):
Acts as a ranged figter (see below).
Announces enemy movements, areas of reinforcement, and generally take control of macro movements.
Delivers on-site battle tactics beyond what's in the plan, taking control of macro movements for the fight.
Detonates remote explosives/Macerators and Earbusters for maximum impact.
After the first activation Earbusters should stay on for as long as fighting continues.
Ranged fighters:
Stay on the walls, pepper enemies with tagged kunai or related jutsus.
Disperses mist with explosive kunai as appropriate.
Noburi:
He's staying on the walls with the ranged fighters, using Water Whip to strike enemies (and drain if possible).
Noburi should be the primary guard for any enemy that tries to close to Short/Melee distance with them.
Noburi also disperses mist with explosive kunai as appropriate.
If opportunity presents itself he uses Syrup Trap to slow TacMove of multiple enemies at once.
If allies get injured he heals them (if this is a bad idea ignore it).
Melee fighters:
Charge in as enemies approach, making sure to avoid mist.
Hazou & Neji:
They've got a unique job: assassination.
After basic prep is done Hazou's going to make a tunnel (using the larger tunneling jutsu) and with the Byakugan's aid, make their way towards rear clusters of enemies (read: long-ranged enemies).
After setting up (and detonating) explosive charges to damage and disorient them, they'll then burst out and take them down before retreating underground and repeating.
General approach to combat:
Chakra boost everything.
Team up and concentrate on smaller of enemies to maximize MC bonus.

AOE jutsu/explosive tag: Disperse or deflect with your own explosive or jutsu. Have Hazou raise a MEW as a last resort.

@faflec We don't particularly need to disperse the mist as long as we take out the enemy Wakahisa: we can use it to our advantage, instead, allowing them to splat themselves on wall explosives. Which, because they are mist teams, they know that there is no point in having Night Light seals yet, so that poses no risk.
I also don't think that necessarily summoning her strongest pangolin is advisable. The best option for pangolin would be one with a burrowing technique that can avoid the mist while it's active. You know, assuming any pangolin DON'T have one

Note that we have between three and thirty seconds before impact. Evaluating on the smallest window, our opener probably looks like this:
Hazo: "Neji, how many are there, where are they, and what can you--"
Neji: points "[number] that way! No time, they're here!"
Noburi, in his infinite wisdom, heads straight for Keiko and begins to supply her with chakra while Hazo was talking to Neji. Keiko, with similar speed, summons her strongest summon while Noburi is en route.
The others have enough time to draw weapons, activate Banshee Slayers, and start to move into formation while activating relevant jutsus.
No further prep time: opponents arrive, combat begins.
Overall, that's not a terrible position to be in for so little time, but it's not great. Mist is beginning to drain us and we're moderately out of position. The only advantage we manage to accrue is that we can properly orient to face our attackers.
Generally, I would arrange our orders to maximize how much we get out of them per second. Indicating each enemy's combat style and precise coordinates is useful, but time consuming to execute. We may want to just track the general approach vector (or vectors, if the enemy is heavily split up), then move on, returning to the topic if we have time before combat breaks out.
