So, thinking on the FOOM OPSEC plan, particularly issues/failure modes that will earn "Hazo are you stupid?" stares:

- It's a training area, for mass training of many individual ninjas (clones, but still individuals doing independent training), and it's underground.
- Normal ninja training areas are big, because training involves ninjutsu that can create giant fireballs or clouds of poison gas, lots of quick movement and associated need for open space, and explosions.
- We're the sealmaster clan. Emphasis on explosives.
- Normal training areas are the sorts of places which can be safely exploded without collapsing a roof and killing everyone inside.
- Normal training areas are easy to rebuild when you explode them.
- Normal ninja training areas are big, because training involves ninjutsu that can create giant fireballs or clouds of poison gas, lots of quick movement and associated need for open space, and explosions.
- How do we build it?
- It's going to have to be big. FOOMrequires lotsa clones, and every clone is another bit of extra space needed.

Interim plan: SUMMONERS GO FOOM
(Outline, requires optimization, plz don't vote for it as-is.)- Don't hide the clones underground, hide them on the 7th path.
- Check if Shadow Clones can remain on the 7th path when the actual summoner leaves.
- If they can, we're golden.
- If they can't, we have a problem.

Hazou knows the jutsu Tunnel Excavation, which can create a 2 meter diameter tunnel for a respectable distance without costing much chakra at all. Repeat it a few times over a couple days and you've got a pretty big underground room. We also won't be using that much space on most days, since a lot of FOOM is Resolve training which is largely meditation.
I'm not sure most of it needs reinforcement, if it's only two meters tall and carved directly out of rock. And if it does collapse, it'll just squish our shadow clones and cost us a day of FOOMing. Still, something to keep an eye out for as we make it, and definitely something to consider for any larger chambers.
FOOM is the kind of thing that, if Asuma were to learn of it, he would tell us to name our price to share it with the Tower. And then if we said no, he'd tell us that he absolutely respects our right to clan secrets, but he'd really like if we named our price. And then we'd realize that we're not leaving that room without making a deal, and the more we delay the less generous Asuma will be.
This is not an acceptable outcome, at least before we hit S-Rank, for one reason: Orochimaru. He's scary enough as it is, and if he gets his hands on FOOM then Hazou's nightmares about him really will have been prophetic.
But I don't personally think this is a killbox-worthy thing. We're a lot of things but Rock agents is not one of them, and it's not like Leaf would fall for the exact same trick twice. If he ever catches wind of our underground facility he will most likely come to the straightforward conclusion that we wanted to do something underground. Then if asked we share the cover story, and maybe he roots around and uncovers one of the other deceptions, but ultimately he has no real reason to go ballistic about this.
100 kg max, which includes the container you're keeping the dirt in I'd assume 95% efficiency to be generous. So 95 kg of dirt removed per seal-trip

If hypothetically we did get locked into this conversation, what kind of concessions would we ask for?
My immediate thoughts are pledges to Uplift Projects, access to unique jutsu, maybe chakra metal weaponry and dummy adoption slots

That's thinking too small, I feel. Object-level material concessions, no matter how extravagant, don't compare to what we're being asked to give up.
I'd ask for Uplift. I'd ask him to pledge to the Will of Fire or whatever's maximally sacred and binding that he'll help us achieve it. Help us create a world where everyone, even far off people, even our enemies, even people who don't deserve it, have human dignity and can live in peace. A world where the strong don't dominate the weak, where humanity flourishes to untold heights, and where cycles of hatred are a thing of the past. I'd ask that he do whatever it takes to make that bright shining future a reality, even if it means being the first to let an injustice go unavenged, even if it means extending kindness to people he hates.
If he can promise this, I'd be able to give him FOOM with a clear conscience. If he can promise this, then there's no reason to keep secrets, no reason to hold anything back.

Oh right, I forgot we have a tunneling jutsu that clears earth. The only one that came to mind was the Mole one which just moves dirt around.
... I almost just asked if we should be worried that jutsu can destroy mass. As if chakra obeys the laws of physics. Ha!
Ah, I forgot about how simple chakra capacity training is. Yeah, that's definitely not problematic, and taijutsu training could be mixed in in the extra area without too much issue. Ninjutsu, especially AOEs, would be tough, though. We should plan around that, maybe practice ninjutsu publicly on the surface, make people think we're specializing in it a bit while we're actually just trying to avoid having a weak area?
Collapses are a serious OPSEC issue; large areas collapsing underground will shift earth or make sinkholes on the surface, unless they're very deep.
It could damage structures above it, either the OPSEC layers we'll build at a shallower depth or surface buildings, and it would reveal that we did/are doing something underground.
