I think it's highly likely that Rock has skywalkers, I can't imagine them attacking without them.
I'm honestly still flummoxed they're attacking with them if so. And not even a covert ninja attack, they're openly attacking all along our border instead of just directly striking at Leaf. What's their goal? And as far as we know, their only S rankers are the 4 and 5 tails. They have fewer jonin than us too IIRC, and if Hidan managed to off any of them then there's a few more gone, so their military strength should be inferior to Leaf's. I find it highly unlikely they're attacking without an ally. That or there's something else going on here...

Perhaps they have allied with Cloud.

The first thing we should do is dispell. If that doesn't work, then we tell the first ninja we find to gather all the clan members and grab a second ninja to escort defenseless Hazō to the Tower.

@Oneiros is right, I think it's spider scroll time.

  • Estate:
    • Dispell.
    • Follow Asuma's messenger immediately. Ideally, bring Mari.
    • Get list of available seals (type, quantity).
    • Orders:
      • Inform core Uplift.
      • Tank up Haru. His punishment is suspended.
      • Reach out to Tsunade's organization to support civilian aid efforts.
      • Prepare for an influx of refugees.
  • Asuma:
    • Do a lot of listening.
      • Find out why Rock is attacking.
    • Offer all the seals we have.
    • Ask if missing patrols (Akane, Yuno) might be related.
    • (Privately) any link to Hidan?
    • General attitude: compliance and openness.
Frankly, I'm not sure what we can do beyond this. We can make statements to the effect of 'do not timeskip beyond the expiration of HOWS' and 'write a will in case we get killboxed', but...I think we have to assume that we're going to need to plow literally all of our resources into the current problems, and we don't know what those are, yet.

We are currently defenseless and in the middle of a war. We should have some sort of ninja guard escort us to the Tower, even if it's just genin.

Also we should start thinking about bombing the hell out of the Spider Scroll location.

Asuma trusted an 11-year-old civilian messenger to come find us. Either the village is extremely safe, or the village is in extreme peril.

Mostly, what's written is ordered ideas - I've thrown something about bringing Mari.

Earth Country is going to be on extremely high alert yall
There is pretty much no way we even get to the base without someone spotting us and attacking unless we skywalk the whole way (which Rock will likely anticipate now). Just keep that in mind

If the Arachnid Scroll wasn't likely to be at that island before, it's not any more likely to be there now. And while presumably some ninjas were pulled away for the war, the rest are also presumably on high alert for war-related sabotage. And not to mention, Leaf's manpower is also going to be committed to the war, making it unlikely that we'd be able to bring extra muscle along.

So in short it's still a nigh-suicidal mission for a Scroll that's probably not even there in the first place, and heck even if we get it it doesn't help anyone during the scope of the war.

Given that Rock just declared war Asuma might be open to sending some ANBU over to flatten the thing and sift through the rubble for a scroll, now that DRAGONWAR has been confirmed by scouts. However, that's certainly not going to be a short-term priority as bringing that asset to bear would require three months of training someone, unless Leaf has a trained summoner (ideally a jonin), in which case they could sign, make a lot of contracts real fast (Arachnid is pretty Leaf-aligned) and start wrecking shop.

However, that would preclude Kagome from getting the scroll, which seems not-great.

An underground facility seems harder to escape from compared to an open field somewhere. You've also got issues with not getting buried and needing fresh air.
Isn't our estate pretty damn large, considering it's outside of Leaf's walls? I feel like we could train on the surface just fine with a proper cordon. I kinda assumed our sealing research facility was already set up somewhere that was (to our best guess) beyond the range of cheating eyeballs.

Immediate concerns:
1: Paranoia. Question everything. Does Gaku or anyone else recognize the civilian message runner? Don't delay reporting in, but trust no one.

2: Take someone else with us to the tower. If we need to immediately move with info from Asuma then we don't want to rely on Hazo to hobble his way there. Any of our ninja that aren't also crippled in movement will work, so whoever is closest. Someone like Mari would be ideal to provide input.

3: Have Gaku warn/organize Mari, Noburi, Kagome, Atomu, Mai, Reo, and Haru (whoever doesn't go with us)
-Full loadouts includes Youthenizers and Macerators for anyone with experience using them.
-If Noburi has drained Haru already this morning then give the chakra he's drained. Punishment is temporarily suspended during ROCK N'ROLL time.

Considering we have basically zero info going into this meeting, here are my random initial thoughts:
-If Rock isn't employing Skywalkers then any force sent to scout them should absolutely be using them for obvious benefit.
-Any counter-offensive we launch might want to include a quick stop over at the training facility rumored to have a summoning scroll. Political feedback from attacking seems moot now.
-Rock's offensive is a feint for something else. They've been hesitant to engage in a direct offensive with us up to this point. If they didn't attack immediately after the Collapse then what's changed?
-Can Yuno's mission be recalled?

@eaglejarl @Velorien Is there any possibility we can have some more actionable information regarding what we know about the Iwa invasion? At this time the only thing I can think of to do with regards to planning is Dispel, then report in (and possibly bring Mari).

Maybe add a mention of the possibility of a Iwa-Kumo alliance?

(This is my first ever plan. Yay!)
[X] FOOM OPSEC: There Is No Kill Like OVERKILL

Word Count: 294

As FOOM takes off, we must create a place for the Shadow Clones to train covertly, so people don't notice us making so many shadow clones.
  • Create entrance (and emergency exit) in secure areas of Gōketsu compound where clan members can be seen entering without suspicion
  • Tunnel deep underground. Twice as deep as suspected Byakugan range.
  • Set up secret sealing research facility per Kagome's specifications (use purifiers for air, dig using tunneling jutsu, etc.), have Kagome design and implement security (have AB seals permanently active)
    • Primary purpose: cover for training facility
    • Secondary purpose: high-OPSEC/Byakugan-resistant area for meetings, storage of classified materials, seal-development, and Project Necromancy
  • Set up training facility (with hidden entrance) well below seal base
    • Specialized spaces for jutsu-training, taijutsu, meditation room for resolve, etc.
    • Design to FOOMers' specifications
    • Have emergency food/water etc.
  • Hazō implements and maintains Kagome security measures on lower section of base (but have Kagome make the seals)
  • Futureproof facilities
Standard Operating Procedure:
  • Any heavy SC training must be done in underground facility
    • Give no reason to suspect mass SC training
    • Create mass SCs only inside facility, barring emergency
  • Treat Sealing Research Base as SECRET, but Training Facility as TOP SECRET
    • If you do not need to know about this, you do not know about this
  • Do not talk about either base unless under heavy OPSEC or in the facility itself
  • Mari, disguise base usage as something else. Have fun ;P
To Asuma
  • We are making a secret, underground seal research facility
  • We will be creating/selling/buying AB seals from Tower
  • This is a matter of clan secrets
Discuss with Mari and FOOM Clan Members before implementation.
I want to preemptively tell Asuma about the underground sealing facility for a few reasons.
  1. We're clearing the plan with Mari first, so it will only happen if Mari doesn't think it's a horrible idea.
  2. I have zero confidence in our ability to keep the Tower from learning about it in the mid to long term. Let's be real, the Tower is absolutely going to find out about this. I'd much rather let them know in advance than have them randomly discover another underground facility and freak out.
  3. Telling the cover story to the Tower does not endanger the secret to the rest of Leaf. Much like chakra detecting seals we gave the Tower earlier, we can 100% trust the Tower not to blab about our secrets that we shared for natsec. Not if we told them instead of them discovering them on their own, that is.
  4. The Tower is probably really touchy about underground bases post-Collapse. If we tell him in advance, we won't trigger any of the many underground defenses they have (almost definitely) set up post-Collapse. I can see this preventing a big scare sometime in the future.
  5. We don't have to worry about the Tower prying as long as we say it's for clan secrets. We keep the details extremely light and only say the few sentences written down.
  6. We need to stay in the good graces of the Tower and this is a good way to sucker up without actually giving away anything.
  7. It would be a really fun seen to write! (EJ says it's an 8/10, since he has to save room at the top for rez-ing Jman)
That said, I'm open to changing my mind if someone makes a good argument. I care about the general gist of my plan far more than I do this specific aspect, so I'm willing to compromise if a lot of people in the thread don't like this.
Made some modifications to the plan. Namely, I converted the underground seal-research facility into a general purpose high-OPSEC/Byakugan-resistant area for clan meetings, storage of papers and materials containing clan secrets (Kagome's bedroom is great for some things but I want a dedicated space that is out of range and doesn't risk death if someone who is not Kagome tries to retrive them), Project Necromancy, and, to a small extent, sealing research. We'll still call it a "sealing research facility" but it will be builit for addtional purposes as well.

Any suggestions?

Maybe specify that it's seal *theory* development, so Kagome doesn't try to replicate earbusters through sheer lung-work.

As much as I like this line of thinking, I think it opens a vulnerability of its own if implemented incorrectly. The ultimate goal here to get people to stop looking, and if we accidentally signal 'we do multi-layered security' in the wrong way that'll just encourage people to keep prying just in case.

In my opinion, what we want is a single slam-dunk 'so this is what they were hiding!' moment that feels qualitatively different from any of the false layers. I'm not 100% certain of this idea, but I suggest putting our necromancy notes and plans there as that layer. It's a real secret of ours, one that people would understand us wanting to keep hidden (as most people would think us crazy for trying), but not one that we really have to keep hidden.

This way, if we only put one or two decoy layers above it, prying eyes will quickly push past obvious fake-out layers and then reach an actual real secret, something that might actually have warranted this whole scheme to begin with, and leave with their curiosity satisfied.

[X] (FOOM OPSEC) Layers Upon Layers
Word Count: 255

Run by Akane, Kei, Mari, Noburi.
  • Will Leaf's post-Collapse underground security nullify this?
  • Compare with how other clans keep their training secret.
    • Kei: No need to disclose Nara, just help us optimize sensibly.
  • Incorporate suggestions.
Main idea: secret facility deep underground (deeper than max Hyuuga vision + margin) in the middle of the estate. For SC training, but obscured by many deceptive purposes.
  • The existence of the room is secret.
  • Use Anti-Byakugan seals + full OPSEC provisions.
  • Should be readily collapsible -- SCs don't leave behind evidence if popped.
In case someone discovers it, have multiple reasons why it could exist. Possibly have these as separate, successively deeper layers.
  • Test growing plants underground:
    • Use Daybright seals down there to sell it.
    • Move some jutsu-fertilized soil down (top secret).
  • Secret seal experimentation:
    • Expend other seals.
    • Draw weird blanks (not to infuse!) to bring down.
  • Sex dungeon:
    • Order several copies of Forceful Domination through varied proxies.
    • Ask Mari for advice.
Spend time farming or experimenting with seals to sell the illusion. Whatever someone goes looking for, they should find it. However, there will be a real secret to convince people that they've indeed dug deep enough: our full necromancy project notes. While bad if someone discovers it, still better than someone discovering FOOM. It's a real "WHAM" secret.

Other ideas:
  • Periodically train on the Seventh Path/outside Leaf/on Skytowers to break patterns.
  • Always leave with full chakra when possible.
  • Time SC release to be in private.
  • Line the space with non-earthen materials so that earth ninjutsu can't easily penetrate.
Plan updated. Main new ideas:
  • Ask Kei to use Nara methods without pressuring her to reveal secrets
  • Line the space with non-earthen materials to reduce risk of breach
  • Added necromancy notes as "WHAM" secret -- once someone discovers it, it's clearly the main reason for this dungeon.

Only thing I think is missing is protocol for forming clones, particularly for Kei (lives off-estate) and when chakra refills are needed, but I think I'm comfortable with it as-is.

What's a good rule? I think it might be good for Kei to come over regularly for FOOM reasons so she's never super low on chakra anywhere that a Hyuuga might notice.

Top of my head, should probably get second opinions:
  1. Only create clones once within the chamber.
  2. If refills are needed, bring Noburi down at point of casting.
  3. A regular plausible morning routine for Kei to show up at the Goketsu estate. Like morning tea with family or something.
