The Tower provides notes for an as-yet-unspecified amount of OPSEC and static defense seals to Hazō, under the usual condition that if he researches the seals, he must provide a small tithe of said seals back to the Tower. Suggestions regarding said seals are welcome.
  • Increases chakra diffusion for bloodlines by a notable amount in a small area. Mechanically stretches out the "zone" of the meeting room into distinct zones. Meant to prevent surveillance bloodlines akin to the body-parts one from the chunnin exam. Doesn't work against jutsu, doesn't work in anything larger than a small room, and it only lasts for 10min
  • Causes a disharmonic humming to fill the air, masking whispered conversation. Causes nausea and discomfort, doesn't prevent lipreading. Must pass a TN physique or resolve check to remain in the affected zone. Lasts 20min.
  • Fills the area with a thick fog to prevent lipreading or ranged viewing. Lasts for 10min, and is easily blown away by wind. Best used indoors.
  • A barrier-type seal that fills the area with alternating heat distortions, preventing heat-seeing jutsu or bloodlines from making sense of what they see.
  • A seal that temporarily color shifts dyed cloth within the range to prevent identification
  • A barrier-type seal that distorts external viewers of the inside, akin to a funhouse mirror
  • A seal that fills the area with the smell of lye (or whatever cleaning implement) to mask scent-based tracking from meeting-locations. Perhaps used by Jiraiya for deniability purposes?
  • idk, something.

Some thoughts about the sealing difficulty checks

Explosive 2.0:
  • Hazō goes for a minimal improvement on explosives to test the waters.
  • Difficulty: Genin
A bit weird that it's genin and hasn't been done by other people. Maybe it's literally like explosives TN + 1? Lol.

Reverse Dampeners
  • Difficulty: Jiraiya
  • Hazō isn't sure, but suspects that however hard these were going to be, having them affect living things definitely pushed them over the top.
Damn that sucks. Would've been very nice if these were genin or chuunin. If we made a reverse dampener that worked only on objects, is there anything freaky we could do with it? Other than the usual make heavy object go very fast. We could probably make a 5sb cannon that shoots at escape velocity, but that isn't as fun as zooming around on the battlefield. Or that one Jiraiya seal that substitued very fast rocks with very heavy ones (while keeping the old velocity).
 
On the grounds that I find this fascinating, I'm gonna treat it as real until WoG'd otherwise. Hard agree with Rihaku, this is just... all hands on deck? Show this to the Hokage at minimum, and assuming he agrees (just to minimize the treason) then the Sannin, then Cannai, then Toadly folk, etc.

And Akatsuki if Naruto suggests it. We still shouldn't be the ones to suggest it.

    • Hazō formulates this as a storage effect that grabs everything in a radius. This is very likely to fail against living opponents, but could be good (e.g.) for tunneling through solid material.

    • (Kagome would be beyond disappointed in Hazō for attempting to replicate a sealing failure)

Is there some other mechanism besides a storage effect that could be used to produce a Sphere of Annihilation? The entire point of this was for it to be useable against living opponents, like its inspiration was.
