I don't think you should underrate the value of making tangible progress, for the sake of the team's morale, and for demonstrating to others that Hazō's ideas have merit and can work. It's going to be a lot easier to achieve our goals as a broadly-respected and influential S-ranker in a multipolar world than as a god-king with absolute power. (Although I definitely do want the absolute power.)

I would still just do empathy to 20 for now. Hazou can already level rapport to 28, I would just like alertness 50 sooner cuz even 39 is not gonna cut it most of the time. After that maybe it's worth rapport and empathy both to 28

True... and we do have a Calligraphy stat that we only use for Sealing. Maybe we could make some nice Calligraphy art to hang in Hazō's office that would allow him to tag his Calligraphy AB for a Rapport roll?

Hazō has revealed PEA and Oro's ninjutsu scrolls. Kagome has quickly claimed a set of Orochimaru's notes to start studying. Everyone is confused about why Hazō has a page from Orochimaru's recipe book. Seals have been distributed. Mari claims jōnin privileges on her own jutsu. Everyone else will prepare scrolls of their techniques to contribute (with various levels of enthusiasm/resentment).

- Will our current economic endeavours (telescopes with the Aburame, selling gems to other nations with the help of the Hyuuga) proceed in the background without our including references to them in plans, or, given that they require Hazo's time and decent amounts of chakra, do we need to write them into plans?
- In a previous plan (I can find it) we asked Mari if working with the Hyuuga was going to have political implications, e.g. the Minami being upset that we're working with their sworn enemies. Did she have anything to say?

In the effort of full transparency, if this is to mean "Orochimaru's personal affairs [as is represented in the Lootboxes]," then Vel said that it was impossible to remove those from the lootboxes, because certain revelations were available only in those margin notes. So, if that's what it's referring to, then perhaps it would be better to say "Hazō, Noburi, and Kagome... for now."
After all, Noburi and Hazou have both read some amount of those notes, and now Kagome has claimed them for himself (as he should).

In regards to sealing unlocks is a seals challenge graded on it's base difficulty or it's difficulty after apply veterancy bonuses to it? Also can a seal have a very high TN but a low complexity and still be considered difficult enough to let us reverse stagnancy?

Yes, she expects substantial resentment from Jin and Mio, who are still KEI supporters at heart. No one can use PEA or most of Orochimaru's ninjutsu, except Jin who will almost certainly appreciate Surging Seas. The lootboxes are only relevant to the sealmasters.
If you think anyone has been fooled into thinking that Leaf isn't still running their Tailed Beast Breeding Program, that's on you.

Feel free. But new plans don't invalidate winning old ones, so it will prevent future damage rather than changing what's already happened.
