We have somewhere between "several hundred" and "nearly a thousands civilians living on our estate... would it be possible to copy the Uchiha's "city unto itself" layout without the Madara implications?
You do not need to build a fortress city to fit all your civilians (which, I will note, about equal the population of a large rural village). Asuma has given you plenty of space for a normal clan compound.
If you don't explicitly imitate the Uchiha, but still build a fortress, the connections will be present but less salient, as you might expect.
Does the Details segment of my plan provide adequate enough aesthetics to overcome the defensive tone of the estate (statues that double as lampposts, many gardens, artistic carvings, wooden facades, zen garden/koi pond, etc)?

There are no KEI-affiliated construction crews since KEI is a group of ninja and they don't do construction.
- Hazou teaches Reo Earthshaping.
- Using Earthshaping, fix structural faults in (and hyper-condenses) all building materials (increases defensiveness). Use where proper, but Main Building will only use Hazou's Earthshaped materials.
- Work with construction crews/engineers to ensure Earthshaped material is safe to use.
Great way to save Hazou's time. It will take Reo a bit of time until he's able to fix structural faults (level 10 ES to join components, level 30 to seamlessly connect components and remove all internal flaws). Getting him to L40 for condensing stone will take longer. However, having him condense literally
everything the estate will be constructed with is infeasible -- there will be a lot of stone quarried, and checking literally every single brick for internal flaws would be very slow and very chakra-expensive.
I take it that everything is being constructed out of stone from this section and the next?
The intention is to nod to Leaf's architectural influences while still maintaining allegiance to the Uchiha style? I assume it's not to
hide that the buildings are made of stone -- not only would it be really hard, but approximately everyone in Leaf will be able to see the buildings being constructed.

Awesome detail. It's great political messaging to have statues of Leaf heroes like Hashirama and Tobirama illuminating the dark.

Lovely detail. Picking fruit as the characters walk will be a nice scene fluff.

Again, ES-condensing will require time. Also, MEW is not exactly the prettiest stone (and would be associated with "we put this up quickly because we needed to, and left it up because we were too poor for any alternatives"). Also, be aware of the OPSEC implications of using higher-tier ES abilities in public (though it's not really a clan secret risk since ES is already a publicly available ninjutsu).
- (If Koi can live indoors) The Koi Pond Building
- Built to Wataru's standards
- Only entrance is breezeway, connecting to Main Building.
- (FOOM Opsec) Zen Garden in same building, exclusively for meditation by Goketsu Ninja.

I don't get why this section -- for one, most WHOOSH training is not Resolve training, esp. with the pyramid rework. For another, why are debris guards needed? I don't get what result you intend to get from this section.

On only key buildings, I assume, to save Hazou's time? Imitating 3D sealing means imitating the Great Seal, I think, as there exist no other reference to imply that 3D sealing exists for people not named "The Sage of the Six Paths". Also, it'll be rather hard to hide ink-and-paper seals on random building fronts, but I suppose that's what the quartz is for. There's probably a peppery-white quartz type that makes that feasible, especially for seals that are written small.

Noburi will level MedNin to the highest possible level with all available shadowing + regular XP prior to being tested. I'll take care of this.
Would lamp-posts be perceived as a gesture of enmity towards the Nara?
Lamp posts cast lovely shadows. It would be at worst neutral. If you study the way lights are placed in the Nara compound you could actually make something that would be appreciated as a homage.
