Things I want in a plan:

Not so much for me. Hazou's very on board with 'everyone cooperate fully 100% for maximum efficiency' ideologically and would totally want to share PCJ with all of Leaf no strings attached because it would make Leaf stronger.
The fact that he's lying through his teeth shows how he understands that this ideals run contrary to his duties to Team Uplift and that he's willing to approach matters from other people's point of view, which shows significant maturity in my eyes.
