  • To higher up:
    • Prep a skywalker strike squad to be used in case of attacks by an enemy force. Equipped with youthenizers and 12-SINs for retaliatory strike.
    • Deploy skytowers against further incursion and monitoring of Iwa relief force. Or does Leaf wants to keep that as a trump card?
    • Have scouts been deployed? May be a good idea to contact our allies ASAP.
  • Keep informed on negotiation.
  • Continue to improve the living condition inside the camp. People shouldn't have to live in tents.
  • Improve defensive posture if we have time.

Added a couple of things and got Rock or command related stuff out of the way. Let me know if there are things you guys wanted to implement.

Thought: what about doing the roulette with KEI ninja? To make it to chunin ya gotta have some kind of trump card, and empowering clanless ninja without essentially asking clans if they'd like to disband sounds like a good idea

That's...interesting. Plausible. Maybe.

Pooling your only trump card is risky, though: any one idiot going missing-nin or getting the information tortured out of them means all your trump cards are lost and you are completely fucked against that nation.

I think it would depend on how large the over all power boost is. For instance, everyone knows everyone knows substitution, they still know it because it's op as balls.

Like, which is scarier? A chunin who has a trump card you're completely unaware of, or a chunin who has 16 *at minimum*, and possibly more?

Even if everyone just shared their second most powerful trick, thats still a large, large power increase.
 
We do have something we can trade just straight up that gets everyone a power up. Jiraiya's sealing research. We could offer a joint research project. Which would get all of Konoha new and powerful seals. In exchange we could ask for the dog scroll

  • They grant superleap, not flight. Mechanical effects when activated (choose one):
    • +(Creator's Aspect Bonus for Sealing at time of creation) on Athletics, Taijutsu, or Melee Weapons.
    • +1 zone on a Sprint or Supplemental Move action. This requires spending a Supplemental action in addition to the normal (Standard for Sprint / Supplemental for Move) action.
  • Each seal is 1 use, and they must be used in pairs, 1 per foot. Any use of chakra adhesion (e.g., to wallwalk) will trigger them. Trying to layer them triggers all of the seals, so you get only a single activation before needing to swap them out.
    • You must have them pre-prepared (i.e., attached to your shoes) before using them, but fortunately you can use the same sort of hot-swap inserts that have been designed for the skywalkers.
    • It is the equivalent of a Full-Round Action to draw a pair of inserts from a pocket and reload both feet. You can split this up across rounds by using a Supplemental action to withdraw the inserts on one round and then using your Standard and one of your Supplementals to place them in on the next round.
    • Fortunately, the inserts also protect your feet from the controlled explosions.
  • Although encased in the sole inserts, they can be ruined by sufficiently intense environmental effects, by QM fiat. They're fine in light rain, but swimming or a sufficiently powerful impact to your feet might damage them.
These require training to use effectively; bonuses are halved if the user is not experienced in their use. Training for use with Athletics is represented by a Stunt: "Rocket Jump!" (10XP). Training for use with Taijutsu or Melee Weapons is represented by a Stunt: "Shōryūken!" (20XP).

Hot off the Discord, we got some information from featherprince himself to factor into our current situation:
Point of information that would be available to Hazō but not to the players: The Hokage's salary is enormous. The Hyūga might or might not have felt the financial bite from the Church of Youth thing, but the Hyūga with Hokage income definitely noticed the expense but were not significantly injured by it. Indeed. Now that they've lost the Hokage income, it might be problematic for them.

Second PoI: Jiraiya's seal notes include a ton of seals and a massive amount of theory. Much of that -- seals and theory alike -- exist nowhere else. The stuff is a treasure trove that many groups would literally kill for. Like, without a second thought. I'm trying to think what a real-world equivalent would be and I'm not really coming up with anything. Imagine if Jeff Bezos had a roomful of paper that included all of his passwords, all of his banking information, and the command codes for his network of PMC assassins and private intelligence operatives, plus massive blackmail on every US Congressman, SCOTUS, and POTUS. That's about right.

Also, don't worry about anything that might be in the works. I will neither confirm nor deny that the QMs just got a really interesting roll on the "politics, kaiju, and other disasters" table.

With the amount of damage Leaf already received, I am enormously concerned with our ability to cope with new challenges.
 
Those sealing notes sound like something one could trade in for citizenship in a Hidden Village.

Maybe I'm crazy, but I do remember there being a precedent for this. And Hazou knows MEW which basically makes him part-Rock.

Oh, and there were some players who did say they would vote for something political but I don't remember them saying it had to be a good plan.

Take 5 min to recall the sealing notes you received from jiraiya. And that you bought from the Tower before the attack. (Use 1 FP to have bought at least 100 copies of every seal the Tower offered). Also recall the jutsu that the Tower offered before the attack, and the sealing research progress you have already made.

My Thoughts on character analysis. They are useful but wouldn't have prevented the naruto fiasco. People had brought up the potential for NPC negative reactions to the plan but that did not convince people to vote for a different plan, or for the playmaker to edit the plan

Oh, I'm totally not worried about Akatsuki declaring the Grand Akatsuki Ninja Dominion, now that they've ensured there aren't enough S-Class ninja left in the Elemental Nations to oppose their enlightened rule. Nor am I worried about the Tailed Beasts who were consumed by the aborted ritual returning as eldritch abominations tainted by the out and spreading terror, madness, and destruction across the land.
