Hazō can probably learn to scribe it in his own sealing language with Kagome's help, but it might be a situation like the skywalkers where he cannot actually infuse them successfully. Similarly for modifying, at least for small modifications. Hazō feels that asking about getting it down to one seal has a pretty good chance of either sending Kagome off down a sealing-theory rabbit hole or off on a screaming tangential rant about stupid stinking sealing students who want to turn themselves inside out and yellow.

Keiko using summons to help her on a mission she's accepted would be fine, since ninja are expected to use ninja magic bullshit on missions even if they're domestic. Having summons work separately from you would be more tricky. In principle you could get a license to do so. The difficulty of obtaining that license would depend on exactly what work you wanted them to do. Assisting with construction, for example conflicts directly with civilians unless you've been hired out by those civilians as subcontractors for a D-class mission. This might lead to some ninja crying foul when their work is taken away by people/creatures who aren't even Leaf nin.
I think this would qualify under "using ninja powers for self-improvement"

Doton: Directed Shrapnel Mine
Attribute Costs: Int 1, Wits 3, Control 4
Chakra Cost: 20 + 3 per mine beyond 5. It is boostable.
Description: This technique plants temporary traps in the fashion the user dictates. These are near-invisible, blending in with their surroundings, and explode to send shards of chakra earth flying violently. There are variants of this technique, including one that does not allow the user to dictate where the mines are placed (Int 2 instead), and one that has a larger effective range (Control * 2), but these are not known in Leaf.
Mechanics: Roll DSM versus Awareness when Tac Moving across terrain affected by DSM -- an Awareness success indicates noticing and avoiding the mine. Degrees of failure dictate injury class. Directed Shrapnel Mine is capable of friendly fire, but given time to train with those that use it, it may be avoided. The explosions occur in a Melee range -- minor injuries are possible beyond that, but it loses much of it penetrative power, then. This technique lasts between 5 and 10 minutes. It may be used on non-earthen surfaces, but is easier to see in that case (+5 dice to Awareness).
e: Possible addendum to the mechanics would be the ability to bait an enemy into following you across them while in melee with them, with a deception(or deception+Roki) roll as a move action.
This sounds like it basically stuffs Earth-chakra into a series of small, unstable bundles in range that then explode into chunks of rock of someone gets too close. Call it tentatively approved - we haven't double-checked how reasonable the costs / range are yet, but we like the fluff and the general mechanical idea.

Ninjutsu specialists who want to survive geninhood pick a rapid-cast technique and train to activate it reflexively. They thus give and receive full MC bonuses from the very start of combat. This is what happened with Noburi and Hazō overreacting to the civilian child, for example.
For practical (and meta) reasons, a ninja can only learn one such technique, because you don't have time to evaluate a situation and select from the ninjutsu you know -- it has to be drilled into reflex so there's no possibility of conscious choice as to which one to use. It also needs to be learned right from the start to maximize your survivability. At that point in their development ninja typically have low chakra reserves, so fast-cast techniques like this typically are not among the most powerful. Fortunately, Noburi picked a good choice in Water Whip.
