I voted lore update because there are as-yet-unanswered questions that will greatly affect the plans made.I don't see why we need a Lore Update if we got a serviceable plan that we can improve?
Edit: I mean, the only reason why I voted Lore Update is that nobody's even trying.
We need more time to figure out the new status quo since the rug got pulled out from under us.

Goal:
1. Learn to make money and get ready to make money. Simply put, we need to replenish the treasury.
2. Research. This is also the perfect time to do research as well, but training priorities come first. We are in the eye of a storm after all.
3. Socialize. We need to build up a social network within the village. We barely know anybody here.

- Get everyone a business license for whatever they are planning to do. Hazō and Kagome will get sealing license, Noburi will get medical license, etc.
- Figure out which seals are most preferred by customers and at what price, such as explosive seals and so forth.
- Find out if there's an equivalent version of the Casino Seals in either the Konoha library or the Nara library.
- The equivalent seal should be easier to research due to documentations.
- May required asking for permission or help from Keiko to access restricted parts of a library.
- If necessary, reverse engineer the Casino Seal under the supervision of a senior sealmaster(Kagome, Jiraiya, or someone else).
- Suggest to Kagome about researching a hot air balloon, essentially a bigger version of a sky lantern.
Social:
Find that telescope(ancillary):
- Invite different clan heirs to gaming night? Probably not a good idea since the manor hadn't yet been renovated. Discuss the idea at dinner.
- Have dinner with Akane's family. Everyone in the clan go, or just Hazō or Akane?
- Go to popular cafe and see who hangs out.
- Carve a plaque for Mari out of wood or granite: "Welcome to the Desk Corp"
- Plan birthday/retirement party with team except Mari.
Make money:
- Where in the world do people sell telescope? Are there telescope maker in Konoha?
- If there is a telescope craftsman in Konoha, visit their shop and look around. Note the price.
- If there is not, petition Jiraiya during dinner about sponsoring a telescope maker when clan finance is back in order.
- Look around for jobs. Note which make the most money and job description.
- In particular, seek out mechanical oriented skillset for Akane and Hazō.
- Noburi might be able to get a job with the Konoha General Hospital or similiar.
- Do missions to keep clan finance afloat, but don't go overboard:
- If at all, possible, a job would provide enough income to keep the clan afloat.
- However, if missions are necessary, it should be prioritized below jobs.
- Ideally, something like a low-risk C-rank mission. The team had done too many "C-rank" mission turned into disaster A-ranked missions.
I have no idea how to balance or write well-functioning mechanics, but I am more than willing to think up fluff.
So let's do that...
- Air's Shadow Technique - Invented by a Nara (The user sends their chakra into the air and detects the presence of solid objects by looking at where there is an absence of air.)
- Eye of the Storm Technique (The user surrounds themselves with a field of wind chakra that disrupts and destabilizes incoming ninjutsu, except for fire ninjutsu - which wind is countered by.)
- Personal Cyclone Technique (The user employs a burst of swirling wind chakra to quickly change their direction. This should be a one-level cantrip that applies a small bonus to TacMov, of no more than 1 or 2 dice.)
- Forge's Glow Technique (The user heats metal objects in a volume determined by the chakra level until they are red-hot and unbearable to touch. Good for countering Weapons users. Potentially lethal against people wearing metal armour. Can injure people wearing metal jewelry.)
- Extinguishing Technique (The user puts out all fires in a volume determined by the technique level. Concentrating to maintain this technique around someone will prevent that person from casting fire ninjutsu of an equal or lower technique level, or reduce their technique level by the Extinguishing Technique level if their ninjutsu level is higher than Extinguishing Technique's.)
- Evaporation Technique (The user causes water in a volume determined by the technique level to instantly boil and evaporate. Water inside living things is protected by their chakra and is not affected.)
- Foam Hell Technique (User sprays an AoE of chakra construct foam over the enemy. The foam will continue to expand so long as the user spends a quick action to maintain it, making it horribly distracting and near-impossible to get rid of so long as even a tiny bit is still on you. The victims suffer a penalty to all skills as foam continues to expand on them. Each turn that they do not waste a quick action wiping foam away, the skill penalty increases as more foam accumulates.)
- Blood Puppet Technique - Invented by Kabuto (The user takes control of the water in their enemy's blood and uses it to painfully puppet their body. Requires concentration to maintain. Requires the user to win Blood Puppet against the enemy's (Resolve+1d100 per 5cp) for each round of maintaining control, and if at any point the enemy wins the check then they wrench back control of their body and the technique is broken. Until that time, the user decides how the victim uses their move action, and can make them use physical skills at one third their level with no chakra boost.)
- Polished Earth Technique - Invented by Jiraiya, or someone he hired, as soon as he got his hands on skywalkers (The user flattens and polishes the ground, making it really slippery and imposing a penalty against non-skywalker TacMov.)
- Launching Leap Technique (The user turns the ground beneath their feet supernaturally springy, letting them jump much further than is normal for ninja.)
- Trap Master Technique (The user invisibly creates hidden pitfall traps - one pitfall per technique level - around the battlefield. Avoiding these traps requires an awareness check opposed by the user's Trap Master level. The user can choose whether the pits have spikes at the bottom, in which case they can deal up to a level C wound, or not, in which case they can deal only up to a level A wound. In either case, an enemy that has fallen into a pit must spend their next move action climbing or leaping out, ending their move at the edge of the pit.)

I just had another idea. But I'm not sure how feasible it would be. It's essentially Coordinated Defence taken to the other extreme from Dragon Scales.
Doton: Puppet's Dance
The user encloses their limbs with thin stone - not enough to protect them much, a shuriken would still punch through easily - but enough that the pressure of the stone moving itself with earth chakra causes the user's limbs to move with them. Using the same kind of predictive processing as the precursor technique, Puppet's Dance causes the user to lean out of the way of incoming attacks, their movements subtly redirected by the stones.
I'm imagining a +jutsu_level to TacMove for dodging (as if we didn't have enough already). Possibly with a -1 dice to other physical skills as the stones try to puppet you out of movements that are actually safe because "shut up jutsu, I know what I'm doing, roki's supposed to move like that".
Technique Suggestion (though I'm not sure how to represent it with mechanics):
Doton: Coordinated Defence
The user creates small pebbles that float around them, drifting slowly and seemingly at random. The technique imbues these pebbles with info-processing similiar to a clone, that lets them move in just the right ways that if a kunai or shuriken is thrown at the user then a pebble will be in its path, and deflect it.
This is what came into my head when I tried to think of INT-based ninjutsu (the only one we know of is clones, so I'm just guessing that any jutsu that needs to make decisions - such as calculating trajectories and moving pebbles to intercept - qualifies). I'm imagining some sort of +jutsu_level to defence against ranged Weapons attacks. Probably not much good against seal payloads.

Hazou also trains in using his macerators in combat and begins to learn Kagome's style.
This gets Hazou an additional 6 dice in combat against enemies that he can pull off Roki against, 3 otherwise.
I'm fairly certain that a training plan with two votes isn't going to go through. Putting together one that leaves 55 XP for everyone.
