Send Akane and Ino to invite Hinata for girl stuff and seduce her to find out about the Hyuga role in the Scrip disaster.
I'll voye for this, because I would absolutely love for our polycule to add Hinata.

[X] Action plan: Let my people go.

Please note that the part about contacting Orochimaru is still a terrible idea that would probably get us vivisected. I'm voting for this plan exclusively because of how much I want us to be friendlier with Hinata.

Edit:
Oh, and because I don't want to let our memes stay dreams. 😁

Purification Ritual: Ritually 'cleanse' Yuno, removing her "cursed child" status.
  • Rationale: Shusuke's the High Priest, this is a direct challenge to his religious authority.

So far nobody cared that Yuno is married to a summoner medic nin that is part of Keiko's extended family. And her presence around Keiko is actually bad for her:

Her presence in Keiko's retinue reflects badly on her, but it's a small consideration on the scale of everything else that's going on.

And her "curse" predates the High priest position, so even if this works, this might not have much of an impact on him. So before doing it we have to figure out why she is "cursed" and if anyone could even be convinced that she isn't.

This is a believe held by many clans, not just one or two and it's pretty obvious that we are doing it to look better, especially now. (Yeah we can hide it behind the holy month part, but then we should have announced this sooner).

Also, it's probably just a bloodline thing, Yuno's inner monologue:
My eyes are very rare. They're supposed to be proof of a cursed bloodline, but I inherited them from Mummy, and no one ever says she was cursed.
And the Hyuuga accusing the Minami:
Yūna named us the Minami, after the first generation's grandmother who had decided to stay and intercede on their behalf instead of fleeing, and who died a martyr's death as the 'source' of the 'cursed blood'.

Kannagi manor, forcing Kannagi to (at least initially) defend us for honorable purposes,

Are we informing Kannagi about this being a ruse? Because he doesn't like us and if Takahashi and Yoshida are afraid of spies in their home, then Kannagi will not be much safer.

Our best bet right now is getting Arikada on our side, with his help we can find out what Azai is really thinking/planning and what else he has told Isan. If Arikada sides with us and admits publicly that he was wrong about things or even lied, then that would tank Azai's reputation as leader.

And maybe we can set up Takahashi as village leader and keep Azai as religious authority, like in Cloud? Let them fight for now and hope we get a round two.

The Pangolin Boss Summon is old, even for Boss Summons. The way he speaks about the Sage is almost familiar, and could easily be interpreted to mean that he knew the Sage, personally.

Granted, it could just be grandstanding, but Cannai is several centuries old and it's only been 1080-1090 years since the Sage alive. So I imagine that there are at least a few Boss Summons old enough to remember the Sage.

Anywho, point being, we could have Keiko summon the Pangolin Boss via Noburi's chakra transfer as an intimidation/social manipulation thing to tell stories of Ui, personally.

...of course, the Pangolin Boss might not be suited towards social warfare, and personal stories about Ui might not go over will with the Isanites. Something something, never meet your heroes, something something, if Jesus would be reviled by his own religious institutions.

Edit: although, "institutions" are what we're trying to undermine via the hearts and minds of the people (even if the eventual endgoal will probably be Azai's head on a platter). So it's still a good idea, provided that we can find a Pangolin old enough to have known Ui and also skilled enough in social combat to twist/frame/tell their memories in such a way that they help our standing.

Isn't there an upper limit to how much chakra Noburi can safely give to a person at a time?

We're not any better equipped than they are, tbh.

E: Through the lense of Hazou, that is.

Slightly not true. Hazou does kind of get the idea of lift, based on the first chapter where he uses the chimney or something for a bit of extra height to make a jump. He isn't exactly as expert, but he at least can ask "did you try doing X differently, to see if it would work?" Though it's a shame we can't introduce double blind studies right now.

This isn't close to being done, I'm just posting a skeleton to fill in details later. Also for discussion purposes.

[X] Action Plan: A Leaf of Plots
Word Count: ZZZ

Sanity-check with the Isan team.
  • {Offscreen}
    • Yoshida: Deliver the (Nara-revised) contract.
    • Gasai: If Yuno's right, their less-than-valuable contributions to Isan makes them less valuable to Shusuke's Isan, and thus potential allies. Sound them out and see if they can be converted.
      • Is Mikoto still Clan Head after Kota's debacle(s)? Would her successor be more willing to work with us?
  • Hazou believes we should make a direct challenge to Shusuke before he does. His thoughts:
    1. Purification Ritual: Ritually 'cleanse' Yuno, removing her "cursed child" status.
      • Rationale: Shusuke's the High Priest, this is a direct challenge to his religious authority.
    2. Another Bonfire: Trick Shusuke into thinking we're staging a military coup, survive it, then reveal we were actually doing something obviously innocuous.
      • Rationale: An unprovoked attack like this would result in massive loss of face, like the Inoue/Aida's fall from grace.
    3. Pangolin Tales: Contract with Pangolins who knew Ui, have them publically support Keiko/denounce Shusuke.
      • Rationale: Shusuke claims to have Ui's blessing, but these Pangolins knew Ui personally.
    4. MOAR PLOTS

I like the plan! I think that that number of plots is honestly probably good, and think the extra words should be put into the existing plots. Using pangolins to purify Yuno, how we're going to bait/survive the attack etc.

(Incidentally, maybe something like curing meat or cooking that seems like we're using ingredients for some ritual? But the food is meant for Isan, making the priest look even worse?)

A proto plan of sort on the political part of the plan. We would need to convince Tsunade, but she is S-rank that wants medic-nin and the murakami is a clan of healing ninja. I'm sure Asuma and us can make it worth it for her. If i have time and an idea on how to challenge the High Priest i will make an action plan.

  • Kannagi
    • Offer Condolences
    • You will give them a worthy funeral(Ui's Pangolings and important Pangolins)
    • Still, Keiko speciafically went on a easy hunt to talk with Arikada where he wasn't in control...
      • ...and she found an enemy capable of taking a squad of jonin summons, the entirery of Isan ninja a bio-sealer and the quite literally strongest ninja of the CE.
      • That would means their son was collaral damage to kill Keiko...or Arikada, are they fine with it?
    • In short, It was probably a set up, use it to convince them to join our side. Let Mari handle the details.
  • Arikada
    • Finalize an alliance with him.
    • A partnership would mutually beneficial, and Leaf+Isan is surely a better ally.
    • Plus: The Collapse left Leaf weakened and The Goketsu showed bringin missing-nin from the cold is possible.
    • Does he want to be Orochimaru assistant? Good relationship with Leaf are the first step, and helping here would do much.
    • The Hokage favor, The Summoner favor, and her power block favor.
    • For now, he's invited to a dinner, if he wants to play his part, nothing dangerous.
  • Healing Clan(?)
    • If Arikada accepts bring him with you.
    • Have an innocent talk of Tsunade various feats, confirmed by Arikada
    • Also Orochimaru feats.
    • Give them a letter from Tsunade, if possible the idea is "She is willing to come if they will make it worth it".
    • Of course, she cannot help enemies.
  • Adai
    • Invite Isshin and his sister
    • Ask their help in "protecting Isan" using the "Chakra Beast hunt" as an example of how, alone, you cannot protect the people you care about.
    • The idea is giving the Adai the new mission of "Protect Isan"; "Protect the Pangolin Summoner" as a normal expasion of the previous one.
    • Imply that the protector of the Pangolin Summoner would, of course, receive the help of the Summoner and it's Pangolins
    • Also, you would could show them the world, protecting them. A Royal guard of sort.
  • Inoue
    • Contact the Pro-Keiko faction
    • Enlish their help in sending a letter to the Hokage, convincing him of the value of Isan religions and tradition, as he is currently unsure.
    • Craft with them a letter.
    • Bring then the answer of the Hokage, the answer will be decided before hand, be positive and so on.
    • Use it to obtain favor with the Inoue: They convinced the Hokage to change his policy and protected Isan indipenced and religious costumes.

I can't recall exactly, but now that you mention it, I think I remember a line about Hazou's reserves being overfull and causing minor shakes or something... though the idea of Azai getting killed by the Pangolin Boss is too karmic and satisfying for me to completely discount the idea, even if Noburi's vastly immensely larger chakra pool means that him summoning Gamabunta is a far more rational decision than Keiko trying to summon the Pangolin Boss.

I wonder if boss summons have a "lite" version of themselves that they can send to the Human Path, one that would cost less chakra than their normal chakra shell.

They'd have to deliberately only send part of their power instead of the whole thing so if anyone would have the skill and finesse to do that, it'd be them.

Would definitely make for a good show of force and legitimacy.

Any thoughts or comments?

[] Action plan: The Voice of Ui Isas
Word count: 295

Prep:
  • Consult with Asuma, Isan team, Takahashi, and Ami.
  • Stock up on weapons and seals.
  • Lean on local allies and clan heads.
  • Have Panda collect 7th path Ui Isas literature.
  • Have Keiko interview Ui Isas' Tessera.
    • Hunt Driver ants as meals and conversation openers. Snowflake can assist.
    • Tell them about Isan and its religion.
    • Contract them if possible.
  • Guilt the Pangolins from the Quisling hunt disaster into helping.
  • How do the Pangolin's view mission deaths? How did Ui or Akio? Do fallen comrades get lionized? Posthumous Awards/honors?
    • Confirm accounts with allied Inoue.
Action plan:

Azai Shusuke:
  • Have the Tessera of Ui Isas testify to Keiko's character. Don't make comparisons to Ui or Azai.
Isan Clans:
  • Have Ui's Tessera bestow Posthumous Awards to the fallen from the recent hunt. They died in service to Isan. Their sacrifice must be honored and treasured.
  • Gasai
    • Hazo and Mari can compile personal taijutsu insights or pointers for them?
    • Perhaps mist-academy taijutsu supplemental scrolls (from IN memory) might be of use as well. (Ask Asuma)(remove Mist references)
  • Aida
    • Keiko should have some info on village perimeters and penetration testing to offer.
    • Send some of Kagome's security insights as well.
  • Inoue
    • The Inoue might find value in mining the 7th path for more Ui Isas lore. Long-term correspondence could be established.
  • Murasaki
    • Send them Tsunade Senju approved medical texts

Background:
  • Can Asuma allow diplomatic outreach to the SSSSS by Kei?
  • Get a letter authorized by Asuma from Ami to Arikada. Or ask Arikada if he would like to get a letter of intro back to Ami.
  • Can the cursed or outcasts be redeemed in service to Isan? Any niches they can fill like Leaf or Goketsu civies? Ask Inoue allies.
  • Can Yuno do anything for Kannagi Ryu?

Concept: Feed Shuusuke information about a supposed Leaf superweapon that could ensure our victory,

We actually have a superweapon that could ensure our violent victory, skywalker seals. If Azai believes that we are supplying them to Takahashi + allies it might make him react the way people want. Additionally we could make sure that our allies are actually strong enough against an army.

And we aren't breaking any Isan laws that way, giving stuff to an ally isn't really a problem. The High Priest isn't going to lose any face if he has a good reason to attack us. The Aida and Inoue lost the council vote and then went behind the council's back when they attacked us last time. This isn't the same situation, if we are build some secret "superweapon" in the woods.

Before going to Asuma we can also go and ask Ino and Shikamaru first, for a sanity check.

As for geopolitical concers, Keiko does seem to think this general logic is right anyway:

"More pressingly, I am concerned by the broader implications. On the Human Path, we are aware that the other villages will already be in the process of reverse-engineering skywalkers. Mist and Sand have samples borne by their survivors. Rock and Cloud will have procured them from opportunistic battlefield looting by their Chūnin Exam attendees. They could hardly be denied access to the place where their Kage died, and it would have been impossible to recover all the skywalkers before they arrived.

And, if we need any other arguments than we can also use:

Shikamaru's own argument about the Grass-bridge mission info leak.

That it was used against Conjura, a mission that could have failed and give Bird skywalkers (maybe someone looted them anyway?).

In general, another village might just sell the seal to someone else for their own gain.

Plus, sooner or later a skywalking ninja is going to be captured and the seal is going to be reverse-engineered, at least this time we get an allied nation first.

I have no idea what Thursday's update is going to look like right now, but I'm confident it's going to be interesting.

Not quite sure the purification ritual is going to work (there seems to be more in play regarding the curse than we know)... But life is insane, and I have no clue how to go about this.

Maybe add something about the Kannagi? Work with Yuno to prepare a suitable sign of respect, honor, and dignity for the fallen? They're weapon-masters who trained Yuno, right? And Tenten is a ninja who's advanced to Chunnin on her ability to use weapons. Maybe something with leveraging?

I also think the biosealer is a resource worth tapping, but I'm not quite sure how.

That said...

[X] Action Plan: A Leaf of Plots

I think that the plan as it stands actually represents something fairly reasonable. Isan was never meant to be Hazo's shout: he was supposed to act as a sounding board for Keiko. Letting those folks flex some independence seems wise.

On a meta level, it's somewhat lazy and I worry we'll be punished for it, but we can only guard against that so much.

I'm cautiously approving of Noumero's approach, but also do not find objection with faflec's more high-level approach that, while lacking in detail, gives more freedom to Mari to implement the startegy safely.

I've been lazy but intend to finish the plan, do not worry.
Clarification: I mean to communicate that I think that the plan, as it currently stands, is good. While revision would potentially improve it, I don't think it's strictly necessary. As written, it has my vote.

I have minor concerns about the fact that 'you, characters, weigh these options and do what you think is best' is somewhat lazy from a meta perspective, but my understanding is that it's generally safe to disregard meta concerns. Hazo saying, 'here are many rough ideas, please run with them' is totally in-character and makes sense in this situation, hence my stating that the concerns are minor.

@faflec if you want to cannibalize parts of my 'provoke the High Priest' plan, it's below for ease of reference.
[X] Action plan: Keiko is Bait Again

Word count: >399
  • Offscreen:
    • Yoshida
      • Deliver Nara-written contract.
    • Gasai
      • Appears largely unaffiliated thus far. See if there's foom for diplomacy.
      • They're the taijutsu clan. Leaf has taijutsu masters: Tsunade is the obvious example, but Lee is Gai's heir, and Gai was famous.
  • Team meeting
    • Shusuke must go. Our faction could seize power in his absence.
    • We can't be too aggressive, unprovoked. So we need to bait him into attacking us.
      • If we can weather the blow, then we can take control of the narrative and fight back.
    • Proposal: we convince Shusuke we're enacting a Summoning-related sealing ritual which will result in his death/deposition.
      • It draws on Keiko/Leaf's knowledge of Summoning (we have many Summoners) and Hazo/Kagome's knowledge of sealing.
        • This is why Keiko was reluctant to talk about the BotG/Condor Summoner: both are related.
      • The ritual is already in motion and will require dramatic action on his part to stop. Spin it so it requires his direct intervention or at least clan Azai.
        • This forces a hasty/unplanned move on his part.
      • The ritual is specifically linked to Ui and the holy month.
        • This explains the convenient timing/why we didn't enact it before now.
      • The ritual requires significant seals/resources.
        • Actually, bringing in supplies from Nara/Goketsu to help us survive Shusuke's attack.
      • What's the ritual? Trapping Isan on the Seventh Path? Turning the High Priest into a Condor? Demon summoning?
      • Immediately after he retaliates…
        • We demonstrate that this was completely innocuous - a curious Leaf tradition wildly misconstrued by a paranoid, bloodthirsty autocrat.
          • Takahashi is the expert on Summoning and the Yoshida are the experts on sealing. Both will confirm this.
        • We demand, at the very least, a public apology and reparations for an assault on Ui's hier. Otherwise, this unprovoked assault may lead to war with Leaf.
          • Goals are reputational damage and justification to go on the offensive.
    • If this passes a sanity check, start laying groundwork.
      • Build sealing array in woods - this dovetails w/chakra beast hunts.
      • Have our allies act like they're confident we'll succeed/Shusuke nearing irrelevancy.
      • Have Mari begin to spread rumours.
        • Justification: as the ritual nears completion it's harder to hide, and we're getting cocky about people finding out.
        • Target Shusuke's people with the rumours so they appear trustworthy.
    • If it fails the sanity check, is the core idea of a disinformation campaign to trick Shusuke into overcommitting otherwise viable?

We should probably try to convince some of the remaining clan to stand by us? That could be the difference between winning and losing any bet we're going to make. I would probably vote for it if that problem is resolved.
I think that the Gasai are the only credibly-neutral clan remaining. The plan discusses courting them, and that may be fleshed out.

Major details added, but I am still not done. I intend to write a section covering the Kannagi and the purification ritual, both of which I have to research the thread's thoughts before I put it into writing. Ideas appreciated.

    • Kannagi:
  • Hazou believes directly challenging Shusuke is needed, his unfilitered ideas:
    1. Purification Ritual: Ritually 'cleanse' Yuno, removing her "cursed child" status.
      • Rationale: Shusuke's the High Priest, this is a direct challenge to his religious authority.
    2. Our Bonfire: Trick Shusuke into thinking we're preparing an unstoppable Sealing-WMD, provoke him into staging an unprovoked, then reveal we were actually doing something obviously innocuous.
      • Rationale: Shusuke attacking like this would result in massive loss of face, ala the Inoue/Aida's.
      • Misinformation vectors:
        • Arikada: Get him on-board, stage a public falling-out 'alienating' him, then he leaks the intel.
        • Takahashi: Leak intel to Shusuke's informations during meetings.
        • Generally act suspicious. Suddenly lose interest in politicking, but make a lot of movement otherwise.
      • Stage: Kannagi estate
        • Maximizes publicity of the event, forces the Kannagi to (at least initially) defend us, generally maximizes chaos for us.
        • Our team may contribute but should avoid implicating ourselves.
        • Depending on the situation:
          • Peacefully surrender, don't interfere...but since we don't have a WMD, the investigation'll prove our innocence.
          • Provoke (Shusuke into) attacking, focus on destroying his faction.
