I'm not going to weigh in on the logic of either side's arguments, but I will ask that everyone read over what they write and really consider if the words they used are polite and won't be inflammatory intentionally or not. You cant account for people's tolerances perfectly but at least try to say your piece without saying things that can be easily construed as overly dismissive of the other side of the argument, thank you.

This plan is only slightly joking. I want to create the new hold in one turn, and I'd like to make up for the decade's worth of gifts we missed by giving the biggest gift ever. (Snorri doesn't know the meaning of the word Overkill afterall.)
I would be pretty happy if this plan won, especially since it neatly slaps the Yorri request out.

This is a great deal of work, one devoted wholly to crafting, ordering and coordinating with the survivors of Dum to properly supply them with the material necessary to found a Hold. While technically less difficult, the sheer scale of material required will be more than enough to make such a thing quite the daunting task indeed.
- [ ] Clerical Aid: [Cost: 10 Favour from the Cult of Valaya] Can be taken multiple times. Gain 1 progress. Who better for such a thing than the Cult of Valaya? Their expertise and pull will doubtlessly speed things along a good deal.
- [ ] A Favour from Otrek: [Cost: 10 Favour from Kraka Drakk] Can be taken multiple times. Gain 1 progress. You have some amount of influence on King Otrek. Normally you have little need or desire to ask him for aid, much to his dismay, but here the pull and weight of a King can be of great use. At the very least it will help the man lessen the crushing weight of the debt he and his Clan owe you. Sometimes you wonder if you went overboard. Bah, nonsense!
Hmm. Maybe 2 Snorri actions + 1 PLNO actions + 1 Clerical Aid + 1 Favor From Otrek + 1 apprentice action to get it done, with an apprentice action left over to start on Yorri's commission. Then we fill the last slot with an Odd Places action (have we taken Karstah and Nain on one of those field trips before?) or something from the research backlog. Next turn, our apprentices finish Yorri's commission and still have an action left for going out and doing apprentice commissions.

Are you spending 60 more Kraka Drakk favor than necessary on purpose as a flex, or as a typo? 3 actions + Productivity Like No Other would be five actins, so completing the action would only require 1 use of A Favour from Otrek.

Far as I'm concerned this plan has my vote. Only thing I'd change is I'd bring in the Valaya clerics just to ensure that these refugees get the best care. We are from a clan that holds her in high esteem and I think it'd be a good way to honor our mother's memory to get them involved in setting up a new hold for those that need it.

My only problem is putting the apprentices on the Yorri action. If we have them help with the hold they will get a chance to build relationships in a runesmith starved hold which will help them a lot if they go there as journeydawi. I'd propose:

Given this is on the same sort of scale as the underway or defense work its probably got similar space to stuff on the legendary level, so 3-4 seems reasonable for a space to me. A solid round 10 actions into it gets a wad of overflow in with a likely minimized chance for waste.

Based off Bungie's plan, it puts two actions into Rune Metal and 2 overflow into Hold Founding. It would be cool to finish gromril chain in time to add it to the Valkyrie guard comission and starting sooner is better.

Yeah, that's why I put up a plan for starting rune metal now with two actions. Still uses Otrek's favor for 2 overflow so should be fine there as well.
 
Question for the thread, am I missing something that is preventing us from asking the Valayan clerics for help in it? Feels odd to leave them out of this if we have the option.

And hmm, Understanding the Master Rune of Waking would probably be a good idea. Doing that might even proc research on both The Movement of Things and The Mind of Things.

With all of the extant examples of the Rune you now have thanks to your trade with Valma, you now have a deeper understanding of just what parts of it draws upon the Deep Magic. Improving the strength, efficiency and utility of the Rune of Waking can't be feasibly done through simple, relatively speaking, changes now. No, you can already tell that you'll have to manipulate the connection to the Deep Magic somehow.

(*Updated*)[ ] The Mind of Things Pt. 3: [Cost: (10 -3) =7 actions] Student of the Odd and Mind for Constructs will proc. The Rune of Forged Limb has made you curious. Due mostly to the fact that it shares a seemingly unnecessary connection to the Master Rune of Waking and a whole host of other Runes. What exactly lies behind such a concept? Understanding the connection between mind and body, and how Runes play into such a thing could prove valuable, perhaps even key, to not only for future prosthetics but maybe even more esoteric avenues of research. Bah, who's to say?

I'm not doing it because I want to save favor with them, we only have 50. I'm pretty certain we can give them the best care without pulling the clerics in.

I do kinda wanna put at least 2 of Snorri's actions into it to trigger Productivity, just so the narrative effect of 'Florida Kraka Drakk dwarf builds almost the entirety of a new hold in a single decade' is in full effect. Mayhaps dump the leftover one into designing a commission or researching Rune Metal B?
