lol no. What a dumb idea. Women only engage in prostitution if there's an economic incentive to do so. Rarely, if their basic needs are fulfilled, do they choose to make it their main job, especially in cultures where that's disincentivized, like ours, where the parents make them settle down when they get irritated enough.
Look at the prostitution rate of the Netherlands, instead. It's much lower because it isn't a place where people used to be extremely poor and such a culture formed. If you look at prostitution rates in the US it's basically on par, and the women involved are at much higher risk for diseases and physical abuse. The numbers are underreported because doing it is criminalized, so people don't want to report it.
At least your plan is reasonable, even if I still don't think we need to dedicate a main action to the spirits.
