Particularly powerful warlord doesn't actually make it certain that it's Genghis Khan or a similar figure. Personally, I feel that people should pay some lip service to that uncertainty.

That's what China did OTL too, and it fucked them over BAD.
Plus a Mythical Martial Khan isn't going to be slowed down by things like "weight" and "allies". Genghis Khan for instance went from a minor nobling to the ruler of Asia.

Error no, "China" at the time is split three ways when Yun (Khan's empire with absorbed Chinese officials) strikes a deal with North Song to conquer Liao (independent polity). Backstabbing occurred when Liao is out of the picture and South Song was formed when entire North was lost. So no, Khan's rise can be attributed to lack of unified China and excellent timing. Not saying Khan's capacity aren't exceptional nor lack of enemy, but the situation helped.

And it is unfair because we have suddenly switched from a system where each voter is equal to one where some voters are worth more than others.

I have to agree, abruptly switching to this level of weighted voting is jarring enough that I at least consider it bad game design. A straight GM decision of 'the Ymaryn die to nomands' would have likely caused less bad blood than this since it does not make the thread pseudo-culpable for the act.

I'm not sure what your point is. PoC is not directly tied to reality. We're 1200 years ahead of real world progress and it's just a guideline anyway.
