Mills don't cost EE, they are LTE positive. It all depends on if there's another phase or not this turn. Assuming another phase, we need 1 econ for Festival or 2 econ for Mills.Actually, if we take choose festival and take one econ convert, we got it. When does the overflow occur, though? If it's timed wrong, we're risking starving, and in that case I'm happy to trade optimality for certainty.Can someone tell me why we are taking mills?

If we take Mills, we will lose 8 wealth, this eliminating overflow, all to gain 4 Econ. As a result, we will be down 3 econ. Why?

Are you certain of this?OK so we've got 8 econ incoming from refunds/delayed, mills will actually give us less econ than doing nothing at all. I need to consider further, but right now it's between stability and government upgrade for me.

Overflow happens end-of-turn. Unless we get 10 Econ costs here (again, somehow, despite this first 10 being the result of multiple crits) we will be fine. Or at least we will be better of than we would be with mills.Oh hmm. Is that overflow gonna come in before starvation threatens?
