Right now, Wealth/Diplo/Culture/Mysticism/Tech are collectively 7 points away from maxing, with 14 points of overflow primed. That means we will get 7 points overflowing into Econ.

If we take Mills, we will lose 8 wealth, this eliminating overflow, all to gain 4 Econ. As a result, we will be down 3 econ. Why?

Actually, if we take choose festival and take one econ convert, we got it. With mills we'll need at least five, but less risk of a starvation, I guess.
Mills don't cost EE, they are LTE positive. It all depends on if there's another phase or not this turn. Assuming another phase, we need 1 econ for Festival or 2 econ for Mills.

Also, mills actually end us this turn with one less econ than festival. Doubling the wealth cost of everything hurts mills so much.

OK I have been persuaded the math works out and we need to keep stability at least neutral.
 
Fair point, @PrimalShadow . At least if overflow occurs before starvation...oh. Also, doubt we will have so many converts from econ to martial next phase tbh - our general won so much we converted way more than normal for Levy.

Overflow happens end-of-turn. Unless we get 10 Econ costs here (again, somehow, despite this first 10 being the result of multiple crits) we will be fine. Or at least we will be better of than we would be with mills.

EDIT: Well, 9 if we chose Festivals instead of RoO.
