I both want improved roads in general, and higher centralization right now.I'm okay with that because !!!ROADS!!! but it's not my first preference. Pretty much as long as something has the Arsenal somewhere in it I'll be happy if the combo wins.
There's a lot to get done every turn, and I'm pretty sure our Mystic Hero is going to do more for the war effort with research than trying to lead from the front, so I'm not likely to back a war mission. Artisans instead of metal is quite possible, though - especially since many of our wildcat triggers seem likely to want to eat tech.I don't know, but I'm pretty sure it would be wise if we sent at least a Secondary War Mission.
There's a bunch of stuff the Arsenal can do that's entirely unrelated to war! I'd expect it to be running our various development projects, like the hammer mills and catamarans, and it's also likely to end up containing our mint.It's better to have a level 4 Library than a level 4 Arsenal. Of course, we probably end up covering most of that before we reach four levels of arsenal.
I don't want to drop below 3 Cent, all things considered, so it's an investment in more Wildcat procs. Plus roads are things we want done, long-term, while we're not exactly desperate for stability.Improved roads is good. Can you enumerate why you want higher cent?
