Considering how potent summon scrolls are for Leaf to have, I don't know that I agree with your reasoning.
He can get an answer now, that doesn't mean they need to start teaching within a month. That's a relatively small amount of teaching compared to the huge windfall of Leaf gaining another Scroll.

On his second cycle on this project, this was Hazō's progress estimate with a double invoke and decent dice. Hazō is currently at 2 FP. He does not think it is likely he finishes chakdar in a single cycle. Do not take this for discouragement for working on chakdar, just a note that it is far from completion. The seal that Hazō thinks may be close to completion is the first chain seal:
And even that won't necessarily be one cycle.
Hazō's impression is that Akane/Noburi's answers are needed soon. The most recent crop of Academy students graduated in the last week/two weeks, and it seems unlikely Asuma will procrastinate on team sorting.
If your question would be known to Hazō in-character, or could be resolved very easily (by checking his notes/past documents, by asking someone in the clan [like Mari or Noburi, not like Kei or Asuma]), you should absolutely feel free to ping QMs about it and we will answer you ASAP. Getting additional in-character information (along with plan-review to make sure QMs understand a plan's intent) is one of the most important tools you have in making good plans.
Can I just ask now if Mari thinks it will be a problem to finish this Neck mission? Would it be better if Akane and Noburi stayed and she still goes?

Mari hasn't paid attention to how these things are done in Leaf, but if it's anything like Mist, new genin would be assigned to teams very shortly after graduating. While some potential senseis would be on mission when this happened, they 1) wouldn't be on mission for more than a month before meeting their students, and 2) would likely get the bottom-of-the-barrel genin as a result. She thinks it's very unlikely that Asuma would be fine with them taking the mission, and she thinks he would be incredibly displeased if it ended up taking them two months again, especially since the two jounin are almost certainly getting top-notch candidates.
Some clarification: Who is Hazou talking to, exactly? Is it all the potential leaders for newly-graduated Academy students, xor the Goketsu potential leaders? I'm making the obvious assumption that he's only talking to the Goketsu for this, but am not 100%.
why? even though we promised akane a scroll she can release us from that promise if she doesn't care herself that much about getting a scroll. she might even be net uncomfortable about us going to neck to get a scroll for her.
isn't kei legally dual clan? even if she legally isn't it would seem...strange...if it's harder for Hazou to talk to Kei than Mari or Noburi.
