If Hazou or the family choose the adoptees it defeats the entire purpose. The clamps are anxious about the fragility of their situation and the potential of being booted at any movement for not being good enough. If a judgement call is made to adopt any any amount less than "all of them", the ones not picked will only get more anxious.
The choice of who gets the non-merit adoption needs to have no link to the judgement of the family. It needs to be by acclaim of their peers, or simple lottery, or seniority, or some mechanical combination. No executive discretion beyond possibly transparent and universally applied eligibility criteria.
-and as long as not everybody is getting adopted, there's no reason not to just set the gesture at one slot per year instead of creating an unsustainable expectation of three which will only lead to uncertainty and more anxiety.
