Why did we not gain much XP in the wild? It's a combination of factors:
1) Novelty: Living in the wild stopped being novel after your fifty chakra beast kill or so.
2) Difficulty: It stopped being hard for us to live in the wild.
3) Learning: Ultimately, we have limited access to teachers and textbooks. We learned only from one sealmaster and only from one infiltrator.

This is fine.
Please don't put what we want to train in an action plan. Even if I agree, it should go in a training plan to be voted on separately. The second point is a waste of wordcount, Ebisu will train us however he sees fit, he's the expert teacher here. Third point is fine, although the QMs are still looking for jutsu proposals.
SARCASTIC JIRAIYA VOICE: Oh wow, I never would have thought of using storage scrolls to transport things, or getting potential political allies to support me. It's not like I'm a sealmaster or a politician or anything.
Kagome wants to work with Jiraiya, so we might want to include him in this. Seals are good. The Noburi part is good. Maybe add in Ami-style training.

I dont actually see a problem with this. You can argue that without Super Large Storage Scroll its difficult, but it shouldnt be impossible. If Jiraiya is like "Yeah so Problem X is why that cannot be done." we just return to the issue after
Its efficient trade, not flight or necromancy. It shouldnt be overwhelmingly difficult.
I was talking more about the "Decently sized caravans equipped with large amounts of storage scrolls would be able to transport trade goods overland very quickly and in very large amounts." part, tbh. This seems so blatantly obvious that I would be horrified if every village wasn't already using storage scrolls to transport their goods.
E: we don't even need large scrolls, just a genin team carrying backpacks full of the basic ones.

Hey, you know how Hazou is often carrying around 500+ seals? And how storage scrolls carry a volume of 1m3? If a genin squad and their chunin sensei each carried 500 storage seals, that means they can transport two cubic kilometers of goods. Which is more than I expect Leaf to have, to be honest.
I can't imagine Jiraiya isn't already using storage scrolls for whatever commerce he's doing, and I think he'll get grumpy at us for suggesting it. Maybe just ask "Hey just to double check, you are using storage scrolls for commerce, right?" or something along those lines.

Uh, no. The world would look drastically different than they already are.
This isn't a "flip it upside down" thing, this is their blatantly obvious intended purpose. I think everyone is already doing all their commerce with storage scrolls, they just aren't doing much commerce.

I can reword the whole thing to be more diplomatic but TBH if theyre using storage scrolls in this number OOM-wise then trade is just a non issue. A sprinting ninja can outrun most means of transport except for possibly a ship with a strong wind behind it.
It could be something like "That gosh darn Merchant Council again! They want civilians to accompany caravans because they dont trust ninja and want representation! Or else, they embargo you!"
In which case: Fuck those guys, buy the resources off 'em and go behind their backs, and make sure they dont find out (ninja).

SC is high clearance, village security level Opsec, right? And J used one to communicate and interact with the other Kage while in a rush, right? Should we be concerned? Not that there's anything we can do about it. It seems like it's probably okay, since I don't think anything there gave away the important part of SC, but I thought it might be worth bringing up?
Certainly the irony of J giving away details of SC while trying to contain an issue with nature chakra would be entertaining if it wasn't the sort of thing that might get us all killed.

I think enemy Kage would have intel on the existence of the technique. Naruto at least is famed for using it.

Our current hypothesis for why this isn't done is a major shortage of sealmasters (30 in leaf would have the world look much different) and most people just selling them off individually.

I agree. I think the problem isn't that the kage can't do commerce easily because they somehow forgot storage scrolls exist, but rather that they don't want to do much commerce.

So a shitty 5SB (only one seal) should be workable. You probably don't get the "Locked to the earth" part of it but still.
We should look into Force Wall variants. ForceSaber anyone? Imagine the hell Hana could rain down with those.
We should be able to do Earth Wall Seal the same way we did Earth Dome seal. Have Genin go around and wall up hamlets to protect from chakra monsters.
We can probably bootstrap Casino seal variants into detection seals.
Greater capacity storage seals exist and are doable. Gimme!
But really, we should work on making the largest capacity storage seal possible.
