1. Load up lots of clones with thermobaric bomb seals (improved capacity version if practical).
2. When they get in visual range of a target, they activate seals and substitute them with nearby small objects (such as leaves).
3. The seals explode, killing any target not able to handle having large primed explosives appear next to them.

It has action economy, range and killing power as well as no risk to the user.

Seals do come with you. They just don't get spawned with clones.

Substitution swaps yourself for an object of similar mass, rather than swapping any two objects
 
Does your mass change if you hedge? Can you hedge into a small object?

Yes, you can change your mass when hengeing, with similar numbers to substitution. So presently Hazou may henge himself down to 75% of his mass and then substitute with something up to 77.5% of that mass for a total of 58.125% of his normal mass.

He did have to take down all of Leaf's defenders before he could get in position.
Probably because the bijuu was reusable, whereas Pein died very shortly after destroying Konoha alone.
I'm afraid that's pretty much the opposite of the truth, because Nagato died as a result of resurrecting the village, i.e. undoing its destruction.
 
Keiko could certainly figure out a solution to the tax problem IC, but OOC asking her to come up with it is asking the QMs to come up with it. Their spoon drawer is already woefully empty.

Because Obito/Madara needs to collect the bijū in order to resurrect the Ten-Tails so he can perform the Infinite Tsukuyomi. Also, Black Zetsu needs them in order to revive Kaguya. Also, IIRC Pein's plan was to create a bijū-WMD so powerful that its possession is enough for hegemony over the EN, and wars over its possession are the only ones worth fighting, with the aim to reduce all other wars. Pein's Deva path has neither of those properties.

Of course, Pein being manipulated by Obito and Black Zetsu, Obito was manipulated by Madara and Black Zetsu, and Black Zetsu manipulated Madara as well.
 
Also why are we abandoning finishing up the casino seals to chase another project? We need to finish learning all the seals we have before we start something new

TacMov (dodging) is the only defense against these. Normal combat skills (Taijutsu, Weapons, etc) do not defend against AoE attacks.

If I may ask, how does the area/intensity of an explosive affect the TacMove difficulty?

He wanted the superweapon to be used by literally anyone. And for those people to use it, and for the survivors to "know Pein" and stop fighting. And generations later, the people will stop "knowing Pein" and using the weapon again. Rinse and repeat.

Increases it, I would imagine, but QM ruling is the real determinant.

Methink it's better if we look up an equivalent seal in Leaf first since it will have all the notes and stuff rather than trying to reverse engineer an undocumented seal.
