Oh, proposal for Iron Nerve diplomacy or deception stuff: just make it a training technique like Akane's. Something like a 3 dice penalty to all diplomacy and deception rolls, but a 5 or 10% boost to XP gain which you can only spend on the attributes for diplomacy and deception.
 
While I like the aethetic of a flying tank, do note that this offers nothing in the way of propulsion. Normal tank treads provide propulsion by exerting a force on the ground, which causes a force forward on the tank. These treads would all either be stationary or limp, neither of which will push the vehicle forward. That said, when combined with a method of propulsion, this should work, though it'll have lots of small moving parts which may fail causing the whole contraption to fail.

Propulsion was a poor word choice. Conveyance might be better.

The whole idea strike me as impractical mainly due to the shit ton of seals needed to power the thing.

That depends on the size of the slats you use. A 5SB can secure a pretty large slat after all, and if you're using these to support a large structure that might be economical.
I'll admit it would probably be seal intensive, but the idea is to get the most bang for your buck/make it easier to swap out seals.
 
Huh, it just occurred to me that Mountain's highly formalized dating etiquette might have suited Keiko.


So, seal machine idea.
Skywalker (or 5 Seal Barrier if the structure being supported is large enough) tank treads.
You have a series of slats strung together in a loop and supported by two interior wheels with just enough slack that they can roll forward.
Each slat has a skywalker or 5SB seal attached/inscribed.
As the wheels move forward, the last seal currently supporting the structure would deactivate, allowing the wheels to roll forward far enough to present a new supporting slat, which would then activate.
Ideally the seals would be triggered by a tripwire seal (I think we have something like that) and there would be a physical structure attached to the wheels that would move to obstruct incoming seals while moving out of the line of outgoing seals.

I'm thinking this could be used for propulsion for larger structures (like, say, a flying fortress) or a way to make it easier to maintain/swap out seals.
I've been working on blueprints for a similar idea, but gave up when it turned out skywalkers only last 20 min. For propulsion, my first idea was to make knobs on the bottom of the tank treads that fit into the interior radius of the air dome, then just use pedal power until we get impulse seals.

Unsolved problems were a mechanism to safely switch between ascent/descent and level flight, turning without breaking the seals, and getting Hazou the mechanical aptitude necessary to build it.

Not asking anyone specifically to do anything, but it seems like participation in making plans and hashing them out has dropped in the last few updates. Like, my plan's been out for 12 hours now and I haven't gotten much feedback for improvement, and the only other plan out right now doesn't currently address the thing we're actually expected to do (and is currently winning in spite of that).
 
Gonna try another plan. Main focus is on the meeting without any of the additional stuff, and maybe some post-meeting fun. Trying to keep this simple, without any additional distractions.

Goals:

  • Survive
  • Meet with the Nara clan
  • Improve relations with the Naras, and possibly Yamankas and Akimichis
Methods:
  1. Use any spare time before the meetings to get additional coaching and practice in Leaf etiquette.
    1. If Mari thinks it is a good idea, see if your minders can get some formal clothing for the team to wear in formal meetings between clans.
    2. Get any additional information you can on the Naras, including important people in the clan you aren't yet aware of. Get the same information on the Yamanakas and Akimichis as time allows.
  2. In the morning, go with Keiko to meet with Jiraiya. Discuss scheduling meetings with the Nara, both for Keiko to assess their offer and for the conversation Shikaku wants with Hazou.
    1. Ask about topics and questions that are likely to come up from the Nara side.
    2. Ask who Jiraiya suspects the Naras may have in mind to marry Keiko if she decides to go that route.
  3. Go to the meetings.
    1. Be polite.
    2. Communicate clearly, watching how you word things.
    3. Don't bring up topics like WMDs or scorch squads that would make you seem dangerous or crazy.
  4. If there is time, and Jiraiya clears it, ask Shikamaru if he and his team would like to come over to where your team is staying to have dinner, socialize, and play some board games with the team.
    1. If the Naras invite you to stay for dinner, do that instead, and give Shikamaru the invitation for a later day.
    2. If the invitation is accepted, see if Jiraiya is able to join in for dinner at least.
  5. Time allowing, add a scene of the GMs' choice.
  6. Things to talk to Jiraiya for/about. (could be done in the morning after talking about the meeting, can be done off screen)
    1. Ask Jiraiya for a book on introduction to sealing, designs of basic seals that beginner sealmasters learn, and so forth. Hazō can memorize the seals to work with it later.
    2. Ask Jiraiya if Leaf has developed something like a semaphore communication system. Communication via light or flags or some other system is not new, but is there a full system for encoding arbitrary complex messages?
      • If no, explain the notion of using flags to communicate at a distance with a predefined alphabet based on position and motion, which could be encrypted, and how that could speed up communication. Developing this with the Nara may be a good idea.
      • There are no semaphore line that we know of that exists in the EN. Everything seems to be done at ninja speed or through caravans.
        • Isn't economical probably due to chakra beasts, and the requirement of semi-isolated towers and the labor force needed to staff them.
        • That isn't necessary an issue for a line of temporary semaphore skytowers stretching from one location to another, like from Leaf to a conflict zone. With telescopes to see from one tower to another, this would allow for fast communication between central command and field command, or between different fronts.
        • Light shutters could be used instead of flags, especially at night or if telescopes aren't an option.

Ok, so, nice simple, straightforward minimum frills plan for dealing with the meeting we need to focus on right now. Inviting Shikamaru and his team over after the meeting adds some fun to the plan. EDIT - added semaphore system notion to ideas to pitch to Jiraiya.

What are the current plans?

I think part of the reason is that there seem to be very little proactive choices to make right now aside from not making an ass of ourselves in front of Shikaku

E: also things are going well and we've been explicitly told by Jiraiya not to rock the boat so I think that adds to people not being engaged in coming up with clever things right now.

I've added something along those lines as a precaution, though I don't think it's necessary. Doesn't hurt, though.

I was assuming Keiko was coming along given that she's one of the two people who need to meet the Naras, but I've made that more clear. Getting a brief on the Naras and their allies is a good idea so I've added it to the prep.

My main critique for Action Plan: Meet and Greet is that scorch squad stuff is almost certainly highly classified and it would be "rocking the boat" to start discussing it. Also hanging out with Gai's team is ignoring Jiraiya's advice, and while this seems like something very minor, it's probably best to make a good first(ish) impression with him.

My largest issue with Action Plan: Politics and Games is that it doesnt cover much time and I don't think it really moves the plot forward a ton, but that's not really the plan's fault. I'm not sure how long the update will be, but maybe throw in a "Scene of QM's choice" bit because a) they enjoy writing those and b) it will likely lead to engaging choices next update.

Agree with you there, though it's @Jello_Raptor's plan rather than mine.

@Enjou I do like your point (1) from the other plan and do think it would be a good idea to apprise Jiraiya of the situation wrt scorch squads and get feedback. If he is concerned (possibility: a Danzo is operating in Leaf without permission) then we have a powerful ally and potentially the ear of the Hokage. If he is unconcerned or tells us to drop it, then we leave it be until we are S Class ourselves and can actually do something about it. The seal idea is interesting too, but unimportant atm so should probably be nix'd.

    • But there probably isn't a full system for encoding arbitrary complex messages.
    • There need to be a system to encode messages and means of encryption. Could work with the Nara.

Personally I think that we should drop the notion of mentioning scorch squads for now, and focus more on the collapse of humanity hypothesis - if we can sufficiently demonstrate that there's a persistent population decline, then people will be interested in investigating the possibility of scorch squads. Until then scorch squads are just going to be seen as an idea that is plausible enough, but has no direct evidence supporting it, and having come from a source that appears dubious.

Also, Jiraiya has already had the notion of scorch squads brought up to him, and he talked to Hiruzen about it. See Chapter 78.

We could very well wait until we've got access to the Logistics division's records so Keiko can look over data, or talk to people in the division about if they've noticed the trends she noticed in Mist/Water. The entire thing is a long term concern, if it's even a legitimate problem (Mist/Water could be having a long term decline due to chronic bad leadership, and Leaf/Fire may be growing).

I'm trying to keep the Politics and Games plan to be a simple one with minimal frills since adding a bunch of pet projects seems to be turning people off of voting for a plan, but I wouldn't have an issue adding the sealing book request and the semaphore section as miscellaneous actions if people don't mind. (ya'll speak up now!)

The buying of materials for a balloon is premature given that we're still being kept in our temporary residence for now - it's not the kind of thing we should be sending our minders out to get for us. The machines and technology book we can do at any time, but I don't think Hazou is going to have time to read it right now given we're focused on politics at the moment, and I don't expect we're going to be spending XP on MecApt any time soon.
