Let's be real, the events of the Gathering weren't Oberon's plot; it was Titania's all building up to one moment to get what she wanted.

Oberon 'ports into the room, reflects the laser/particle beam (not sure which her gun was supposed to be) Fox fired at him back at her gun which explodes. She's knocked to the floor semi-conscious while, Xanatos. Goliath and Puck come charging in only to be frozen by Titania. At which point Oberon is about to pick up Alex and Fox snaps; firing an instinctive magical blast that knocks him through a wall (though it doesn't actually hurt him).

Titania set the entire thing up from the get-go and she achieved all her goals.
She told Oberon (after priming Fox and Xanatos's paranoia by repeatedly suggesting that she could watch Alex while they left and rested etc etc) that she wanted the child brought to Avalon so his magical talent/heritage wouldn't wither like Fox's. The magical blast was used as proof that Alex could remain on Earth and be trained in magic without it withering away. Because if Fox, who never had that much talent and never used magic before in her life could do this, Alex would be fine.

At the very end Titania mentioned she'd be dropping in from time to time to check in on her grandson and Fox growls that none of this changes what Titania tried to do.

Titania: "What makes you think think hasn't been exactly what I've been trying to do from the beginning?"

Secondly, what part of making policy changes is quiet? ANY time massive corporations make policy changes, they always blare that thing over the news headlines after announcing it to the press. DEI is certainly big enough as a megacorp to make that stance clear on a policy level and have it stay on the news for a while. It's also a proven tactic with how Shego herself was mentioned as simply not enforcing the SRA at all and not allowing cases against supers in her sphere, so it's not like it wouldn't do well to make our own stance on it.

Most of which was Xanatos and Halcyon Renard. The gargoyles could fly and punch but they couldn't really slow Oberon down at all. The only key thing that they did was Goliath pointing out that Fox being still able to use magic changed things.

Though Xanatos 's father gets bonus point for shooting Oberon in the chest with an iron harpoon (which admittedly just made the guy even madder).

on the plus side this will make AI research a lot easier. There are thousands of sentient programs and Online characters to study to create and improve AI code.

not to mention the possibility of creating farm space in digital space and pulling that into physical space. Due to time dilation in the digital space you could in theory create entire years worth of harvests and cultivation in mere weeks

My point is, if that didn't happen in this universe for whatever reason, Titania's plan may have failed.

we need to be the first in that race.

same with "Extra dimensional" tech .

Both lead to areas in which we can freely expand without crushing the masquerade. And allow us to more freely get at more troublesome foes.

I think those are going to be the actions we have locked in for next time
