So, given that Jumba's trait says he can get Sated Science for any action in the field of genetics, could giving him a non-learning action in the field of genetics count as a possibility? Some examples could be Stewardship Roll Out Dino Products, or a hypothetical Martial "Unleash bioterrors" attack on a rival (which could also satisfy his Mass Chaos desire). I'd even argue it should proc Genetics Mastery, and his stats in those categories aren't bad, so if we want to do two non-genetics/GalFed learning actions we could still have him doing a great benefit.
A similar, if lesser, situation could be accomplished with GalFed tech, of course.

Is Doof still under the worf effect, because he doesn't seem to have the same insanity of building inators that literally turns things into butterflies, pulling off silly schemes yet physics defying feats and singing songs, plus other feats that makes him seem like a toon, such as managing to stop Candace unintentionally from busting her brothers.

They are apparently a group of villains that got scrapped during the making of the Big Hero 6 movie. They were supposed to serve Yokai and help him build his extra-dimensional portal.
I am so glad that Doofenshmirtz Quality Bratwurst~ is now officially canon as to being spread around Doofania! Hail, Hail, DOOFANIA!

I didn't know that because I don't look over the Rolodex often. The last time I actually checked it closely was back during the Syndrome heist, right around the time I actually joined the quest. I don't have much need to look over it since I know that any plan I make would ultimately be a pointless endeavor.
I could've realized we knew them from the Hero cards, but the general rule of thumb there is that I'm probably not gonna remember them if I don't know who they are in the first place
