School is a time eater. Though it could be the boys are constantly working to find Perry if Stacy didn't tell them Perry's agent status. If they do know Doof is responsible either they've forgiven him somewhat with the memorial statue (Doof showing remorse) or they're plotting to take Doof down from the inside.
Edit: Memorial may not exactly equal forgiveness if that take it as Doof gloating over his death. Or if they're irrationally emotional.

The only ones we have availabe to find the Cats is Mirage. Tobe will be busy with investigating Toffee, the Dickens with Star/Marco, and Russ is compromised with the goverment. The only problem is would she be able to differentiate the Alien cats with Earth Cats?

I have my doubts that Jumba and Pleakly would bring up having seen Kat and in their head just figure he's also working there like they are. Like they could assume Doof knows Kat is an alien.
Unless Kats have a reputation worth mentioning like 'Doof why do you have a Kat here, they're monsters. Even I have standards.'
They'd more likely talk about how great it is to work under him and bring up projects they have in mind. Maybe bring up issues regarding substandard equipment? Or substandard colleagues (L.O

The bazaar isn't the only magical shopping area in the world. Gravity Falls itself, for example, has a giant magic bazaar/black market hidden underneath it (and that's where the Eda the Owl Lady cameo was). I wouldn't be surprised if there was at least some kind of hidden magical side to every major city, though probably not as big as the one in NYC.
For that matter, anyone can sell illegal fireworks as long as they are willing to pay the price for the effort of hiding them from the authorities. You don't need to go to a bazaar for such mundane things. Janna is also the same girl that has connections to a knitting-based mafia that she pays in tennis balls. If anyone were to randomly walk upon someone magical looking for something else, it would definitely be her.
