It's been stated many, many times that Doof's delusions are the only thing that declare him to be "in charge" of the tri-state area. Absolutely nobody else believes his claims aside from Norm, who doesn't count because he'd believe anything.

The only exception is Gravity Falls, which gets away with it on account of having an actual explanation (having the local property laws written by an insane president known for peanut brittle- yes this is canon, they explain it in the tie-in and this pleases me greatly).And Ducktales. Actually, in Danville, the Tri-State Area is an actual legal entity. Founded when John P. Tristate merged the pre-existing Bi-State Area with the Adjacent Area (founded, of course, by Otto H. Adjacent). Originally, it was actually three distinct single-state areas, but people don't care. I did not make any of that up, and, frankly, I am saddened by the fact I lack the talent to.Tri-State

Tobe's not more evil than Janna, and he's not significantly more powerful, and at this point I think Janna and Feldrake have bonded a little anyway.Actually, the scariest thing about this trait is that we can effectively raise Tobe's Martial AND Intrigue by training up his Occult. Since it raises half his Occult score to two stats, every point in Occult Tobe gets is effectively worth two points.
Heck, theoretically, if we gave him Felldrake, he'd get Occult 27, Martial 32 (+7 to direct combat from Leopold), and Intrigue 37! That's up there with Russ for sheer competence.
