If you don't explicitly imitate the Uchiha, but still build a fortress, the connections will be present but less salient, as you might expect.
I imagine that having a city layout would still improve the QoL for our "nearly a thousand" civilians, which is the goal of copying the Uchiha layout.
Should probably be "have Gaku vet hires", rather than spending Hazou, Mari, or Kei's time on this. I'm assuming you mean to vet businesses, not literally every laborer or apprentice they have hired.
Not every hire, no, but I'd still want Hazou/Mari/Kei to approve/vet the businesses hired, if only because more eyes mean that there's a decreased chance at us hiring a corrupt businessman or inhumane construction crews. It's already going to take several months to design and build, taking an extra week to ensure our money is going somewhere worthwhile seems... well,

I can't imagine what you mean by medical checks or I&S defenses in terms of architecture. I suppose you want to make sure there's a central clinic somewhere...?
Medical: safe placement of water wells, safe sources for water features for the gardens, proper placement (and safety standards) of latrines, etc.
I&S: Mari's an infiltration spec. I figure she can tell us where to put up guard posts, lampposts, and the like for maximum effectiveness.
There are no KEI-affiliated construction crews since KEI is a group of ninja and they don't do construction.
Damn, I'd hoped since they were all clanless ninja, they'd have sponsored a few. I'll change it to "KEI-recommended" to keep with the intent (closer bonds with KEI). Also, if KEI is recommending a work crew to us, that's an additional sanity check that would help to minimize possible corruption.

Not particularly, it's meant to recreate the one we had on the old estate. The one that we held the adoption party for Atomu, Reo, and Mai (rip) in.
Stone walkways -- great. What does ES-reinforced mean here, and what do you intend for it to get you over ordinary paving/cobble?
Increased durability against underground chakra-microlife (which we know is a concern, based on when Hazou saved all the civilians that one winter, and had the Pangolins roll around to kill them off out of fear that the chakra microlife would harm civilians), increased resistance to weeds, easier maintenance, longevity of the stones themselves (less replacement, cheaper in the long term).
Probably was going to happen anyway, since there's a hot spring to develop.

Again, ES-condensing will require time. Also, MEW is not exactly the prettiest stone (and would be associated with "we put this up quickly because we needed to, and left it up because we were too poor for any alternatives"). Also, be aware of the OPSEC implications of using higher-tier ES abilities in public (though it's not really a clan secret risk since ES is already a publicly available ninjutsu).

I don't get why this section -- for one, most WHOOSH training is not Resolve training, esp. with the pyramid rework. For another, why are debris guards needed? I don't get what result you intend to get from this section.
It's meant to be FOOM excuse for why Noburi goes in there often while also allowing for a narrative way to show Resolve Training (zen garden). The debris guards are to keep the koi pond from getting an undue amount of zen-garden sand/rocks in the pond, and possibly harming their ecosystem (idk how fragile the koi are, or how stringent their environmental needs, so it seems like a safe plan).
Also, the thigh-high wall would let you sit down and look at the pretty fish.

While I see the nudity as more artistic than anything (and no more sexual than a nude model for a portrait), the Arachnid Silks allow us to flaunt our wealth while also reminding people of the Goketsu Clan's many Summoners while also-also reminding people of our connection to Jiraiya.
