I assume that Reject the Seal supercedes it because the former is just a more-specified vote for the latter which got more votes... man, I kind of wish we'd had the foresight to do task voting for this.

    • Now that Hazou's done with the administrative nonsense, he can work with Kagome on Minato's Seals. Have at it! Invoke at least one FP on any particularly difficult things, and freely use them to reroll if it's necessary.
  • Scaling
    • Arrange, with Mari and Kagome's (as a sealmaster himself) help as to phrasing, meetings with the various sealmasters of Leaf to purchase for use (not research!) their seals in quantities as close to that which Kagome would approve of as is reasonable
      • Search particularly for seals that would play well with MARS. The intention here is to improve our MARS loadout for future missions.
      • Things to offer in exchange, in approximate order of desirability to do so, to the limits of our capacity to do so: Money, influence, a vetted sealing project within X timeframe (intended to be after effective sealing is ~80, so 2 years or so?), providing seals for tower requirements (The X storage/explosive scrolls required monthly of a sealmaster), our time (in the immediate sense), missions in the near term taken for their benefit
While fine content for a plan, I do think that neither of these are particularly strong on-screen fare. The latter scene is fine, if ultimately "Hazou goes shopping" (and anyone who's been a GM or a player in a tabletop RPG has (or at least understands) a reasonable distaste towards shopping scenes).

I thought it best not to overload the plan; that being the case, would you prefer a scene involving sending Noburi to the Seventh Path, fully equipped with MARS to get a contract for doing some fighting, or crossreferencing the forbidden lore we acquire from Orochimaru -- whatever it may be -- with the toad sages?

Speaking only for myself, a plan is only overloaded if there's lots of on-screen things to happen. It's very easy to handle off-screen things by comparison.

I don't want to spoon-feed ideas to the players, but "get a contract for some fighting" is extremely underspecified. Consider maybe:
  • Equip Noburi with MARS and tell him to start the trip to Dog
    • (This advances the Squirrel Scroll plotline, if indirectly, and the trip through Hyena provides danger and stakes)
  • Ask Noburi if he can earn rep with the Toad Clan by fighting their warriors.
    • (Advances Noburi's "build rep with the toads" plotline)
  • Declare (-1 FP) that Gamabunta/the Toad Sages/Pantsaa have demanded that Noburi show dominance over another summoner to earn their respect. Arrange a duel with Neji.
    • (Noburi-Neji rivalry)
Some or all of these may be bad ideas. But there's a lot of choices even in the "MARS Noburi kills things" category if you go looking.

Sounds great, except Vel and I are writing somewhat simultaneously and I can't quite yet violate causality.

Based on this would anyone be interested in taking a look at My plan that has a confirmed scene paper would be interested in?

    • Get Asuma's approval.
    • Sweep the sections Hyūga do not get to as often.
    • If something can avoid the Hyūga but not VD, it could have been lurking for a long time.

  • Noburi's sisters and handler will need chakra for their training.
    • Get started on negotiating for more koi so they do not eat into our small supply.
or
  • The Akimichi Chakra Enhancement technique boosts reserves.
    • Noburi checks how early it is safe for Academy students to start learning it.
    • Would ACE have made the difference between any past Academy students passing or failing?
      • Check the records.
      • As adults, can any of them be brought into the clan to try ACE?

  • Mari
    • Naruto seemed to have a positive attitude toward you last time we met.
    • Fixing relations going well?
    • Thinking of commissioning a TH specialist to work on jutsu for individuals of high chakra.
      • Unexplored discoveries to be found?
      • Something Naruto and Noburi can collaborate on?
        • Naruto is Naruto.
        • Noburi is on his way to more chakra and can keep big jutsu running with VD.
      • What does she remember about big Water Element jutsu from Mist? Anything suitable for Noburi we could trade for or reinvent?
        • Specifically interested in Kisame's techniques that flood the battlefield and tame the flood.

He hates having his time wasted and he already scheduled a time to do the thing. Changing it, last-minute or no, isn't a good thing.

Yes.

Mostly the latter but Orochimaru has accounted for us refusing.

You could also take the first scene from my plan, and we do the second scene next time (or for that matter, just take both scenes since paper has indicated your current 2 are mostly or entirely offscreenable. Word Count would like be a concern though)

    • Considering that Ino is the fulcrum by which the gossip engine of Leaf rotates, Hazou assumes she is aware of the play portraying their poly triad.
      • The obvious approach is to commission another play that depicts them in a positive light, but surely we can scheme better than that.
      • Hazou was thinking of becoming the new patron of the same crew, and commissioning even more absurd plays to confuse the narrative, while ideally still spreading a message of positivity. Theater is popular among the masses, and good relations with thespians is a better bet than trying to oppose them.
      • What does Ino think is the best approach? What does she think the most fun approach is?
  • Thespians
    • Bring Ino and Akane (if interested) to meet with the theater crew that depicted them in the play. If Ino attends let her take the lead.
      • See if Ino can uncover who commissioned the first play.
    • Offer advice to the Hazou actor on how to better portray Hazou's eccentricity. (Foot in mouth comes to mind.)
    • Hazou would like to sponsor the crew going forward, if they're interested. Comedies are good for morale!
      • Commission some plays with advice from Ino and the rest of the clan.

Could take my Naruto scene as well. That would also power us up and is confirmed to be fun for Paper
 
ok we need a plan for Paper's update and this should be relatively safe

thought about including akane in the first scene as well but tbhhh it seems unfair that Ino only gets to appear when both Hazou and Akane are present whereas Akane gets to appear alone with Hazou a lot, so I opted against it. So just pretend she's busy or something
