Point, I'll make a note to ask about this.
This probably won't be in the suggested-changes post, but I can try to add something into the main plan.
@faflec, I want to highlight this distinction:

(emphasis added)

If they're impregnated within the 5 years but give birth afterwards then they don't seem to be included as part of the deal as a child the Uchiha would be required to adopt.
The suggested priority order is reasonable.
Changes made per these suggestions. @Rihaku I did not add the Hyuga discussion, it seems to me to be more covering ourselves instead of winning the vote, and I'm not sure Hiashi's going to actually accidentally us if he wins.

Word Count: 130

[X] Action Plan: Representation
  • Afternoon: Clan meeting on politics.
    • Propose changes to the Uchiha deal. Send Mari off to finalize the deals.
      • Hagoromo: Accept the deal as-is, it's fine.
      • Uchiha: Accept IFF key contentions are solved, otherwise decline.
    • Can we use civilian influence to flip another vote? Ami's speech earlier suggests it could be worthwhile. Maybe there's a clan that has economic interests requiring skilled civilians?
  • Evening: Dinner with Snake, Team Nakano, and Yudai.
    • Carefully introduce Kagome to Nakano and co..
    • Discuss the recent Sealing failure.
      • Are their families and friends alright?
      • If not, is there anything we can do for them?
    • Ask Snake about her time with Jiraiya. Listen to her stories and reminisce a little.
    • Discuss retainership concept: Not formal adoption, formalized contractors-with-benefits.
      • Possible benefits:
        • Sealing knowledge.
        • Custom seal requests.
        • Medic-nin assistance.
Suggested Changes to the Uchiha Deal:

Gouketsu Key Contentions and Possible Solutions: If any of these contentions are not solved to our satisfaction, we will not sign the contract. Bulleted beneath each Key Contention are details and/or possible solutions to the contention.
  1. None of the eleven (11) civilian women will at any point be threatened, blackmailed, coerced, or in any other way be made to bear children against their will. At any point, any one of the civilian women may choose to 'opt out' of the deal, and may choose to remain within the Gouketsu Clan or be re-adopted into the Uchiha Clan as she sees fit.
    • The Uchiha Clan is free to select another healthy civilian woman to be adopted into the Gouketsu Clan. This woman will continue the previous woman's obligations under the same terms of the deal.
    • Should adoption not be feasible, the Gouketsu Clan will ensure that the total number of pregnancies (55) remains the same, and will ensure another pregnancy from the remaining women as soon as is healthy to do so.
  2. To ensure the safety of the eleven (11) civilian women, a competent medical professional will be enlisted to confirm whether or not each woman is capable of giving birth with minimal complications (NB: the chances of this woman dying or being otherwise permanently weakened from the ordeal is less than 5%). Should this medical professional deem it so, the rate OR number of births for this woman must be reduced or ended entirely.
  3. Parents of any child born and immediately adopted or married into the Uchiha Clan will be allowed to be heavily involved in the raising of the child until said child has reached his or her age of majority. This includes any children born under the eleven (11) civilian women adopted from this deal, as well as any future children with the potential to develop the Sharingan.
    • Ideally, the Gouketsu and Uchiha Clans may choose to raise these children together under dual-clan membership. This means that they will be considered to be both of the Uchiha AND the Gouketsu Clans, though their status as Uchiha Clan will take precedence.
      • If this is agreed to, the Gouketsu Clan offers to shoulder the cost of raising these children, which includes but is not limited to: monetary costs, training, general child rearing, etc., until they reach their legal age of majority, after which point they will move into the Uchiha Clan. At all points these children will be legally considered to be members of the Uchiha Clan.
      • Furthermore, if this is agreed to, the Gouketsu Clan is willing to train these children to prevent issues arising from the Iron Nerve bloodline from occuring, and may offer them tutoring in certain clan secrets (without being said aloud, this means teaching them details on the Iron Nerve). Any clan secret training will be understood to be not taught to anyone outside of the Gouketsu Clan. Additionally, the Gouketsu is willing to teach them non-clan secret techniques and outfit them with seal loadouts at our discretion.
    • If the above arrangement cannot be achieved, then at the bare minimum, the Gouketsu Clan requires the right to visit these children as often as they desire."

Gouketsu Non-Key Contentions: These are contentions that we want but are willing to drop entirely if they can not be resolved.
  1. The Gouketsu Clan would like the Uchiha Clan to vote for our candidate instead of abstaining from the vote. The Gouketsu Clan recognize the danger it would put the Uchiha Clan in due to retailation from the Hyuuga Clan, and would ask them if any sum of the concessions we offer are sufficient; and if not, what concessions would the Gouketsu Clan need to bring in order to change this.
    • If the concessions are equivalent to some large monetary sum paid upfront or over time, political markers, or trade deals favourable to the Uchiha, the Gouketsu Clan would be willing to accept these concessions. If the concessions would require major moral failures, such as rejection of Key Contentions as stated above, the Gouketsu Clan would not be willing to accept these concessions.

Additional Concessions to Contentions: In addition to solutions to specific contentions, these are general concessions that may be added to resolve any contention. Specifics are to be determined based on the magnitude of the contention and how much is necessary to 'balance the scales'.
  • The Gouketsu Clan offers an increased payment totaling up to R1,500,000 per month to the Uchiha Clan.
  • The Gouketsu Clan offers to reduce the total number of political markers given upfront by the Uchiha Clan down to 3.
  • The Gouketsu Clan offers to void political markers the Uchiha Clan is obligated to give for every year a child is adopted into the Uchiha.
  • The Gouketsu Clan offers to void political markers the Uchiha Clan is obligated to give for every year a child with the potential to develop the Sharingan is adopted.
  • The Gouketsu Clan offers to reduce the amount or duration of the 5% Uchiha income net of basic clan expenses, and are willing to void this entirely.

Are you saying that you don't think that discussion should be included in this particular timeframe, or that you don't think it's a priority overall?

Should probably remove the last sentence of the second paragraph, since it's already stipulated that they will be dual clan in the first paragraph.

10%? Sure, that's fair.

Someone J jokingly told to look after his kids? Who goes by the alias "Snake"? Oro can bodyswap and has horcruxes in canon, so I can totally see this as just Oro in a female body, and I assume he's good at acting like someone who isn't Oro when he's in public, which handwaves away how he acted and why he didn't solve the sealing failure.

We've somehow ended up inviting someone called "Snake" who had some connection to Jiraiya, and was left with semi-serious instructions to look after us, to dinner. If she isn't snaunt Oro then I'll be dissapointed.

Seems wishful thinking.

Hm... unless Orochimaru is crippled to the point where he wouldn't make a viable Kage (or just doesn't want it), from an epistemic standpoint it would be a dick move to make the thread spend tons of effort on the Kage vote right before the re-appearance of a Sannin who can effortlessly seize power... not necessarily unrealistic, but on the meta-level it might discourage active participation.

faflec.response Mostly the latter, honestly.

Poor Noburi, he never gets what he wants...

Overall, I do think it is important for you guys to get some value out of this Kage vote other than "not dying" - you are committing a fuckload of monetary and other resources to Asuma's cause and he has not even promised you anything! Else instead of Uplift Hazou's time for the next several months/years will be spent earning money to pay for all the shit he promised to do. All the ideas you were originally going to use to generate money in order to improve the lot of humanity will instead have been spent to earn Asuma the Hat.

On the other hand, I feel like Hiashi may well want the Hat badly enough that he would be willing to commit not to act against Goketsu interests and not to interfere with your civilian welfare efforts (and probably even to pay you a princely sum and give you lucrative contracts / marriage options / limited political influence over his decisions) if it meant the difference between being Kage and not. He is willing to do almost anything to be Kage, why not have that character trait work for you instead of against?

The QM wording of contracts ("The Hagoromo will vote... for the candidate of the Goketsu's choice," not "The Hagoromo will vote for Asuma") seems to weakly imply that this could be a valid path to take.

I don't think it's unlikely the Hyuuga would even send a delegation to try flipping you before the vote, since Mari is one of the most dangerous social specs in Leaf. In that case in never hurts to be prepared with demands.

Furthermore, Snake's story is that she was sick the day of the Nagi Island Raid and therefore couldn't go. While it wouldn't surprise me at all for Orochimaru to fabricate the whole story, I would also not be surprised if the 'sickness' was Snake accepting a horcrux from Orochimaru in preparation for the raid (it's possible that his horcrux technique only lasts for 24 hours or has some other limitation that would require an active placement in advance of the fight).

Normally I'd be skeptical that Orochimaru would have the ability to do this in the first place, but two things hold that opinion back. The first is that I've consistently and repeatedly been proved wrong about whether the QMs are willing to adapt a person or certain OP abilities from canon, and at this point my revised opinion is that without very good reason to expect it not to be the case (see: Caged Bird Seal, Edo Tensei) there's a good likelihood the QMs have faithfully adapted the essence of the character or ability. The second is that in the Battle of the Gods we already saw some pretty zany immortality tech on Orochimaru's part, such as surviving the destruction of his body by turning into a bunch of tiny snakes that presumably could reconstitute him. If he could do something like that, a horcrux isn't hard to believe.

So yeah, 10% odds that Snake is an Oro horcrux or something similar is an easy bar to meet.

Her full name is Haruno Sakura.

(Self-directed /r/whooosh)

Sorry if I missed it: has there been any further word about whether clanless non-jōnin sealmasters receive tax payments the same as the jōnin? If this were the case, then adopting them wouldn't count against the 2 clanless adoptions limit, just as jōnin don't count, right?

Maybe we could teach clanless ninja sealing, then adopt them! Although:
- Even if it were legal, non-funding clans certainly wouldn't be happy about it. (But the reasonnable ones would understand that the main consequence is that Leaf has more sealmasters, which is good.)
- It would probably take a very long time before anyone we teach would be skilled enough to count as a sealmaster regarding tax payments.
- The moment we would want to adopt them would be the moment they don't need it anymore, just like the jōnin. Moreover, they would probably be flooded with offers of adoption from other clans. Something to negociate now, as part of the deal that says we teach them sealing?
There had not been any announcement and HDK.

I'm confident we have not actually shown that on-screen.

It's in my list of 'things from canon that make little enough sense in the context of marked for death that even despite being often wrong when I believe a character or ability has not been ported over I believe it is more likely to not exist'. I've gone on rants before about the amount of biosealing prowess you'd need to make a bioseal that's stable for a lifetime and interfaces with a bloodline, and how you'd need that biosealing prowess in the Hyuuga all the time for it to work.

I could still be wrong and there's a version of it that's been made reasonable in marked for death, but as it stands I'm defaulting to the assumption that the power imbalance and injustice against branch members of the Hyuuga is being satisfied by normal human awfulness.

It doesn't necessarily have to interface with the bloodline. The main things the Caged Bird seal needs to do is: a: Detect when the user dies, b: destroy eyes when user dies.

It need not destroy *just* the eyes either!

A suped up explosive tag on the forehead would probably do the trick.

@faflec's plan, but we reject the Uchiha deal in favor of proposing the closest thing along the same lines that I am personally willing to accept.

Pinging previous "no" voters: please let me know what you think.

[X] Rejection and Counteroffer
  • Afternoon: Clan meeting on politics.
    • Hagoromo: Accept the deal as-is, it's fine.
    • Uchiha:
      • Respectfully, we reject this offer.
      • This deal may seem favorable to both clans in the short term, and we respect the Uchiha's desire to restore their numbers and their bloodline, but this is not the way to do it. This deal, if executed, will mar both of our clans far into the future, and may have any number of unforeseen and disastrous consequences.
      • Counteroffer:
        • In exchange for the Uchiha abstaining on the Hokage vote, the Gouketsu agree to adopt a number of healthy Uchiha women of childbearing age, up to 20, at the Uchiha's discretion (separate from any other adoption agreements between the two clans). The Gouketsu will also make a payment of R1,000,000 to the Uchiha every month for the term of three years (negotiable).
        • The women to be adopted must indicate their full, informed, and enthusiastic consent to the arrangement without any manner of coercion. The Gouketsu reserve the sole right to deny any particular adoption if we believe the woman to be acting under duress.
        • Any children born to these women who develop the Sharingan will be immediately adopted by the Uchiha.
        • There will be no obligations as to numbers of pregnancies or attempted pregnancies with the adopted women on the part of the Gouketsu. The Gouketsu believe that such would likely result in an incentive structure which may compromise any notion of consent for those involved. However, we will remain true to the spirit and letter of the contract, keeping in mind the consent, health, and interests of the women involved.
        • All children adopted by the Uchiha stemming from this arrangement will have full and unfettered visitation rights to their biological parents. Likewise, their biological parents will have full visitation rights and reserve every right to play an active role in the of raising their child.
    • Can we use civilian influence to flip another vote? Ami's speech earlier suggests it could be worthwhile. Maybe there's a clan that has economic interests requiring skilled civilians?
  • Evening: Dinner with Snake, Team Nakano, and Yudai.
    • Beforehand: Ask Mari to keep an eye on Snake. She seems interested in associating with us; we need allies. How trustworthy does she seem?
    • Carefully introduce Kagome to Nakano and co..
    • Discuss the recent Sealing failure.
      • Are their families and friends alright?
      • If not, is there anything we can do for them?
    • Ask Snake about her time with Jiraiya. Listen to her stories and reminisce a little.
    • Discuss retainership concept to Team Nakano and Yudai: Not formal adoption, formalized contractors-with-benefits.
      • Possible benefits:
        • Sealing knowledge.
        • Custom seal requests.
        • Medic-nin assistance.

However, Hazou personally promises to put forth his best effort to court and foster organic romantic relationships with the women, on his personal honor and the honor of his clan.
It seems naive to expect this to turn out any differently than their proposal, given how excited Mari said they would be about the possibility of having kids with ninja.

[X] Rejection and Counteroffer

It basically gets me what I want out of this.

Although @Vecht I think a year on the payments is being a bit stingy.

OTOH: I would also emphasize that:

A) We are as much of a straight shooter as they come. We'll adhere to the letter and spirit of the deal if we give our word.

B) They will not be finding another rogue Kurosawa unicorn anytime soon, so we are the best they're going to get here.

They don't need another rogue Kurosawa for genetic diversity. There's a reason they've only requested fifteen children of Hazou. With anyone else, they could just send more women, which if your concern is their wellbeing doesn't actually help much.

Thats not necessarily true. They can't interbreed too much or genetics will be problematic (Kaguya). On the flipside, if they dilute the gene pool too much they likely won't end up with many Sharingan users.

(I'm also doubtful they have more than 11ish girls/women our age. )

Regardless: the point is the same. If they want to be a real clan again in a generation then Hazou is their best shot.
