EDIT: 1 koku is the amount needed to sustain you annually, so the untaxed amount is an annual number. Regarding all math issues, pay, sealmaster rankings, etc etc: There's obviously some mistakes to untangle, and I'll probably have to edit the chapter to fix, but I'm hungry and tired so not going to address it now. Enjoy the chapter, we'll deal with the issues later.

I believe the QMs have rather strongly implied that he isnt a Jonin, aye.

I think we can still agree that even if Kagome isn't a Jonin he can still be granted a license which proclaims he is qualified to make Jonin Grade seals.

The question is what license Jaraiya (knowing the value of seals created by the different Grades and the economic state of the clan) would have gotten for Kagome. It might be deserved, it might not be deserved, that's secondary to how Kagome's seals are officially qualified.
 
It is now about 11pm. In the morning you will send messages to the various clans that you want to have meetings with. They may or may not be available on zero notice.
Alright, in light of this I'm going to suggest we push our meetings with Ino, Chouza, and Asuma to late tomorrow and the day after, so that we're guaranteed to get the meetings. Maybe have Ino in the later afternoon, Chouza for dinner, and Asuma tomorrow?

Imagine if you were a clan head, except instead of 2ish spritely munchkins, a Kagome and a master social spec you had to take care of a couple dozen individuals (half of which are sprinting around like headless chickens) while managing inter clan alliance bullshit, finances, wills, encoded inheritances, emotional tolls of losing relatives, etc. and you spent at least a day or two likely helping and attending one of your close friends/brother/student/nephew's wedding.

They're probably busier than a sports bar on superbowl Sunday.

  • Prepare for and schedule meetings:

      • Sparring area: Open training field with 20-30 logs, placed upright. Ground is lava: move between the logs only.
      • Vary strategies: chakra-adhering to a single log; destroying logs; racing between logs...
    • If they wish, tell them about Gai's final moments from the debriefing.
  • Acquire some operatives with Noburi and Akane.
    • Consider turning mission-desk ninja (Ito Ino?) into operatives.
    • Look over Jiraiya's blackmail/black market notes. Anything worth looking into?
  • Spread rumors with Mari and Naruto. Follow their lead.
    • Goals: Make the Hyuuga waste time trying to counter nonexistent plots. Bonus goal: make their allies actually abstain.
    • Ideas:
      • Hiashi insulted an Inuzuka who died at the Nagi island.
      • Hiashi plans to hold the Uchiha responsible for Itachi actions at Nagi, as the first step to vassalizing them.
      • Hiashi plans to disadvantage the Kyoshō to secure the Kurusu's vote (and vice versa).
  • Afternoon clan meeting: Discuss working with the Yakuza.
    • We could sell them ice/salt, or promise assistance against their rivals.
    • Should we work with Leaf's xor Mist's Yakuza?
  • In our spare time, scribe Kagome's seals to sell later.
  • Contingency: Ami arrives at the compound (sanity-check with Mari).
    • Carefully introduce to Kagome.
    • Discussion topics (Clan + Ami):
      • Spend the favour: "For the next month, have as your highest priority the maximization of Gōketsu's political power, preferably by working with Mari".
      • Establish communication with her in Mist.
      • Include her in our previously-discussed plots.
      • Akatsuki: They're an existential threat. Pool information, offer full collaboration against them.
        • Is diplomacy possible? Can we influence their idea of "pursuing peace the hard way"?
