Both look good.

The very last thing Jiraiya did was to hand off pretty much unilateral control of our entire family to someone none of us have ever met before.Guys, the only thing Jiraiya asked us was to adopt Naruto in our clan, it's like, the only thing he asked us.
Remind me: Is this the case? There's no precedent for what happens if the last member of a clan is adopted into another clan, and Hiashi would argue that Naruto should lose the Uzumaki seat.
And in doing so, what was Jiraiya's intent? Up till now I thought it was about granting clan status to Naruto and his future wife and offspring. Turns out he already had that. So the only other things could be to provide him with a family and access to Jiraiya's legacy clan's full resources. We can do that without erasing the Uzumaki name. Just make an ironclad inter-clan treaty of eternal and complete alliance and resource sharing.
The very last thing Jiraiya did was to hand off pretty much unilateral control of our entire family to someone none of us have ever met before.
It's super clear from the will that he regrets failing Naruto and is trying to make up for past sins. Now that we also know that Uzumaki are a minor clan with a vote, I can pretty much confidently say this:
He is not acting rationally here. This was an emotionally compromised decision.
It's not WoG that Hiashi would press for Naruto to lose his seat, but it's likely enough from what I can see that it's easy to assume it is so.I don't believe there is precedent. If Naruto gets adopted does he cease to be the head of clan Uzumaki, or does he control an additional seat?

That is true up till the point where said foes are dead. Which might be sooner rather than later. We really have no clue how they otherwise feel about each other. The Toad Clan and the Pangolin Clan have long had common foes, which is the strongest bond two clans can possess.
Who The Fuck
I still think there's a chance that there was some hidden agenda that Hazou doesn't understand... but I'm not counting on it. Looking at the information we have:
- Naruto becoming a Gouketsu could lose him the Uzumaki seat, halving the collective power he would have by being Lord Hazou's ally.
- Hazou is deeply entrenched as Team Leader. The clan knows and trusts him and is used to following his direction and advising him. Naruto is a complete unknown.
- Kagome thinks Naruto is the Kyuubi. He will absolutely not trust his leadership, and is liable to mutiny for the sake of our protection, the way he did with Minami.
- Mari is currently an extension of Hazou's will. That seems a difficult thing to swap ownership of.
- Naruto wouldn't even have to lose access to all the Gouketsu stuff. We can sign a treaty saying the Gouketsu and Uzumaki share all their resources, making us the same clan in all but name (and crucially, therefore, council seat).
Maybe so, the problem still remains
"Hey, our dad will doesn't really means what it means, so we are doing another thing instead, because we clearly know better than him" and "He was emotionally compromised, so we are going to ignore his last wishes" are really not best way to engage the first meeting with an adopted brother we never saw, who just lost said father and the closest thing he had to a grandfather and you know the drill.
We are expected to do one thing for Naruto, going there and saying "You know that thing we need to do for you, we are not going to do that", it's a message.
Not the best, in my opinion.

The Naruto wiki and the Narutofanon wiki look identical with the latter linking to the former. I falied at using Google correctly.
But then we also lose a Council seat!something something just kill Naruto something something explosives solve all problems
Then we make another one.
I disagree. Bringing a legal contract to our first meeting is even worse. Just honestly and clearly state what problem we see when it comes to adopting him and suggest an alternative that is essentially the same.In fact, I advise plan makers to have Hazou draft such a treaty (have Kei help) and bring it to show Naruto when we talk to him.
Yeah I completely missed that, sorry. Decided it was fine to keep my plan in the 300's tier and forgot about that idea.@Inferno Vulpix Did you see my suggestion regarding explaining our PTSD episode? I completely understand if you think it isn't worth the word count. I just want to make sure you didn't simply miss it.
We need to learn what happened in the BotG ASAP, and discussing potential adoptions can wait until Noburi's got his report ready. So instead I added a scene for intel-gathering (and maybe an emotional Chouza scene) and overhauled the Naruto section with our new information.

[X] Action Plan: Growing Goketsu
- We missed part of the Tsunade conversation, sorry, can you guys summarize for me?
- Find out the full story of the Battle of the Gods.
- Is there an official record of events in the Tower?
- Reach out to someone who was there, like Chouza.
- This must be really hard on Chouza too, to lose teammates so close to him.
- Ask if he'd like to work with us creating a memorial.
- Clan Growth:
- We still need to wait for Noburi's report, but Akane and Tenten are shoe-ins.
- If it's fine with the rest of the clan, make offers:
- Akane's family:
- All of Team Uplift that's available should go.
- You're family already, so the offer's always open.
- Tenten:
- Keiko should go alone.
- We trust her judgement, and she knows Tenten best.
- About Lee:
- He's very talented and we should do right by Gai's memory if we can.
- Could we mitigate his difficult personality? Soundproofing, house rules, etc.?
- Ask Kagome if he's willing to train new sealmasters, given they're worthy?
- It's a great opportunity for many ninja, and in exchange we can have them make explosives for us.
- Toad Scroll:
- Since Naruto isn't eligible, Noburi should have it.
- Great chakra reserves, good social skills.
- Maybe ask Kabuto to ensure there aren't any problems?
- Naruto:
- Jiraiya's message to Naruto probably gives him the basics on the Goketsu and his position with it.
- If he doesn't specify who he'd like to meet, bring Noburi, Keiko, and Akane.
- We promised Jiraiya we'd support him. Be gentle and understanding.
- Introduce ourselves and offer condolences.
- Answer any questions he has for us.
- Let him read Jiraiya's will.
- If he's willing and doesn't already know it, give a quick rundown of Team Uplift's story, how we became the Goketsu, and what we stand for.
- It might actually be best to delay his adoption for a while, or be tricky about it:
- There's no precedent for what happens if the last member of a clan is adopted into another clan, and Hiashi would argue that Naruto should lose the Uzumaki seat.
- If we can vote in a Hokage favourable to us, we could convince them to rule that you wouldn't lose the Uzumaki seat.
- Alternatively, we could simply bind the Uzumaki and Goketsu so close together that they're the same clan in all but name.
- Or you could adopt someone else into the Uzumaki and then get adopted into the Goketsu, so the clan just passes to them.
You know...Naruto's probably emotionally compromised regarding Jiraiya and his final wishes. Just sayin'.
Yeah, I'm being careful about how I approach the topic in my plan. I start off with 'delay' and 'be tricky' so it doesn't read like we don't want him in the clan, and then after explaining the issue the first suggested solution is to make it so Naruto can be adopted in without losing his Uzumaki seat. You know...Naruto's probably emotionally compromised regarding Jiraiya and his final wishes. Just sayin'.
I'd like to lead him on, actually. As in, ask about his current Clan seat and what will happen to it once he's adopted, and once Naruto realizes that it might be dissolved, ask what we could do to prevent that from happening. Let Naruto notice the issue and then we can propose solutions without the risk of sounding bad.Yeah, I'm being careful about how I approach the topic in my plan. I recognize that that first option is not the maximally preferred one, but I think it's the best one to lead with, since Naruto will probably react better if he thinks our first solution idea is to make the adoption work anyways.
Right. My new speculation is that the Sage isn't stealing other people's bodies, he is just sitting there in plain view, and an S-rank mind-alteration jutsu makes everyone else not question it. We're safe because we're on the outside.
That's a good idea, how about:I'd like to lead him on, actually. Eh? The only Deceit we'd be doing is the implication that we hadn't thought of the problem before. And if Naruto saw through it he would know that we're being sincere in our concern, with no ulterior motives.
