I am ok with asking Jiraiya, but bothering the Oyabun seems a bit much.
Well, we're asking Jiraiya first anyway. Either he thinks it's a bad idea and we abort, or he agrees that the book is hard to find and we don't miss the opportunity.

Maybe change 'keeps the civilians happy' to 'makes civilians more productive?'
I doubt Ikeda cares much about the happiness of civilians, but their productivity is much more relevant to her (and to other ninja).
 
More information on the man himself would be useful, but mostly, an elaboration on this:

It could offer some insight into Ami's goals, and it's less likely to go poorly than directly asking Keiko about her sister's allegiances.
I would love if this was detailed in the plan, but it's not an absolute necessity.

We need to stop searching for the "Akatsuki book" and start searching for a book thats about idealistic ninja, perhaps even a story about ninja from rain. Maybe it's banned in Leaf or maybe it's banned in Mist because Yagura is gonna do a Yagura.

Kagome is also talking about the original Akatsuki version (not that Hazou has any idea about that) not the current version.
Do we know that Jiraiya isn't the one who wrote the book? He's a writer with a lot of pull, after all. Plus he knew Akatsuki personally back when they were all idealists.

Edit: Do you think it'd be interesting to mention the blood seal idea to Tsunade?
I think that would be interesting. She'd probably think we're overreaching, because it's so hard, but if she likes it enough she might ask Jiraiya (or Kagome if he's still alive) to make it for her.

Well, sure? So far we're just setting up the meeting. One goal is concrete: getting an agreement on our gambling activities that we tried to achieve on our first day here. The other is vague; if we decide to follow up on it by getting contact information of book-loving civilians, that's fine too.

I don't feel that the detail quite addresses my concerns. Since the goals of this section are to get more information on Ryūgamine and his connection to Ami/Keiko, maybe it would be best to ask about his political competence and similar useful information about him, as well as the nature of the training for Ami if Keiko knows that. Just my thoughts.
@faflec @MMKII any edits or suggestions to my plan?
Honestly the only major concern for me is that I don't think the discussion topic with Ami is the best way to go about it, but I'm not sure if changing that will go well with some of the other people who've voted for your plan.

As a thought exercise, what is Ikeda likely to want to get out of Hazou now?
From Ikeda's perspective:
I just seduced a fellow competitor, who happens to be the adopted son of the freaking Hokage. Obviously I already told my jonin-sensei what I learned about the Kurosawa, but Goketsu still seems to be smitten enough with me, and did ask me out to another drink. Assuming that he's still allowed anywhere near me after that opsec breach, what do I want from him? (Temporarily breaking character: As a side note, would just not being allowed anywhere near Ikeda be the logical thing to do? I can imagine everyone forbidding Hazou from going near her after a leak like that)

Well, he's one of my competitors, and it's possible that I'll have to fight him (especially if he wins against his sister). Maybe I could try learn more about what he can do in a fight? (Problem: he'll probably have been chewed out by his team about the first opsec blunder, so he'll be particularly on guard against opsec blunders now)
It might also be good to cultivate a relationship with the son of a foreign head of state. If we stay in contact after the exam, I may be able to learn useful things about Leaf, and he may even have another opsec breach. It could also be a good thing to be on friendly terms with the son of the Hokage. Leaf is allied with Sand, so perhaps I could help in negotiating favorable trade deals for my clan? That would be in the extreme long term though, after he's gotten a more important position in Leaf, and in his clan. Until then, the most important thing I can get out of him is just learning how to beat him in the tournament.

Conclusion: I should focus on learning things that will help me beat him if I fight him in the tournament, but if I get the chance to be pen pals afterwards I should take it.

I disagree with that. Armor jutsu is a Gouketsu secret, not Yamanaka or ISC secret. Ino'll tell either Shikamaru or Inoichi, they'll figure everything out (probably using the very clues we'll be planting for enemy agents), Jiraiya will be mad.

I agree that romcom bullshit is distasteful, but it's nowhere near as potentially disastrous.

I see. I think the reason for his visits to Ami would naturally come up if we asked why he stopped, though. Would that work?:
