In principle I feel like Noburi getting tested could probably be done as an offscreen part of this plan, but I know the QMs love writing creepy Kabuto scenes.

...also, @eaglejarl, Jiraiya did give Noburi tacit permission to discuss Shadow Clones with Kabuto, right? Or is he gonna give him a description of tests to run, or something?

@Oneiros, why do you want Kei to talk to Sunny? Seems like it should be either Noburi (medic, charisma) or Hazou (idealism).

Yep. Just thinking about how this would go:
  1. Immediate civil war. Not only the obvious reasons, but this would also play merry hell with bloodline abilities and get the clans yelling about that.
  2. Reduces military manpower to 50%.
  3. Pushes Mist population over carrying capacity.
  4. Hits an education bottleneck, since ninja kids aren't much use unless trained. Plus you now need to give some of the kids crash courses in how to use bloodline limits no one could have known they had, and figure out how some of them are interacting.
  5. Genetic issues, since you can't track the parentage of the next generation.

While I can't say for certain, I would assume that Jiraiya's bottle-neck regarding Shadow Clones would be the mental drawbacks. If he really needed it, I'm sure that he could spit out a good number of clones, but the possible mental drawbacks would likely make doing so infeasible.

Then again, I see no reason not to inquire about this, as it would cost us nothing but a few words in the action plan.
 
Whats the deal with Hana coming to Leaf again? When do Hazou et al expect her to be here?

Yeah, so, just for the record, all the QMs are horrified by the various versions of the Ninja Handmaid's Tale that fall out of the premises of the setting. Some versions are more horrifying than others but thankfully less plausible, but the plausible ones are still *deeply disturbing* and I for one am all about them *never appearing in this quest*.

A question regarding chakra beast farms.

Wouldn't it be a security risk to have many Chakra Beasts in a small area? There is also upkeep to think about.

So wouldn't it better to instead have homogeneous farms of something like krill or small fish (or a chakra beast variant if any exists)?

They're small and aquatic hence will be safer and have fewer escape vectors than terrestrial chakra beasts as long as they aren't directly connected to a lake or a river.

We may also be able to get a side stream of income by selling them for consumption. It's kinda similar to the Wakahisa and Koi fish.

Or if Noburi can drain plants then wouldn't algae (or some other plant) farms be a better. It would have lesser risk, lesser time investment and maintenance would be easier.
 
We need to ask Jiraiya and the toads about the viability of 7th path merchant empire. This could be an amazing amount of leverage over the pangolins. It can happen offscreen. All we really need is the reason it doesn't work, to see if we can work around it.

On a related note, it is amazing that the only reason chakra beast farms don't work is paperwork, safety concerns, and red tape. We set up shop outside the village, and no one can stop us.

It's always nice to see other characters having agency actually benefit us, as it sounds like the Leaf academy reform is going to proceed without Hazou having to micromanage every step of it.

"Number two: If I lose the hat, the people at this table are utterly fucked. The only viable candidates after me are Shikaku and Hyūga...well, maybe Sunny, if she cashed in all her markers and took her seat as sole survivor of, and therefore head of, the Senju clan. Unfortunately, Shikaku wouldn't take the job if you put a knife to his throat, Sunny probably wouldn't take the seat and probably couldn't win the hat, so Hyūga's in. His clan has all but declared a vendetta against me, and by extension against all of you. With the power of the Hokage linked to his clan's economic and political strength, we'll be destitute in minutes and dead within a year. He'll put all of you on mission after mission, back to back with not enough recuperation time, until you're killed. Am I the only one reading this as scaremongering? It's plausible, but it also requires Hiashi to either be stupid or really hate Jiraiya to the point of abandoning reason. If he gets the hat, his position will be unassailable. Why then, would he waste money and political capital on this chicanery, only to force Leaf's strongest ninja to defect, weakening the village significantly and being forced to spend even more resources on tracking and killing us. It just seems like such a poor, emotionally-driven move from someone who's supposed to be an experienced career politician.
 
This is only two scenes because it's not like we'd get more in an update anyway. The girl talk conversation is with Akane because it seems more likely to work, and Akane was going to have to find out anyway.

[X] Action Plan: A Plan where the most important stuff takes priority

Hazō builds a thing
The goal is to prototype using macerators for thrust.
A macerator is used to repeatedly seal and unseal a solid object. This produces thrust. Depending on how fast this can be done, and properties of the macerator, this thrust may suffice for freeform flight at significantly greater than ninja travel speeds.
  1. Test whether macerators expel contents at a speed relative to the seal, by unsealing when moving. This affects maximum velocity.
  2. Build a proof-of-concept sled like the diagram. A boat will also work if a body of water is available. Something with wheels would be ideal if already at hand.
    1. Go somewhere with open, flat ground that is OPSEC-safe.
    2. Try to smooth ground and reduce friction (eg. with a layer of mud/ice/etc.).
    3. The base can be made of two wooden planks.
    4. The area to catch the unsealed object should be strong; a ninja-wire net might work.
    5. Try to keep weight down.
    6. The object to seal-unseal can be steel or granite. (Start light, but build up to full speed.)
    7. Use seals to block sound; it'll be super-loud otherwise.
If this works, the sled should accelerate ~10m/s every time the object is unsealed. Two unsealings per second produces equivalent thrust to the von Ohains engine, whose aircraft reached 435 miles per hour.

This should not take long to try; the goal here is to get quick information within the day, not build anything final. It's OK if this is a crude, hacky prototype.

If this works, tell Jiraiya about the discovery.
  1. If the object is unsealed at a speed relative to the seal, an aerodynamic design should allow for very high top flight speeds.
  2. Getting the seal-unseal actions on a timer, or making seal-unseal a single action, will improve the design significantly; ask for tips/plausibility.
  3. Automated versions will work even better as payload-carrying missiles, since a lower weight doubles effective thrust.
  4. Higher capacity seals or greater output velocity matter.
  5. Further creativeness on our part has political ramifications; discuss.
    • Should help keep the hat.
    • Ideally this gives us more freedom to act on the Pangolin issue.
      • This is the main reason I care about this.
For QM convenience, here are some reasons this may fail, or that others would not have discovered this.
  1. There might be a low durability limit to macerators
    • 100 unsealings suffices for a full minute of high-speed flight, so it would have to be pretty low
  2. There might be a prohibitive minimum time delay between sealing and unsealing
    • we can brute-force this by having a rotation of active seals (unseal A, reseal B, unseal C, reseal D, ..., unseal Z, reseal A)
  3. Macerators might only provide thrust for objects they chew up
    • (and chewed-up objects are hard to reseal)
  4. This might be a result of the small number of people who sealtech like ours
    • seems plausible since most people only have a few seals, and normal storage seals are stabilized
  5. This might be a result of needing a fairly sturdy contraption
    • repeatedly hitting something with 100kg of steel is quite a stress-test

Hazō achieves enlightenment
  • Hazō goes to meet Akane.
  • Hazō wants to talk about their recent argument.
  • Hazō tells Akane that he was worried she would break up with him.
    • It took him by surprise and he doesn't want to get in that situation again.
    • But he's very glad they're still dating.
  • When things inevitably go wrong, Hazō attempts to stay calm and listen to what Akane says.

Specifically, my model of how-I-think-the-QMs-intend-to-characterize-Tsunade responds poorly to overtures intended to garner political clout, with her values being merely an afterthought (even if said overtures were well-intended). Understandably, she might be jaded and long-since passed being hopeful for change. If this is true, Hazou can credibly, truthfully, and sincerely claim that isn't the case. Rather, we support Jiraiya because he's the best shot we've got for getting the impact we desire, and we'd want to support Tsunade too for the same reasons, regardless of who's hokage. This makes us natural allies, and really and truly, her support of Jiraiya would make it easier for us to affect change.

If that doesn't work, we can change tact and call her on hipocracy and bullshit. Hazou might spend a few weeks recovering, but I'm pretty sure that'd work, and no one else would have the gall to try it (Jiraiya included).

Not opposed to doing this, but I am definitely willing to take risks to get another S-ranker on our side.

Go find Tsunade with Noburi, talk to her. Listen to her on what she want from the medical corp, but don't make her promise anything.
