I think this is the only major counter we haven't taken into account.
If you have suggestions, please tell me because I have no idea how to prevent this. You know, beyond killing/maiming them.

This one. If we collectively put as much effort into finding issues for good outcomes, I'd bet we could even come up with compelling reasons as to why we shouldn't have been granted Leaf citizenship and why Jiraiya should have had us killed the first moment he could've gotten away with it.

Yep. This is one of the negatives of the word count limits - I would've much preferred to just write exactly what you wrote there. In hindsight, I shouldn't have accepted @faflec's edits until we actually started to hit the next threshold.

That's kind of tough. I want to say to just do it if the rest of the team look like they'll accept it. He'll likely have a good explanation, which will likely be very convincing utter bullshit. I don't know if I want to take chances against his socials. I'll clarify this section after we discuss it a bit more.

That's fine, as long as she doesn't do something extreme like only wanting to keep Pankurashun out. Rest of the plan doesn't depend on specific Pangolins or their number in any way.

Hm, my understanding is that you can give people consequences by over-draining them a bit. But yes, if they surrender, we drain them to unconsciousness and they get to keep their word halves. If it's a problem, I think we can skip the injuries - I don't expect many surrenders, especially not from top teams. Will revisit this.

'Friendly participants' will keep their word halves and will not be chakra drained or given consequences.

Yeah, also, uh... our seals aren't really all that dependent on our team being immune to and/or using them themselves...

According to @Adept_Woodwright's calculations it's only at point blank range that our banshees can pop eardrums, and they haven't trained extensively in use of seals in combat as we have.

2) Idea for countering/stopping any accidental, resurrection and fleeing/ambushing afterwards:
  • Spray captured opponents with Perfumerator so that tracking them down later is easy, if they somehow escape.

3) Maybe add "Suggest" or "Recommend" to Keiko's proposed Pangolin loadout. She is the boss with respect to that, and we don't want to directly undermine her agency.

I mean, honestly, we don't need to tell Keiko what to summon at all. Just say something to the effect of "Bring out enough to reliably take out the facilities, then start the pain train."

She can make those decisions for herself.

1. What do we do if Kato lied about his chakra capacity? I'm inclined to drain him if the rest of the team agrees, and not listen to excuses.

2. How many "friendlies" do we let each person designate? One per person sounds ok to me.

3. Do we injure people who surrendered to us? I don't expect many surrenders, and certainly not from top teams, so I think we can be merciful and just drain them to unconsciousness.

I disagree with that on principle, and I think the value of our teammates having the seals is greater than the potential for an opsec breach.

Only impose limits if the number starts getting too high or if people start abusing it.

edit: as in, ask if there are any people they want to be designated friendlies, and if someone lists off like twenty people or everyone's got three guys they want spared, then revise the offer.

  1. I'm mostly in agreement. But I would make sure to grill/isolate him if everyone else doesn't for some reason.

  3. I...would rather we injured them anyway. Remember that it's not just them that get points (or fewer negative points, whatever), it's their whole team. It becomes worse if teammates of top teams do the surrendering. We do not want to screw ourselves over surrendered enemies.

I don't think we can allow a sizeable cohort of people to get to Round 2 without Moderate Consequences. In agreement with @faflec there.

Exactly how do you propose our teammates -- every single one of which is a melee combatant -- use seals that explode in goo?

"Bonfire!" the male proctor shouted, dropping a small red pebble before turning and leaping up the side of the building nearest them. The woman was right on his heels, another red pebble falling from her hand as she went.

Of her team, Noa was first off the mark, fight-or-flight washing away the exhaustion of no sleep. She was halfway up the building when the pebbles hit the ground and erupted, throwing iridescent goop everywhere. She was barely out of the blast radius, but Hironori and Eisuke weren't so lucky; from behind her she heard squelching sounds and cries of "Hey!", but she couldn't stop to help. She needed that paper or she'd be disqualified!

She came over the edge of the building to see the two proctors were already halfway across the next roof. A third person, a young woman with wild green hair and a Sand forehead protector, had clearly just jumped from the roof Noa was standing on and was racing after the fleeing 'proctors'. For just a moment Noa allowed herself to hope that the other woman was a real proctor out to catch the fakes, but she pushed that thought aside. Her luck was never that good. This woman was almost certainly a confederate, meaning it was going to be three-on-one odds. Well, fine. They weren't allowed to kill her and she was already going to be DQ'd if she didn't catch them. Besides, if they thought that numbers were enough to defeat her...well, they might not like what happened next.

We should injure as many people as possible to reduce both the points they and their teams can earn and to reduce competition in the next round.

I would also vote for Goo bombs to remain with Keiko (and maybe Noburi) because they are most optimally used by a ranged fighter.
Also neatly resolves the potential OPSEC threat (meh) but more importantly the possibility of snaring one of our melee characters by accident or betrayal. Keiko is really, really good at aiming them.

  • Debrief allies on dossiers & general facility layout.
    • Be vague about Leaf teams.
  • Carrot and Stick:
    • If Teammates seem to be uncooperative or suspicious note how flexible we are with taking everyones interests into account.
    • Subtly drop hints regarding value of having good working relationships the Hokage's children.
    • Keiko pointedly reminds them that betrayal is unwise, slyly asks Pankurashun what Pangolins do to traitors (Intimidate).
  • Distribute seals:
    • Explosives: Encourage liberal use.
      • Training tags for people.
      • Weapon:2 for demolitions.
    • Oxygen Mask: Protect from Doigama's poison.
    • Earmuff seals: Banshees.
  • Suggested Summons:
    • Pankurashun.
    • Pandajouru/Pangaya (bring out before combat starts).
    • Panashe (may delay until after defeating designated Blue Team).
    • Other Combat Pangolins (as chakra costs allow).
  • Roles:
    • Scouting/Interference: Panashe, Doigama, Kato.
    • Support/Ranged: Keiko, Noburi, Gomi.
    • Assault: Everyone else.
Strategy:
  • General:
    • Scout ahead. Prioritize quickly obtaining broad view of situation and avoiding capture.
    • Overscrew enemies:
      • Destroy documents.
      • Put Red Teams in cells.
      • Give Moderate Consequences (ideally chakra drain).
      • Steal word-halves.
      • Perfumerator enemies (if they're freed, tracking becomes easier).
    • 'Friendly participants': Can surrender without overscrew (above). Teammates/objectives treated normally.
    • Keiko: Intimidates captured top teams, stop them from attacking us R2.
  • Breach our designated Blue facility first. Recover key/documents. Clear/mostly clear site.
  • Afterwards:
    • Take enemies' chakra, redistribute amongst ourselves.
    • Signal ISC.
    • Scout non-ISC sites.
    • Deliver documents to proctor station in force.
  • Repeat for other sites. Fight ISC-containing team last.
    • Prioritize softer targets & Red Teams (harder to pin down).
Combat: Shock & Awe.
  • Use overwhelming force.
  • Keiko: Open with thrown Goo Bombs/Banshees.
    • Ideally use in open spaces.
    • If in buildings: May throw into enemy-filled rooms.
  • Assault: Engage stunned/immobilized enemies. Pangolins lead.
    • Hazou: Use Pangolin pepper Macerators, but avoid friendly fire.
  • Interference/Support: Throw explosives/Firelog Macerators to distract/intimidate (and also give Gomi light for Genjutsu).
  • Support/Interference: Watch for retreats/reinforcements.
  • For buildings: Breach everywhere simultaneously, clear by room.
    • Focus enemies, check traps afterwards.
  • Chase fleeing enemies. Don't chase individuals if hard to track.
Contingencies:
  • Enemy teams blatantly violate rules? Fetch proctors.
  • Doigama/Kato: Maintain OPSEC regarding missing-nin activities/Leaf politics. Track seal use if they cheat on returns.
  • Non-top team candidates surrender? Accept. Do everything as normal, but leave word-halves.
