After examining all relevant testimony, Captain T'Leea has been found to have cause to answer for the damage incurred by the USS Salnas, and she has been set aside from duty pending a full Courts Martial. At the same time, her Chief Engineer Commander Jonas Hopper has also been charged, and will face the Courts-Martial. As with Captain T'Leea, he has been stood aside from active duty to answer the charges of the Court.

Disappointing - I was hoping for an unrelated cause. T'Leea has had a pretty decent career as a captain. She captained the Winterwind from 2309 (when it was commissioned) to 2311, when she changed over to the Salnas.

Captain's Log, USS Cheron, Stardate 23745.6 - Captain T'Mina

Together with the USS Winterwind we have located and explored a number of fascinating ruins on the edge of Indorian space. It appears to date from the time of the Tkon Empire, several hundred thousand years ago.

Naturally after so long a period of time the dig site has left little of concrete value, but anything from such incredible times has the archaeological community very energised.

Last month we facilitated a mission by the Diplomatic Service by delivering one of their delegations to a new Indorian colony world. We have now been forced to request backup. An unknown force has absconded with the diplomats shortly before we were due to return for the pickup. The USS Sarek has reported themselves to be en route to assist. In the interim, we are attempting to identify clues as to where they may have gone, and render aid to the locals, who sustained serious facility damage, though no loss of life, in the attack.

Following on from the Syndicate slave raid in Amarkian space, we have been rendering aid to the affected settlement. During the course of these exercises, my science officer has noticed unusual energy signatures in trailing orbit of the colony world. After further investigation, we have found an unauthorised observation satellite that we believe was put into place using probes by the Syndicate to conduct surveillance on the colony. By taking this satellite apart, we have traced part of the signal back to what I must admit is a cunningly hidden listening post in the Alamaede system. By cautious approach, we were able to capture the listening post before it could be self-destructed, and was able to recover some data that had not been wiped. We have forwarded information to Admiral Toor's task force.

The Captain of the SS Red Capp has surrendered their crew into our custody after our inspection found them to be carrying contraband from Broken Chains to Selindra. Their efforts to create passive sensor dampening were novel, but unable to spoof modern Excelsior sensors.

I am endlessly amused that this mild mannered XenoPoli-science expert thay awkwardly gave briefings to Nash has somehow drifted over into special ops over time. It is quite amusing
 
Ambassador's Log, Morshadd, Ambassador Elisa Bairn, Stardate 25331.4

After pushing the Licori rather more intensely, using our own experience with a mentat rampaging through the Vulcan sector, we are getting a reluctant admission that the Ked Paaddah were on the receiving end of more than one incident of a similar manner. When considering how angry even our normally unflappable Vulcan friends became about this incident, the reaction of the Ked Paddah is perhaps ... a little more understandable.

The atmosphere around the Federation Diplomatic Service has certainly moved rapidly away from advocating for an intervention on the side of the Morshadd in the last few months.
I feel soooo vindicated. And people were telling me that the FDS wasn't getting biased reports. :p

Captain's Log, USS Odyssey, Stardate 25331.8

The newcomers are the Laio, a race of eager young explorers from Laian, a world two subsectors coreward of Gaen. They achieved warp flight about fifty years ago, and were developing their own way. They have met the Ked Paddah, and have only recently met the Gaeni and the Honiani. And now, of course, they have met us.

They are tall, averaging in at six-foot-six by the old measure, but bean-pole skinny. I think they'd make pretty decent pace bowlers, actually, if it wasn't for their friendly nature.

EVENT RESPONSE

During Q4.M1, both Blizzard and Lightning responded to an event, and both Cheron and Yukikaze likewise responded to an event at Merfara. I only allow one response per quarter. Remember that events are still rolled per quarter, even if I present them by month nowadays to make them more manageable to read and write.

That actually creates a problem for us, one that's going to get worse as ship Defense values increase. The better ships get at responding to events, the greater the risk that ships will 'double up' on a single event and leave no second ship available to deal with the second event. Given that mechanically, having two ships hit one event and zero hit the second is much worse than having one ship for each event, this creates a rather ironic perverse incentive, where we have to hope that our ships don't help each other out.

Is there a mechanic by which a second ship whose help was unnecessary to resolve an event can go off and respond to a second event instead? Because if not, I can imagine this event mechanic getting kind of out of hand in sectors where we've got, say, two Renaissances as our response force. They both have good Defense so they both pass their reaction rolls, and they keep winding up 'doubled up' on single events to the point where the second event to happen in their sector nearly always goes without a response.

To be fair, something like this could happen in any sector where we only have two ships, and that's described a lot of our sectors for a lot of the game. But yeah, it's definitely a troubling development and one that illustrates problems with a frontier-heavy deployment posture.



SHIP TO SHIP TARGETING

Isn't there a targeting priority that focuses on damaged ships?
Now that you mention it I seem to remember there might be something along those lines. On the other hand, if so, it probably focuses on ships with hull damage, so I expect it wouldn't change much when we're only worrying about target shielding.

Not strictly true. If you look at the Battle at Deva IX logs, you'll see volleys of enemy fire at the Endurance at times, even when it still had high shields. It wasn't a constant stream, but in at least 2 instances, it seemed like most of the enemy ships were targeting the Endurance, some for more than a single "round". More than would be reasonable than by simple random chance. Shield also suffered some volleys but to a lesser magnitude.
I am really skeptical of this, if only because it implies that the Sydraxians have access to weird unknown doctrine techs like "hack the combat engine by concentrating fire on a designated opponent" or "sticky targeting" that we simply don't have any access to in our tech tree at all.

I think you're seeing statistical clustering, not causation, there.

My plan would be to move it to Ferasa and get the sweet anti-Syndicate Impact train rolling again with the Renaissance's Presence 4.
Cheron is already in Ferasa Sector, right? Current events are making me want to send them to Amarkia sector, it'll help mollify the Amarki who are probably going to be livid about this. That's the place we seem to most urgently need an 'almost an explorer' ship.
 
We could try cutting a deal - if they cover the pp cost of creating a new VA position, we agree the first person in that role will be Seong-ho? Does he give a bonus?

As SWB pointed out, Sousa's deals are a limited resource that we should reserve for options that normally aren't available to us. Anything that we can buy with pp directly, should be bought with pp (even Starbases, as that was something I previously suggested getting a deal for).

A couple things: The Sydraxians no longer hold Deva, and there's a now-dead Amarki colony by Selindra.

Also a thought-- we should trace the Kadeshi journey, possibly on a separate map.
 
Sooo, totals with regards to Orions...

60 of our Cost carried over from last year. We had a total of 33 Cost this year (0, 8, 15, 10) and we have Resilience 32. Only 1 Cost applied, hah! So we'll get (rounding up) 37pp from our yearly. Will half of the total cost (61) carry over, or will just the 1 Cost from this year carry over? If the latter, we are SET.

Total Impact is now 426. A bit lower than anticipated, but oh well. Possibility exists for us to have overestimated by up to 7 Impact, but unlikely.

We are now at 175 total pp for the year, in addition to the +37 from our yearly income, and we still have another set of Captain's Logs to go. So at least 212pp to spend which is awesome. Probably going to be around 230 or so, so we can afford to really expand some berths and get starbases and shit. Maybe even promote some Rear Admirals!

I just want everyone to be on board with what a diplomatic push can actually accomplish here. It's most certainly not going to "get them onboard" or "cut off some of the Sydraxian' resource flow". The best we can realistically hope for is to open up some lines of communication so we get expanded intelligence. These guys are firmly under Sydraxian thumb, and a few diplomatic visits won't change that. In the worst case, it's Bajor 2.0 and freaks the Sydraxians out so much that they go whole hog and simply install a puppet government. Not saying it will happen, but it's possible.

Now you can argue that better communications is worth the 20pp, but I'd probably rather have a starbase or a new vice admiral position or make Seruk retire. I just don't find what we can actually achieve for 20 pp to be worth it.

Personally, I think that raising the Gretarians to 100+ relations will give us the opportunity to start down the road of prying them away from the Sydraxians. It may also let us do things like the Cardassians did with the Dawiar and arm them sufficiently to defend themselves. Hell, if we're going to be really cold, forcing the Sydraxians to pull a Bajor and invade them will tie up resources and time that they can't spend in the GBZ attacking us.

Seems more like a Sousa deal to me. I still like the idea of approaching the Council about hiring some of their frieghters or shipyards to held reduce our freighter crunch, while simultaneously improving relations with them. I mean, if a special Council session option appears I might vote for it, but we can't request the option. We can only act on it if it appears.

Before the 2312 Snakepit, Oneiros asked if we wanted anything included in the Snakepit and several people asked about Sydraxian options. Voila, instant Council session option. Given that we have so much PP now, I would very much prefer to spend 30pp on a session than use a Sousa deal. I'd much rather, say, do a deal with the Hawks to get a +2/2/2 Academy expansion. Or open up Officer/Enlisted school options like the Science Academy for Techs (+1 crew for 15pp).

I'm opposed. Those ships are going vital work bringing us extra resources and political will and research points.

I would agree, but I would also note that I do not want to release the EC for combat ops for extended periods. I would like to gather them up in a murderball with every Member World ship and Starfleet ship we can spare and go kick the Cardassians out of the GBZ while killing every starship we can over the course of a quarter. Given how the combat Calculator works, 5 EC Excelsiors with heavily boosted stats will allow us to complete such an operation with relatively low casualties. And if we can force them to battle, we can probably kill quite a few Jalduns and maybe a Lorgot before we force them out of the GBZ, then go deal with those who have been left behind.

I have to go for Border World focus. We need to drive hard for that and then for Mutual Support. Then we can swing back around and get "To Boldly Go".

Yeah, reasonable. If we can afford to boost twice we can get each tech in 2 research turns. IMO we need Mutual Support quickly or the penalties from not responding to events because of the GBZ are going to kill us.

There is. Lone Ranger means multiple Explorers will respond to different events. If we cover sectors with light explorers instead of general cruisers then we would be fine. Being Starfleet, we can afford this.
 
What are our possiblities to do a deal for larger-than-normal Academy expansions or founding a new satellite campus on one of our newer members? (Amarki, perhaps?)

There are apparently already many Academy campuses. Amarki already has one in all likelihood.

We actually got a breakdown on this awhile back during our discussion about personnel and training; only the original four members had satellite campuses. So no, they don't. The other thing is that our Academy expansions are size-limited and we haven't been able to buy multiples, so seeking a way to get a bigger one is not something we can get with PP.

Generally if something isn't important enough to get some sort of name attached to it I don't put it on the map (the Listening points were plot relevant, some of them do have names attached and the colored symbol alone is enough to be reasonably informative). I didn't put the previously discovered pre-warp civilizations on it either, though in this case we at least have some info on the location (but not enough to know the sector due to being so close to sector borders).

What do you see that we need that we can't get for PP?

I mean the one thing I see is Aux shipyards. Yes, I know we've got the one the deal forced on us coming up, but we owe the pacificsts 8? Cruiser-scale hospital ships and we need freighters ASAP, not in 2322ish.
