I'm not going to weigh in on the logic of either side's arguments, but I will ask that everyone read over what they write and really consider if the words they used are polite and won't be inflammatory intentionally or not. It is. As long as the action is related to grudge we can get +1 action on it.

@soulcake Once Vragni's CoC has been completely erected and opened for business, could Snorri lease a workspace there so that he (Snorri) can examine the runes in the building?

This is how you give him an Aneurysm and get a Grudge levied in a two for one combo most likely.

Given that Grudges give the Grudge-levying Dawi a bonus to actions and a chance to proc additional actions relating to clearing the Grudge (as I have just learned),

Getting Vragni to levy a Grudge against Snorri means that Vragni will be more productive in trying to one-up Snorri, which means that there will be more Rune-lore, Rune-works and/or Apprentices being produced by Vragni, which benefits the Dawi community at large.

Since Snorri is a pragmatist who cares most about the welfare of the Dawi community as a whole, he would want Vragni to levy a Grudge against him.

Therefore, Snorri should lease a workspace and/or enrol in a class at Vragni's Citadel of Creation once it opens for business. The Grudge to be levied by Vragni against Snorri would be a benefit, not a downside.

@soulcake I'm not sure who won, more people voted for war, but the other details were divided those between a few other options. But the ones voting to go to war were more then the ones that didn't. Is that just ignored, do we do a run off, or did war win?

Its counted by the Plan that won, not individual details across all of the Plans.
 
The Grudge to be levied by Vragni against Snorri would be a benefit, not a downside.

It would be a benefit for awhile, but if a Grudge is unfulfilled for too long there are maluses.

A fresh grudge will give you bonuses to completing it, keep them for too long and the maluses they incur will outweigh the benefit in question.

Also a Dwarf with a Grudge is not really reasonable. If Vragni declares a formal Grudge he will do everthing in his power to ruin Snorri. Right now all he is doing is trying to curtail Snorri's influence in the Far North.

You both have made assumptions about how voting works which are not correct. As Catpetter says this quest, and a number of similar quests on SV have always worked by what plan wins the plurality of votes.

I don't think it will have as long of a wind up because trading the AOE of banner and structural to work on either just the item it is inscribed upon, or the user's kit is much more in theme for the Talisman category - and trading AOE for a shorter spool time is a sensible trade in my mind.

Personally I don't expect it to be truly mobile and still have some kind of spool time, but I also expect this issue is entirely fixable using T4 Greedy Troll Hearts. Because BA used a T5 greedy troll heart and that seems to have been what created the mobile tap, greedy troll hearts are energy oriented upgrades so it would appear they do something lesser but similar. And we only need similar, because BA is fugging nuts and its tap is complete overkill.

Not that the original saga has been forgotten--that would be a massive shame on the part of the skalds of Kraka Drakk, for it has been said that so moved was the Gift Giver by the song written in his name that he had deigned to listen to it five whole times in a row. No, the proper saga remains a popular, classic offering at great feasts, celebrations, and even by the throng of Kraka Drakk when on the march. Rather, this summarized distillation was created for a very simple and specific reason...

You see, it's a lot easier to get dwarves to properly listen to an entire song when it's a considerable number of verses shorter, especially if they're in the middle of being blackout drunk or are extremely busy with their own work. This version is thus usually sung at taverns or on the street when most dwarves are too distracted with their own matters to spare the time to listen for too long.

Master Rune of Runic Amplification (Adamant and Elder Magma Wyrm Heart), Thungni (Elder Magma Wyrm Blood), Siphoning (Ancient Greedy Troll heart)

A circular clasp whose seam depicts a shimmering and glowing gate to the glittering realm. On each half of the clasp the runes of Siphoning and Thungni glow, surrounded by 'runes' from the early days of runesmithing, inlaid with drondril in imitation of runelight. There are also streams flowing from the gate and into the clasp, of powdered hearthstone painted on and tiny shards of an invisible diamond embedded along them. When separated, the halves reveals the glittering realm, filled with even more 'runes.' thungni stands there, formed with inset plates of various metals (thus forming color), holding the master rune of Runic Amplification aloft, along with various other runes surrounding him, hovering.

The backplate (where the depiction of the glittering realm rests) is part of one of the clasp halves, and as such is adamant, with inset plates of Barazgal forming towers and structures, while helder frost wyrm horns form the stony walls of the cavernous realm.. The entirety of the backplate is covered in this coating of powdered hearthstone at various intensities, giving the impression of shining mists. Invisible diamond shards embedded in the metal, like snow in the air, making it all glitter like it's namesake.

Theme: A shimmering gate from which the power of the Ankor Bryn, deep in the earth, flows to the surface by the will of Thungni, empowering the works of his descendant's, sinking the magics of the world to become more of the Ankor Bryn's power within the deep.

Two versions because I disagreed with trying for a set combo with it but wanted to let them try if they could get the votes for it cus they seemed to be enthusiastic about the idea.

That, and a quick reagent update as we have spare Ancient Greedy Troll Hearts and they'd probably work better being Energy focused anyway. Also needing an Elder Wyrm Heart would be inconvenient for ordering plans as I'm told.

My expectation is that following the precedent of the difference between banner and structural version of the runes, it will function the same save for the area of effect.

Thus the recharge rate and the mobility will be the same, but only items carried by the person with the talisman/the talisman itself will recharge faster. This means you don't have the potential issue of saturating the Rune of Siphoning by splitting the effect between multiple 'hungry' runes that need a lot of energy to recharge, but otherwise the effect is nearly identical to being under a banner or in a structure with the Rune of Siphoning.

I would similarly effect adding reagents to change the area of effect rather than anything else, but I'm less sure of this.

I suspect the recharge rate and mobility are fundamental constraints on the rune that can only be changed by the next stage of Movement Research, not by reagents or the form.

I could be wrong here, but I don't think we should get our hopes here too much. I don't the change of form or the reagent can bypass what I suspect are fundamental constraints on the rune. Snorri had intended to introduce a mobility feature, but gave up on that completely and tabled the research until other prerequisites were done rather than experimenting with reagents, which I think he'd have automatically done or it would have opened up another Movement of Things sun-option. Similarly with increasing the recharge rate. If such relatively trivial changes could have so improved the Rune of Siphoning I suspect he'd have done them.

Instead the research tree locked after only developing the structural and banner versions. My suspicion is that this is because the other forms of the Rune are largely redundant with them. It's not guaranteed that all forms of a rune will have more than very niche utility - see some of the forms, such as the talisman version, of the Rune of Awakening.
