Looks to me like Sabrina's having no trouble actually controlling them, but she is having trouble expressing herself when narrating for our benefit. Which has interesting implications for the metaphysics of the quest.

Well she seemed to have issues of controlling one without controlling the other and had one body reacting to sensory input from the other... it seems.

But what about three Brinahugs at once? What about that?

.... make pillow/quilt fort and drag Mami in to enjoy the comfyness.

Mami: Where did you get this idea?
Sabrina: ... Perth.

I didn't have trouble identifying which Brina was which. There was always immediate context to make it clear which Brina was being referred to.

On re-read, I have to point how cute this is, though:
You scramble up your arms, so that you're cradling yourself and the chibi-Mami in your arms as you rejoin Homura and Mami.
Sabrina cradling Chibi Brina and Chibi Mami.

OK, so looking it over.

When taken by suprise

And then she squeals, and reaches for you, two giant arms sweeping down from the sky to grab you even as you laugh and release Mami from your own hug so that she can grab you and cuddle you to herself.

Sabrina doesn't seem to realize which body is getting the sensation.

She does seem to be able to track it when she is taking action or when she is expecting it.

You -the chibi you- squirm out of Mami's hug and clamber onto her head,

But not always...
Mami shakes her head in quiet disagreement, nearly dislodging you from your perch atop her head. So you naturally take the opportunity to cling tighter to her chibi, giggling happily. And just to be fair, you hug Mami closer, too.

So, Sabrina can keep track of which is which if she pays attention, but receives some minor confusion/mixup when not paying attention or suprised.

...I think we may have finally found a limit to Sabrina's obscene multitasking capabilities...

Granted, this confusion is surprisingly minor. She is handling this remarkably well given how monumental duplicated "input devices" must be; it won't take us all that much effort to get used to doing this seemlessly.
But right now, it does seem a bit awkward.

It's all how it's phrased. Sabrina never actually misplaces a sensation or sends commands to the wrong place, she just has trouble narrating because she has no metatextual devices to lean on and insufficient communication protocols. The "arms sweeping down from the sky" are illustrative and Sabrina knows immediately that they're coming for the chibi, and she has no trouble letting go with her main body. The "You - the chibi you -" bit is specifically a hiccup in the narration rather than the control; she instinctively controls the correct body and only has trouble explaining which body she's controlling to the user because she's got such instinctive control over both of them. She's perfectly capable of controlling them and does so flawless and seamlessly, but has trouble telling us about it because she doesn't have words for it. I suspect that if we scaled to a thousand chibis, they'd all run perfectly, but Sabrina would have to resort to devices like "swarming" and decompressing events so the narrative takes longer than actual passage of time. Think about how Taylor narrates her swarms in Worm.

Yea, I do think some of it is an artifact of keeping the narrative flowing (making it clear that Sabrina can keep it straight at every place she was able to would make it more awkward to us to read it), but given Firn's responce above, I think at least some of the narrative mixup is reflecting actual in-universe confusion.

Well, she can be if we want to.
Wait, damn, I must retract my statement:
"Cuccos."

"They can't hurt you. It's OK."

...

Damn it, Sabrina's got a problem with birds.

Does that mean she's a Grass, Fighting, or Bug type?
I think Dark types are immune to Phychic.

Also, not really a fighting type.

And while we don't really know, I don't think Sabrina was grown from soil.

That means she's a bug.

We don't actually know that. Fearing the mindguca doesn't mean we won't give them a terrible headache with our mere presence.

Also, we've got wings. You know what else has wings? Many bugs.

You know what else is called a bug? A defect in a program...

A problem inside a System.

We're the System Breaker Magical Girl.

We're a bug in the system.

Sabrina's a bug.

EDIT: Also, Sabrina's Grief armor is totally like a carapace.

*Sabrina despairs*

"S-Sabrina wha-wha-what's wrong!"

*Sniffs*

"Mami... Am I... Am I a poisonous friend?"

"What- no!... Sabrina... You're the most amazing friend a girl could have."

"... Really?"

"I'm very glad you're here with me."

"But I think I'm weak to Phychic attacks..."

"... What."

"..."

"You're a Fighting type."

"But I'm not that good with melee..."

"But you're fighting... against the System."

"I..."

"Yes. That's right. You're a fighter at heart, Sabrina. You try to do the right thing and don't give up against the odds. I... I admire that."

"Oh... OK, then!"

*Hugs teh Mumi*

*Looks at Homura over Sabrina's shoulder*

*Shrugs*

"I hope I'm not a bug type, though. Gross."

*Frowns in consternation*

*Mouths: 'Thank you'*

*Shrugs*

*GASP* We could make a Chibi Spida!
Chibi Brina riding Chibi Rochelle, who carries Chibi Mami in her Chibi Pincers.

Make it happen.

... Also, I'll always be sad we didn't try to get Homu to hug Chibi Brina. Who knows? Maybe that was the way for Homu to understand the cuteznz of Chibis, and make a Chibi Homu for Madoka.

Now the chance is lost forever. Literally forever.

EDIT: Also remembered Rochelle went Chibi once. We can totally make Chibi Rochelle and it'd be like she crossed over for a moment.

Is that intentional, or is that just the way it happened to be phrased?
It definitely seems to me to be written to make the overlapping perspectives seems strange and confusing to the reader. Not to the point of actually annoying and confusing us so that we can't follow the story, but enough for us to realize that it's supposed to indicate as much.

Actually, has Homura ever let us hug her outside of timestop? She seems unwilling to let her guard down without being hidden in the moment between moments.

.... we need to get her a BUNCH of calming tea ... and maybe have Madoka asleep in front of her.... in Mami's apartment... with the doors locked... and Kyoko on QB patrol... and Sabrina giving her a massage.... after we've gone past where history ends for her....

then maybe she might relax enough to give her a hug.
