If the former, she could probably construct a weapon slowly with Sabrina removing the grief constantly to make something much bigger than she could alone...
Oh, and lest I forget: If Sasa hasn't contracted, you could just pull her into Time Stop. 'Yeah, magical girls are real, we know a bit about the future and you becoming one generally doesn't go all that well, and you are not going to like the drawbacks.' Not necessarily in that order and could easily be fleshed out some, but it might work, and there's plenty of room to shove a BEFRIENDING in there if you want to pursue that angle too.

We need to play up the Kirika, because that's the part people don't understand and makes them think we're just silly.
