Guys, look at what you're voting for. Founding a mercenary company AND capturing Trelli WITHOUT taking Vassal Support will take us over the vassal limit.
 
Yeah, its always been the case from what I recall that for Secondaries that we can do x2 and fuse them into a main: An example is Expand Econ -> Sec Expand Econ + Sec Expand Econ x2 = Main Expand Econ.

We are also going to be taking lots of PSN so we have to have in the range of +2 Cent per turn in order to actually increase Cent, which means main EJ's.
Okay, I'm almost convinced not going to war is a good plan. But there is still the problem of allowing the Trelli to become a pirate state stronghold. And we have never had a better time than now to take Trelli. If we ever want to open communications with the Khemetri again, we really should take Trelli.

How much centralization might we lose if we succeed in taking Trelli? Or is this something I should be asking @Academia Nut?

We could support Freehills by hiring out our banner to them. AN said earlier that they already have the best chance of holding Trelli

I don't want to hand them Trelli on practically a silver platter. Trelli's position is geographically strong, and really would make a good capital for the empire!

Good points on not wanting Trelli to become a pirate stronghold, and restoring contact with the Khemetri.



However, there is an option for solving this which entails us not going to war beyond our Banners (which nets us wealth income by the way), but deals with the pirate stronghold problem.
Rent the Banners to Freehills. AN has directly said that right now before anything is done, Freehills is viable competition for Trelli, and that they are interested is a logical conclusion. So if we give them the Banners they will obviously be thankful and our relations improved as we basically install them in Trelli.

The issue with being out of contact with Khem is that the city is in anarchy and the entire area is a mess. If that mess is conquered and subdued then contact can be restored. Helping Freehills take it means that this happens. Even if they do not give us straight access we know that we will still have contact with Khem, since that is how it worked for Trelli when they did not allow us access.

E: There is really no feasible way we can take it ourselves without a massive amount of heartache and headache and risk of death.

Also, Freehills is small enough that diplomancing them into a union or strong alliance and then diplo-annexing them is feasible over time. Or just refugee absorb them. We can play the long con.

Yeah. We want them strong because then they can make sure we can trade to our heart's content without investing fucktons of resources into keeping Trelli 1) ours; 2) compliant.
That's the point: stable neighbours who are not hostile are a boon to our trade.

I can trade vassal support vote for vote against attacking Trelli, preferably renting troops to Freehills.

City Support is mandatory unless we're taking the Food Tax.
Still helpful even with the tax too.
Otherwise we hadn't gone wrong with Infrastructure yet. We need Infrastructure policies to build Ironworks for free after all.
We want the ironworks to have a free Megaproject.

I have no idea why people are going for [Policy] City support (2 True Cities have their maintenance paid for each turn).

State your argument against infrastructure. I mean I know Vassal Support is needed because of unruly subordinates, but we can tank the hit for one turn.
