We've been doing roads. A lot of roads. In fact, it looks like we're doing some more this very update.
You are correct. We have begun doing roads in the last couple of turns, and are probably doing more this update. I am absolutely ecstatic about that; if you recall, here was my response to the option to build roads:

Thankfully, unless a major upset happens, we will have the roads. That is wonderful; it increases our centralization cap, mitigating issues from our True Cities; improves our temporary disaster resistance; and gives us enough centralization to integrate an 9th province and do Personal Steward actions to the max.



However, I would like to do more roads. As it is, we've never even seen High Golden Centralization, and I'd really like to know where the cap it. Furthermore, I would prefer our "resting" cent to be something like 4-5 instead of 2-3, since that means we get an extra point of disaster relief most of the time instead of only getting it temporarily when we peak up over our resting value right before dropping back down again. It also means we can afford to go below our resting cent safely, which isn't exactly the case it we leave it at 2.

Now, will I get to do more roads? Maybe; people seem to have warmed up to roads since Wildcat got fused into Stewards, so it is a distinct possibility. However, I don't think it is by any means a given.



Anyway. At least for me, Roads a good baseline for what we could do if we had an extra action to spare. If you prefer a different action as a metric, feel free to use that; I did give another example with 10x Expand Forest mains, which I think also demonstrates just how much that many actions represents.
 
I meant after the Palace was built and everything was reworked. Obviously we saw it before then.

Did you really not get the context there, or are you just being contrary?
Do you think our cent cap changed? I suppose it could have, but I don't know of any evidence to that effect... we did get a couple government type upgrades.
