We can build it with a secondary, however as folks above have said, getting it to level 2 is really a good idea. Especially since when we first got the annex options there was talk of the library and arsenal having Glorious SYNERGY. E: Plus a full temple(level 2 shrine) to complete the discussed synergy.

We will have to juggle absorbing provinces in order to gain more annex space. But that's for a good while later.
