Why did the provinces all do expand Econ? I'm confused, we were doing defensive policy and they had Econ to spend. We were thinking we'd get a midtern choice to change, yes, since they were going to run out of Econ. But it didn't happen. Why?
 
We have oodles of Diplo. Put pride aside and spend it. You don't fight the Khan, you just keep your head down and wait for crap nomad succession to solve the problem.

@Academia Nut Can defensive policy take defensive war missions and any of the warrior-expansion actions, or just walls+watchtowers? Why didn't we get the policy switch option?

We need to switch our policy to offensive so our provinces can expand our military as well as send war missions to the nomads. We, however, should devote our actions to streamlining Iron, fixing legitimacy and stability (resting at 2 stability will be fine), as well as econ expansion to keep up with the military costs.
 
Genocide is wrong, but if you want to pursue the extinction of the nomads as an independent politico-economic entity we'll need to expand up to the river, take over the river area to split the nomads in half, and then start pressing either west or east from that base.

I recommend West.
I really don't understand what about 'Nomads unite and decide to wage genocidal war because they view our frontier as a threat' encourages you to make our frontier even larger and harder to secure.

At the very least, wait until we've got the lowlands integrated and can afford to lock horns with the nomads more readily- because the real thing to take away from this is everyone insisting more steppe is a less bloody alternative to the Lowlands is full of shit.
 
I would suggest maintaining our defensive policy while main war mission against nomads. Our martial and economy score are insufficient for anything more than defensive spending.

And getting iron to come online for boost in production will cement our present and future outlook.
