Well paper sounds like something we can easily find out about via trade so while we won't invent it early we may possibly incorporate it easier than other civs.
 
Learning things from others restricts us to learning things that others are interested in.

If we want stuff that other people won't follow up on - keeping an equitable gender balance, say, or maintaining social mobility - we need to do it ourselves.

Also, if we want to go after paper, well, most other civs don't have our forests.
The thing is you can't say for certain what the others are interested in.

We would have been even further behind on metal working if we hadn't done those Sail Missions for example.

So like, can I just bring up Mulberry trees again? They're widespread and produce about as much paper per acre.

Mulberry is good, but the reason i want for bamboo is that it's a reliable writing surface that doesn't require paper making. It also double as building and crafting material.

If we have Mulberry then i'm firmly in the silk worm boat. Silk is even better than gold. Practical, light, easy to divide, and difficult to make without insanely stable living environment.

Easy, local answer for comparably reliable writing surfaces: wood. I'd be fine with bamboo if we kept it contained, it's just that it's such an invasive species.

Def in the silk worm tube but we'd have to find them.... and get them past Genghis Khan.

Bamboo...Bamboo... grows around all the world naturally, even on the Amazon rainforest and Atlantic forest, and would be a good material for scafolding...

I mean, the Fertile Crescent probably has a hardiness list equivalent to California, i.e. USDA 8-9. So it's unlikely that bamboo will grow unless we provide it with a location that is moist and cool, i.e. places where it would be better to grow food.

The mountains in our northern regions ~might~ work, though. If we provide the labor necessary to trap water up there, that is.

Totally true. At least it is in our tech base to do.

Why: If all we care about is getting paper, mulberry is just a better route. It provides paper at roughly the same levels and provides silk on top of that.
How: Study Forest; Trade Mission - Into the Wild + Sailing Mission.
 
I think part of it is that we are actually playing easy mode. We had ready access to metals, large animals, and disease.

Imagine if we had no cows or horses like the Mayans, or little access to metal like the Philippines. Or even if we had been stuck on a tiny island like the Rapa Nui on Easter island.
