I do not think Asuma would want to tell a rival nation that one of their jutsu is a city-killing weapon, or even hint at the possibility.
Definitely not saying it's a weapon to them nor that It's replicable, but I did say it's a jutsu failure waiting to happen.

And what is Isan's status at this point? I thought they were more of a subordinate village.

Observation: Adding mystery liquid to water (NB: how to do this safely?) causes it to disappear and bubbles to form.

Conclusion: Liquid is turning back into air.

How does the observation lead to the conclusion, in a way that makes sense to a bunch of feudal-era punching wizards? Or am I misinterpreting one of those two things?
They still know bubbles are made of air, in their nebulous informal sense. They also still know about phase transitions, again in their nebulous informal sense. They can collect the gas in a container and see that it looks and feels a lot like air. I'm honestly not sure what you're confused about here.

The only conclusion needs to be 'when the atmosphere was getting pulled into the jutsu and the liquid was coming out, probably it was doing something like turning the atmosphere into the liquid somehow'. I don't particularly care if they are entirely wrong about how that works, and assume it's some random weird thing that it's not.

(eg. My recent Omake had a thing about 'dead air' where all the spirits vitale were killed by the cold, because they produced unbreathable CO₂ and didn't understand why this thing that looks like air was unbreathable. That's the sort of confusion I expect, not that the bubbling is entirely arbitrary.)

They just ask someone, or some clone, to walk up to the 'seal failure' after it's done exploding and collect a bit in a bucket. Probably we give them one of our seals to breathe through be safe.

Only way I see Isan isnt wiped off the map is if Asuma uses Technique hacking to create a less dangerous version of EM and then sells it back to Isan as if it an improvement. Asuma can sell it as a thank you for providing EM to Leaf in the first place or for their war contribution. Maybe that will induce them to see EM as an outdated jutsu.

To be totally clear I don't think you're wrong about Asuma saying that. But I think there's a nontrivial chance he won't, and I don't see a better idea.

I'm OK with Hazō making these suggestions sincerely, because I would make (and have made) them sincerely even if (when) this wasn't the goal.

Honestly I don't think it's necessarily a bad thing that more people are aware of the potential of EM, as long as we are able to exert some form of influence on them. The Isanese were probably going to trade the jutsu away as they begin opening up, without our knowledge... and then what? This is probably a more favorable outcome than us not testing the jutsu, and in a year's time Hazō hearing of a strange weather event that froze everything around it, while the thread collectively shits its pants about someone having conducted the EM nuke test before we did.

  • Do what is needed to bind Leaf and Isan into the tightest alliance the world has ever seen. Military. Economy. Politics. Have the Thinkers work out how to make it work. Because it needs to work, or else Asuma needs to nuke Isan before they can train EM to the required level.
  • Become a powerhouse on the world stage together. Become NATO. Wield more power as an alliance than either state could individually.

I'm a bit skeptical of this, particularly the last bullet point... what can Isan bring to the table that would bump Leaf's military power up that much, other than some ninja that know EM at a level where it is harmless? If, say, the Snake Summoner or the Naruto Summoner decide they want to solo Isan, could they actually do anything about it?

@FaintlySorcerous I would highly recommend asking Asuma why Gaikotsu Bay is being suggested over Aisu Bay, given that the former is closer to Cloud (known to use Skywalkers) while the latter is closer to Rock (not known to use Skywalkers). Is there trade or ships moving around Aisu Bay which we are not aware of?

We should, in all honesty, tell Mari about the latter part of our report to Asuma: the !bribes that we got. It'll clue Mari in on what's going on (that the nuke was somehow valuable enough for Asuma to offer all that shit for it), and give her a timeline to work with. It'll also let her warn us if and when we are forced to emergency-mission tomorrow or the day after, if she believes Asuma plans to kill us.
FYI I am planning on getting to this, just haven't had a minute yet.

I bet Asuma warns some ANBU that he's going on a top secret mission with Hazou. If Asuma dies, then we'd better be able to honestly say that we had nothing to do with it... and even then, we might get killboxed for not dying to protect our Lord Dictator like a good little child soldier.

We fake our death and stral the Monkey scroll. We then train Akane in summoning. We can then either sign a contract with Emma or use the scroll to help trade for the squirrel scroll. We then use Noburi to funnel chakra which lets us continue to FOOM. We use Hazō's S-rank sealing skills to equip the rest of the team to take over Leaf
