could say we helped the pangolins, but have reservations and doubts. here is their (the condors) chance to convince us they are just and to help them.
this does not commit us to helping condors before hearing both sides of the issue. and incentivizes the condors to help us learn about the issue.
on the other hand, this will make the condors more mad then if we say we are already on their side. although it might be less suspicious.

If we approach this with any sort of a 'well, there are two sides to this, probably' then they're going to rip us into tiny pieces and I will be rooting for them.

I really only see two plays: keeping them at a distance or coming clean and hoping that they're willing to extend us some grace.

In my opinion, there do not meaningfully exist two sides to this issue: one party is attempting cultural genocide and another is attempting to resist said cultural genocide. I am categorically against genocide, cultural or otherwise.

the resistance was still going last we heard. Leaf might also be affected/interested by how we treat these condors.

additionally, we want these condors to share their dragon testimony. their first choice will be to go to conjura to share the testimony. we know this will be the quickest way, for conjura will then share it with the 7path meeting and be more willing to fight the dragons. however what will these condors do when they realize conjura has surrendered to the pangolins?
if they join up with surviving resistance leaders then their testimony does not go to conjura. and does not help unite the 7path against the dragons. they might even die before their testimony can spread.
if they would decide to surrender to the pangolins upon learning of conjura, we can directly send them to pangolins now. instead of them traveling, finding people, learning conjura surrendered, and then surrendering to pangolins and sharing testimony

the condor summoner's ability to summon condors to talk to could be useful for the current situation. and these condors might view her favorably as she is their summoner

I don't think so? IIRC, making a contract with a Summon involves exchanging blood (pricking palms, and smooshing them together or something). There's also probably some Intent and Identity stuff going on, since those are also mentioned by Kei at one point. Both parties probably have to know each other's given name and Intend on forming a contract while exchanging blood.

Edit: IIRC, Kei said something along the lines of "Summoning is one of the most primal arts. It invokes blood, identity, and intent." But maybe it was Hazou-pilot who said it? Idk, I'm drowsy and still on the mend from being sick.

Exchanging blood need not happen in person, either, though.

Maybe the blood has to be exchanged at the same time, and getting another party's Identity and Intent involved (the middleman who exchanges the two) only muddles things for ChakrAI? Or maybe, after a certain distance, it stops being (rituallistically speaking) "your" blood.

We know that Noburi's chakra water must be consumed while he is on the same Path as the recipient. Maybe trying to form a long distance Contract (with a Shadow Clone on the 7th Path and Prime being on the Human Path... which is impossible, but for the sake of experiment, let's assume ChakrAI was being generous in unholy proportions) would be similar, especially with the chaotic aether that floods the space between the Paths.

We could also just tell Ruri that they're here and she could make her way to Arachnid (especially given that a Condor came over to Arachnid not that long ago to confirm the whole Dragon thing)

On one hand: these condors might galvanize the whole Crusade thing.
On the other hand: upon hearing the condor's plight firsthand, the Bosses might suggest a march on Pangolin Land as a testbed for the First Crusade. And Kei's primary combat utility is her ability to Summon.

Better to ask these condors for help surveying the Dragon Battlefields, and then use them as meatshields against the un-personed Dino Birds. It's just murder. Easy-peasy, even a genin can do it!

I doubt it tbh, they've seen it firsthand (being neighbors and all, and also all the enslaved Condors serving the Pangolins hanging out) and they don't care enough to do anything, especially with needing unity against the Dragonss

Let's be honest, everyone stomping the Pangolin in the dirt would be the best thing it could happen to Kei, especially if Pantsaa(?) gets killed. What she losses in combat power she obtains in sanity and not helping a genocidal regime murder people. For the combat ability FOOM and MARS means she has good odds, before long her SCs will be better than the majority of summons(and it's not as if Pantsaa will ever approve being summoned by us, better to kill him and put a more acceptable summon on the throne)

I don't think it is wise to inform our new condor friends that we are responsible for the conquest and genocide of their people. I agree that we should make plans to dispose of the Pangolin senior leadership in the future, though. Kei will uplift them whether they like it or not
 
I don't think we should reveal anything to the Condor refugees right now. We are only two months out from S-Rank sealing (though it will probably be four) and then we can just Itachi any of the clans that we want to. Taking risk now when we are on the edge of being strong enough just seems foolhardy
 
In any case, It's probably a terrible idea to make any risky plays against the pangolins until we haved attained FOOM induced apotheosis.

Ideally we would want all of Kei's relevant combat stats to match or exceed 100 before we any such attempt

That is flatly not true. We cannot go up against an entire Summon Clan (or even a single Boss!) With S-rank sealing and shitty Athletics and Alertness, Hazou will just get killed. Better to wait a couple years and then try.

I do think it's worth noting that S-rank Sealing would only mean that we can create powerful seals (though the speed at which we do that would still be severely hampered by Hazou's Calligraphy stat). If we fail to win the Initiative roll, then we may never get the opportunity to use those powerful seals. Or if Hazou's Physique isn't high enough, then he could die before he has enough time to use them.

Sealing is a powerful thing, but it also scales with prep time. Something Hazou may not always have, or he might bring the wrong loadout for the situation.

S-rankers aren't S-rankers on big stats alone, and having one big stat doesn't instantly make Hazou an Itachi.

It's also taking a long time to research seal and we usually underestimate time needed to be spent. It's unrealistic to expect that we can knock out a seal or two in two weeks, unless we want to die.
