I admit I completely forgot about his no draining summons rule.
Maybe we could set up some kind of controlled experiment with tiny amounts of non-human chakra just to see its affects but I would be more comfortable with doing so if we have some back up way of expelling any dangerous/hazardous chakra Noburi might come into contact with.
As for normal assassins vs. other countries using their own summons Leaf is much more prepared to fend off normal ninjas since they have been doing it for decades.* Summons can be esoteric enough that they could have unexpected and therefore unprepared for abilities and they have the upside of not having to worry about exfiltration. If you really want someone dead in MfD and can convince a summon to go through the pain of being popped you have as many kamikaze fighters as you can contract.
*The debacle with Rock collapsing a ton of buildings I would consider an outlier for what it's worth.
We can test whether draining summons is bad by having an Aburame have a bug drain one. The bugs don't transfer chakra to the Aburame, otherwise Leaf would have an entire clan of Narutos, so it's a safe enough way to test.In canon, absorbing any nature chakra without a lot of specialized training turns you into stone, and the training involves having someone beat the nature chakra out of you with some sort of special anti-chakra stick within moments of displaying imminent petrification while you attempt to absorb it safely.
That being said, this isn't canon, and no one really knows, even Jiraiya didn't know, but he was sufficiently concerned about the possibility of a really bad outcome to warrant interfering with the Chunin Exam.

If the bug turns to stone, then we know it's not safe. If the bug doesn't turn to stone it's not a guarantee that draining is safe but at least it's more likely. We'd need to ask the Aburame how emotionally attached they are to their insects though. If they think of individual bugs in the same way the Inuzuka think of their dogs they'll refuse, but I doubt that's the case because tons of their bugs probably get squished in the normal course of combat.

A summoner can reverse-summon extra mass equal to their own weight on a single trip, which needs to be held or attached to the summoner.We should also look into Reverse-Summoning mass limits. The way I'm assuming it works is:
1: When a Summoner reverse-summons an increasing amount of mass, the chakra cost will go from negligible to not-negligible and rise with the mass
OR
2: The extra mass just stops getting transported at all with the Summoner past a certain point.
But I would also figure this should be known already, so...

At the very least we should be capable of expending enough chakra to Reverse-Summon a Kaiju's worth of rock if the Boss Summons are any indication
