So we had a neat observation on Discord just now: what happens to all the Academy flunkies? We know you can flunk out for all sorts of reasons, so there are quite plausibly people who flunked out after learning how to use chakra.

We have no idea what happens to them, but a plausible outcome is that they're released back into the civilian world and take up a normal civilian job and ultimately hold a normal life. But if there are civilians out there who can operate storage seals, then they're perfect employees for the Goketsu bank. No danger, nothing you need the strict requirements of ninjadom to survive, just operating storage seals on-demand. It's quite likely to be cheaper than hiring genin to hold the positions.

(Also, if these kids are flunking out and leaving for a civilian life, then odds are they live even longer than most ninja do since they aren't part of the ninja meatgrinder. Therefore the candidates, should they exist at all, are likely to be of all ages)

I figure this is worth at least a minor investigation IC.

What happens to them is that they become delicious chakra batteries. Lets try to find out how many of them there are.

We know that Konoha had ~1k active ninja before everything started screwing up. I think the numbers suggested that they were pumping out ~100 genin a year? Lets assume that 15% fail after unlocking chakra. They then live to an average of 45, because death world. So we have 15 * (45 - 12) = 495 total people in Fire with unlocked chakra and nothing to do with it. We could farm them for extra shadow clones.

But if nothing else, I agree that hiring them to activate seals will be super duper cheap. The only risk is that it might be harder to verify their identity and loyalty, as I doubt they are tracked as thoroughly as ninja.
 
Let's not forget about Jiraiya's kids while we're at it.

e: "It" being low-hanging fruit to strengthen ourselves and Konoha.

Very cool omake @Paperclipped ! The fight scenes were very detailed but still easy to follow and very suspenseful. I think Eaglejarl may have been right about you being able to write fights....

My only question is: would (should?) we be using secret pangolin techniques when not necessary in front of non-clan nin?

In the absence of Haru being able to see the mechanics, all he saw was us summon a big yellow construct which he then dissipated by zapping us, causing us to lose concentration. He'll probably think that the punch he landed was a glancing blow - not enough to inflict stress - when in fact it was a hit that dispelled the Ghost Scales.

I'm planning to link this in my sig, but first I need help sorting out all the stuff that should be on it. I'm doing this out of a vague frustration that I don't know what's gated behind OPSEC concerns for a given fight and I'd like to pin down what we're keeping secret and what we're showing off in public. If anyone can think of something that should be on this list, or has an argument about where something should be placed, please let me know.
This is definitely a good idea to have, nice thinking. As for the unsorted stuff, I'm pretty sure macerators are a village secret based on when Team Asuma were discussing the chunin exams and Choji brought up how Hazo using macerators to interrupt the blood user was hilarious but was toeing the line.

Hmm, 'Village secret' has been more of a category for 'the Hokage's Administration knows the full details but we can't share it with anyone else'. I'm not really sure what the context of that bit you mentioned was, so I'm uncertain what to specify Macerators as for now.

Sorry, I mean it would probably fall under konoha secret. Likely only the clans know what macerators are and only the tower knows the specifics. At least that's my guess.

I should probably be a bit more clear about the purpose of the Journal. It's not so much about who knows about the thing, it's more about when we should keep it secret or not. Part of being a strong ninja is having a few things that everyone knows you can do, as part of your reputation. I don't know if Macerators are intended to be part of our secret suite or our public suite. I don't know if we've made a decision.
