So we had a neat observation on Discord just now: what happens to all the Academy flunkies? We know you can flunk out for all sorts of reasons, so there are quite plausibly people who flunked out after learning how to use chakra.
We have no idea what happens to them, but a plausible outcome is that they're released back into the civilian world and take up a normal civilian job and ultimately hold a normal life. But if there are civilians out there who can operate storage seals, then they're perfect employees for the Goketsu bank. No danger, nothing you need the strict requirements of ninjadom to survive, just operating storage seals on-demand. It's quite likely to be cheaper than hiring genin to hold the positions.
(Also, if these kids are flunking out and leaving for a civilian life, then odds are they live even longer than most ninja do since they aren't part of the ninja meatgrinder. Therefore the candidates, should they exist at all, are likely to be of all ages)
I figure this is worth at least a minor investigation IC.
What happens to them is that they become delicious chakra batteries. Lets try to find out how many of them there are.
We know that Konoha had ~1k active ninja before everything started screwing up. I think the numbers suggested that they were pumping out ~100 genin a year? Lets assume that 15% fail after unlocking chakra. They then live to an average of 45, because death world. So we have 15 * (45 - 12) = 495 total people in Fire with unlocked chakra and nothing to do with it. We could farm them for extra shadow clones.
But if nothing else, I agree that hiring them to activate seals will be super duper cheap. The only risk is that it might be harder to verify their identity and loyalty, as I doubt they are tracked as thoroughly as ninja.
