I disagree with using Lovemuffin's action for Lee industry. I think we should throw them at a science action.
Why? It has the highest chance for success. Besides, we've already got that covered with Ludivine and Jumba

Does any plan have a Xanadu team yet? Or are we too limited on heroes right now?
Too limited. We need as many heroes as we can to put out the many fires that have sprung up

I disagree with using Lovemuffin's action for Lee industry. I think we should throw them at a science action.

Funny enough the movement already has one down to earth guy, so adding Goofy might not be as effective.
I wanted to put LOVEMUFFIN on Lee Industries because Janus Lee may be locked behind them. We impressed them at the gala resulting the low DC. Getting him on side could alleviate our diplo hero clot.

So, looking at each section:

Martial
[ ] Reorganize your PMC

DC 170

Your PMC has grown ever since you first established it, with those troops from Mendel-Gruman, some actual Mongols, and whatever other recruits offered to sign up. You need to reorganize it into some distinct divisions to prevent confusion and even get some more things done!

(Reward: Second Martial action unlocked per turn)
We obviously want this a lot, but also probably need to bring the DC down a notch. I wonder what would help with that? Maybe if each individual group was more organised, organising all of them would be easier? In that case, working on Genghis' integration with society might help.

[ ] Dinosaur Cavalry

DC 85

Now that Jumba has bred out the instincts for dinosaurs to immediately turn on and eat their handlers, you had a brilliant idea! Why not use some for cavalry? How awesome would it be to have your PMC riding into battle on the backs of dinosaurs?! Unfortunately this will be a significant undertaking, given that nobody alive has ridden these things and you're pretty sure you can't turn to The Flintstones for help.

(Reward: Dinosaur cavalry unlocked)
This is pretty cool, but I think we ought to wait until we've finished domesticating larger dinos to take it, so that we don't have to take this a second time to deal with them.

[ ] Build roof-mounted laser cannons
DC 105
Haven't you had enough of pigeons soiling all the landmarks in your lovely city? With these roof-mounted cannons no pigeon shall ever feel safe again! And it'll give you some anti-aircraft capabilities on top of that! Now that you've researched energy weaponry, you can have laser turrets on top of every building!

(Reward: Increased DC for any hostile forces making an attack against Doofania)
I think we ought to take this. It was an option even before we got energy weapons, making this arguably two actions' worth of value.

Diplomacy
[ ] Campaign Against the SRA

DC 85 (Reduced by Supers knowledge)

With Kronos dead and gone, super crime on the rise, and no easy solution in sight, there's a real sense, at least in the West, that the time for Capes to come back into the light is now. Considering how Doom has been painting you as not doing enough to help Supers, it might be a good idea to join in on the movement before the next election cycle, which will probably decide the issue. Or would that just be playing into his hands? Well, it'll probably at least get you some goodwill in the Super community, and maybe make them more willing to work with you.
We pretty much have to take this, this turn.

[ ] Reach out to Shego
DC 40
Most Hated- er, Greatest Rival Shego has actually proven pretty amenable to working with you. Or at least, a lot more than you expected. Perhaps having a respected challenger at your back who you can count on to face you in honorable evildoing might be a good thing to have while you deal with all the less reputable evil out there?

(Reward: Establish contact with Shego, ???)
It's time to actually reach out and say hello to Shego. Friendly relations with a neighbour means we can be relatively sure they won't cause trouble for us.

Stewardship
[ ] Rebrand Insuricare's anti-Super Policies

DC 95

It has come to your attention that Insuricare, one of your own subsidiaries, continues to operate in an intensely anti-super manner; charging their customers extra for 'super insurance', lobbying the US for stringent anti-hero laws, and so on. This will not do, not with everything Doom is trying to pin on you. Pro-SRA rhetoric is firmly entrenched at Insuricare, so this will be quite an undertaking, but it is possible.

(Reward: Significant loss of income, increased reputation with supers)
I think if we don't take this, Doom is going to call us out, even if we support repealing the SRA. That's probably his trap.

[ ] Comedize your supply line

DC 100

Coyote figured out that the trick to taking advantage of ACME's Express Delivery service is to incorporate comedy! Unfortunately this is going to take some doing, since there isn't very much humor in moving supplies from place to place, and the Toonforce is notoriously unreliable.

(Reward: Moderate income increase, Moving Castle Doofhawk DC reduced)
This will help with moving Doofhawk, which we want, and will likely have other effects elsewhere.

Intrigue
[ ] Look for Star and Marco
DC ???
Janna's elusive friends have been on the run for a couple years now, and you did promise her that you'd start to look for them... but you're not sure where to start. Gather some information from Janna and get to searching- the 'devil girl' did make waves in Doofania a few months back, so maybe that's a good place to start?

Reward: ???
We should probably buy the Commodore's attentions for this. It's important, to both us and Janna. Also, it's a pretty solidly "not evil" job to help shave the Dickens' opinion of us.

[ ] Investigate Orton Mahlson

DC 120

So Mirage has come to you with a rather unusual observation. Orton Mahlson, the actor who has portrayed the famous Sci-Fi character Dr. Zone for over 60 years, still looks basically the same as he did back when he started. This is strange, to say the least, and it might be worth looking into how exactly this has happened. It's probably not top of your to do list but hey, who knows what you might find?

Reward: Discover the secret of Orton Mahlson; ???
I kind of want to do this? It's probably unlocking a Hero unit for recruitment, and just seems neat.

[ ] Send Hawk out with a bang- Hawk is on the outs with Doom, and has failed spectacularly as a spymaster. Russ expects Hawk to be fired any day now. You could give him something really spectacular to be fired for.

Reward: Doom is hit with one final grand misdirection before Hawk is fired.
I don't really care about subverting Hawk. This is both loses him for Doom and does a lot of damage on top. What's not to like?

Learning
[ ] Survey GalFed Ship

DC 100

Your away team in Hawaii managed to capture a Galactic Federation vehicle completely intact. While Jumba told you there was no hyperdrive on board, you're pretty sure that there's a wealth of other technologies just waiting to be exploited. Send someone to analyze the thing and get started!

(Reward: Research options unlocked)
I want Jumba on this. I bet there's a lot of useful applications here, but of particular interest to me is that GalFed must have some pretty awesome translation software to function as a cross-species polity, which would be great for decoding the Odd Transmission to our North.

[ ] Research Robo-Doppelganger AI

DC 110

You have to admit it- you're impressed by Syndrome's research into AI. Sinatron, even as megalomaniacal as he was, seems to have sidestepped all the problems you and other companies have had with the concept. The emotions he was broadcasting didn't feel forced or tacked on, he was capable of quick reasoning and logical deduction, and based on the way he talked Gwen into giving up information, he was able to read people well enough to attempt diplomacy.

(Rewards: Robo-Doppelganger AI more closely understood, DC for future AI upgrading decreased, option to build robo-doppelganger personalities)
The march to better AI must be unceasing! If it's not, we should bloody well stop stringing Norm along.

Occult
[ ] Form a Coven

DC 120

At some point, it might be a good idea to create some sort of organized structure to your various spellslingers. As is, you're doing things pretty bespoke. Throw together a coven, or a circle, or a bogwarts, or whatever you call an organized group of mages.

Reward: Second Occult action unlocked, Court Wizard council position unlocked
We want this, but probably need someone actually good at Occult for it.
[ ] Research alchemy
DC 75
Great Grunkle Malifishmirtz left you some of his old alchemy notes, which are only mostly readable after you've translated them out of Latin. At first glance, alchemy seems similar to chemistry but with a much more mystical lean to it. You know practically nothing about it, but maybe you can figure something out on your own? You do have an example of an actual, functioning potion now, so that might make it easier.

(Reward: ???)
This seems like the best option with a reasonable DC?

Argh, this plan gives me everything I want except sending the Hawk out with a bang. I'm not sure if the reward is juicy enough but something tells me the opportunity will pass very soon.
WoG is that Doom is keeping Hawk on for a few turns. I definitely want to send Hawk out with a bang next turn!

I like this plan... but a few comments (and more may come later)

I think Roger could be delayed one turn to talk to Goofy. If we're lucky we could also get rid of that permanent -5 loyalty modifier. Plus he has been here the longest so it could be nice to get his perspective on what has changed so far.

I don't see which action she's working on here
I do agree that looking into Goofy is important, but I'm also thrilled by the idea of installing Roger as mayor of LA. It's difficult to get that ball rolling without Roger on-side. Conversely, we don't have a long-term plan waiting in the wings for Goofy, so I'd put that off until next turn

I look forward to more comments later.

@Made in Heaven Should all Heroes have an option to work for Doofenschmirtz on an action, or is that deliberately left off of some of the heroes?

Also , I can support Commodore for Star and Marco, but in exchange I'd like a gentleman's agreement that we have at least 2 actions next turn that increase our income. Financial solvency is important.

Yes, and there are still more actions we can take that neither of the mentioned heroes are doing.
I wanted to put LOVEMUFFIN on Lee Industries because Janus Lee may be locked behind them. We impressed them at the gala resulting the low DC. Getting him on side could alleviate our diplo hero clot.
I just think they're not going to have a place when we start doing stuff with Dino Calvary. Why need cars when we have dinosaurs and spaceships?

Conversely, we don't have a long-term plan waiting in the wings for Goofy, so I'd put that off until next turn
That's true. We have 3 time-sensitive personals right now that need to get done. Next turn the spellbook should be finished, and tinkering with inators shouldn't be outright needed because no P&F, plus hopefully paying for the commodore shouldn't be needed again either.

So we will have the available personal action slots for Goofy to be included next turn.

Assuming we reassign Goofy to SRA and don't do Insuricare for financial reasons I would suggest either having Mirage do Lee Industries, though LOVEMUFFIN can probably handle that, or Dino Entertainment to counter the Income hit we'll take from the Commodore
We could also have her hire more talent? That seems like a good use of her action if we don't have anything pressing to put her on. Lots of fun units we don't have time to bring on board.

Dinosaurs and spaceships are sexy but not very fuel-efficient. They're both tools for very specific tasks. Mass transit however requires vehicles that can run 24/7 in urban and rural environments, as well as be refueled relatively easily.

Plus Janus Lee is a diplomacy hero

True... although it is tempting to totally crash our income getting Commodore to wipe out our intrigue actions for us. :p

...We need to recruit more therapists.
Well, let's see. Options, alphabetically, of plausible Disney Doctors capable of being both alive and able to help treat mental health issues. I'm leaving out obvious rejects like Fozzie (plays one on TV but his laughter may not be the best medicine), Doctor Strange (in medicine, but in Marvel and not Disney-setting-compliant), and Doctor Diente (suitably villainous, but a dentist, not a psych doctor.) Someone more in the know may be interested in filtering this list down to things that are actually viable and reasonable and worth going after.

Dr. Badger (Zootopia): Probably imprisoned in Zootopia. Interested in a biochemical explanation for predator reversion, so plausibly. If we needed another front to go to war on...

Tess Coleman (Freaky Friday 2003): May not even be canon. May not be locateable. Familiar with things getting a little weird. Present mostly because she's actually characterized as a Disney psych doc.

Dr. Cooper (Talespin): May not be a psych doctor. One-episode wonder. Also he's a talking turtle, messing with the toon vs anthro vs something else thing. Most likely in-setting, but may not have a lot of characterization to work with and may not be a mental health doc.

Dr. D (Future Worm): A T-Rex in a doctor outfit. A one-episode wonder. Hilariously could fit with our dinosaur genetics shenanigans. I looked at the picture, realized we were doing the dinosaurs thing from our genetics lab, connected the dots, and then could not stop laughing for two minutes.

Doc Hogg (Bear in the Big Blue House): Yes, it's a children's show. No, there aren't really villains to be victorious and make him into bacon, so it's possible he would have survived. Would he be a good psych doc? Maybe, maybe not.

Doctor Proctor (Mickey Mouse Comic Strips): Yes, he's technically Mickey's doctor and may not be easily found. Or he may have passed of old age. I don't know. That said, there's comics of him seeing Goofy, so there's a connection.

Doug Douglas (Future Worm): A doctor. Who isn't a T-Rex. Who actually has multiple episodes and may have characterization. That said, Future Worm tends to have time travel in it, but perhaps the worm turned.

Doctor Ficus (Dinosaurs): A doctor who is a dinosaur. Yeah, I'm surprised there's more than one on this list. Dinosaurs is probably not viable, but...I mean, we are bringing them back.

Dr. Edward Folkner (WITCH): Villainous, maybe to the megalomaniacal level and would need to be talked down, if he isn't trapped in a box and unavailable.

Dr. Herder (Dinosaurs): We are now on our third dinosaur doctor. I was not expecting this when I made this list.

Dr. Hirano (Phineas and Ferb): Hey look, it's our home turf. She is Stacy's mom (so clearly she has it going on). Voiced by Ming-Na Wen. Yes, that one.

Dr. Homer (Quack Pack): potentially canon-adjacent near the ducks. Listed as actually a con artist pretending to be a therapist, but...ehhhhh, maybe? It's a short enough list without the obvious rejects.

Hypnotheria (Teamo Supremo): Hey look, it's a Teamo Supremo villain who works on the mind. Where have I seen that before? Hypnotist, not technically therapist.

Bennett James (Dog with a blog): Child psychologist. Hello, we have a child who needs a psychologist. Has a dog that talks, so potentially has an in with the talking animals.

Ken Jeong (Dr. Ken): Yes, that Ken Jeong. Yes, he's a licensed physician. Look, I'm as surprised as you are.

Neil Miller (The Santa Clause): Psychiatrist.

Dr. Gladys Okra (Lilo and Stitch TV): Oprah-analogue who helps people work through their problems. Probably still on Hawaii. Probably someone we could reach.

Dr. Elliott Piaget (Dinosaurs): Four. Dinosaur. Doctors. This one is a dinosaur child psychologist. I think the joke is starting to run out at this point, but so is the alphabet.

Karen Rooney (Liv and Maddie): Prrrrrobably not in this world, but a school psychologist character bears mentioning.

Zabar (Dinosaurs): Okay, that's the end of the joke. This is a fifth dinosaur doctor (okay, medicine man). It's kinda ludicrous.

Whew, that was longer than I thought. Probably because I was reaching for straws a bit here. FIVE dinosaurs, some kids-show doctors. Some vaguely potentially viable options, but I'm not sure what the best play forward is out of these twenty doctors...of whom five are dinosaurs. That's...I'm not sure whether I was more surprised at the number of dinosaurs, the number of Disney live-action "boring real world" psychologists there are, or that one of the physicians on the list was Ken Jeong.

[ ] Plan: Doof vs The Forces of Evil
I find this plan very agreeable! One thing I would say is that you could squeeze in You Made Me Love Xanadu on top of this by assigning Temujin and a few other heroes to round out his skillset. Goofy and Max going with Ghengis Khan on a road trip to Xanadu would be hilarious and I'd do everything in my power to make it possible.

Oh, and I'll throw all of my XP I can on the actions for this round. Gotta spend it at some point, so why not now?

They're not fuel-efficient because we have not sunk into recycling programs or Flubber tech at which point mass transit doesn't need to be a car. It just needs to be efficient.

not just toons it's free energy that we can export to the rest of the world.
Well yeah. You already said that. It is literally energy for an energy production company, and you didn't mention Toons. I was adding on to the synergy of it, not stating "this is totally the only thing that option could do." I even mentioned selling the excess power to other regions in a later post.

From the way I see it, we have three options:
1) Hire the Commodore to find Star and Marco AND Rebrand Insuricare
-Pro: Gets us started on finding Star and Marco and gives credence to our anti-SRA stance
-Con: Will probably bankrupt us

2) Hire the Commodore and DON'T Rebrand Insuricare
-Pro: Saves money and gets us started on finding Star and Marco
-Con: Detracts credence from our anti-SRA stance

3) DON'T hire the Commodore and Rebrand Insuricare
-Pro: Saves money and gives credence to our anti-SRA stance
-Con: Delays finding Star and Marco

What's the most popular? And don't vote lightly: I've played Monopoly enough times to know that bankruptcy is not a laughing matter

Plan: I Have the Honor to be Your Benevolent Overlord, H. Doof
This is the only plan that have the most options I wanted. The only thing I had problems with are Technor. Can you reassign him from Janna to Stanley? She is in a good environtment to start getting better by herself without therapy. She have new friends, surrounded by things she likes, knows she is safe, and knows that solutions are being done to her issues. Stanley meanwhile had been in prisons for months.

The only thing that I would change without conflicting with others earlier opinions are Ludivine with AI. You can change it to Silphium like they had suggested. Much safer, open up further options, and will save the AI option for when Wendy arrives.

Hm - maybe! I could swap Khan out for Lizzy and still try for dino cavalry. Bugs and reptiles share like 80% of their DNA, right? If there's popular support in the thread for this, I'd give it my rubber stamp. If not, I definitely see the benefit in Janna amping up her Occult skill before the quest.
